[CONTRUCTION REQUIREMENTS]

The following are standards required to operate a Secure Compartmentalized Information Facility in accordance with JAFAN 6/9, dated 23 Mar 2004. These requirements will be used at all construction meetings for planning and reference.

FACILITY CONSTRUCTION REQUIREMENTS

Access Control

· Access control panels will be housed in highest classification room in SCIF

· Panel will be installed above the ceiling with a power outlet and NIPR connector adjacent to the box

· Main SCIF door is required to have Access Control

· Our system is the DSX-1048. Suggest you use this system. Must be compatible with our system.

· If only two doors are required to be use a DSX-1022 can be used

· If more than two doors the DSX-1048 is required.

· The DSX systems can only operate 8 doors. If more than 8 doors are to be controlled multiple panels will be required.

· Must preinstall conduit to all locations Access Control will be installed

· Get with user to determine number of rooms to have card swipe

· Power to operate electronic strike, magnet or LKM series lock will be route to each door frame requiring access control Acoustics

· Stated in JAFAN 6/9, when normal construction and baffling measures have been determined to be inadequate for meeting Sound Group 3 or 4, as appropriate, sound masking shall be employed. Protection against interception of discussions may include use of sound masking devices, structural enhancements, or SCIF perimeter placement.

· White noise generating systems will be placed in all ducts penetrating the exterior SCIF wall and controlled from inside the SCIF.

· If doors do not meet STC ratings a sound masking can be used to protect against eavesdropping

· Sound masking may utilize a noise generator, tape, disc or record player as a noise source and an amplifier and speakers or transducers for distribution. *See attachment

· Ensure facility drawings show internal wall specs (insulation and layers of sheetrock) Blue Lights

· Blue Lights will be installed in each room of the SCIF

· Each SCIF will have ONE master control to turn light on and off

· If there will be a SCIF inside the SCIF it will require its own blue light and switch, independent of the other blue light system *See attachment Communication

· Comm room must have capability to limit access to communication equipment and be located inside the facility

· Controlled room with cipher lock on door, lock/key, or access control, etc

· All communications to SCIF will enter via one point in the Comm Room

· Access control panel will be installed in comm. Room and must have NIPR and power port to connect DSX system. Each access control panel can control up to 8 doors.

· IDS system (PCU) will be installed above ceiling in highest security room- if cannot be installed in comm room

· Need copper phone line and power outlet above ceiling

· Must preinstall conduit just inside the main door for the alarm keypad

· FIBER: Our preference for color coding networks are: Green (unclassified), Red

(Siprnet), Orange (TS), Yellow (SCI). Unfortunately this does not cross over very well with fiber, as an example, yellow fiber tends to be single mode fiber, which should not be installed for workstation connections. Our recommendation is that you use different connectors for Niprnet (ST, along with Orange fiber cable) and Siprnet (SC, along with Red fiber cable). · Phone lines will be shielded copper and also be located in the comm. room.

Doors

· Main Vault Door

· Only one primary entrance into SCIF will be used

· SCIF Door will meet STC 50 rating

· Wall framing must be built to withstand weight of STC 50 door

· Door frame must meet STC 50 rating

· Door 57 WG/AP suggest to be installed in all future facilities is Lockmaster STC 50 door with LKM7003 with key override lock

· Has one motion emergency exit

· X-09 lock

· Access Control internal to door

· Frame meets STC 50 rating

· Lock installed at Factory Lockmasters' door packages include the door, frame, hardware and fasteners shipped to you in one convenient package. Door packages are fabricated specifically to fit needs of the costumer. Door packages are pre-assembled, eliminating problems that often arise due to hardware inconsistencies. Lockmasters trained hardware installers mount the specified lock package during the door assembly process also assuring its compatibility with the door package and other hardware.

CDX-O9 Locks: CDX-09 security lock shall be installed for interior access door(s) to the security area (SCIF) shown in the concept plan. CDX-09 lock system shall have deadbolt locking system to meet FF-L-2890 specifications, heavy duty encapsulated strike with one push or pull of the lever to allow exit, ADA compliance lever handle, and key override option to allow entry without using an existing, integrated access control device during the event of a power outage, failure or malfunction of an access control device, and other emergency situations when expedited entry is the top priority. Access control device shall be proximity card reader and key pad. CDX-09 lock system shall be “Lock-One” LKM7003X09 Series or approved equal.

· Emergency Exit Door

· SCIF Door will meet STC 50 rating

· Wall framing must be built to withstand weight of STC 50 door

· Door frame must meet STC 50 rating

· Must not have hardware affixed to outside

· LockOne exit only with stainless steel cover & strike

· Must be alarmed 24 hours a day

· Must have system to annunciate to alarm others of emergency door activation

· Must have BMS and PIR installed

· Door will have device that will sound each time the door is opened.

· Must be key deactivated. *See attachment

· Door Seals

· Must have STC 50 rated door seals to maximize sound attenuation.

Reference JAFAN 6/9 and Intrusion Detection System (IDS) in *See attachment Ducts

· All ducts penetrating the exterior wall of the SCIF will have sound masking system installed- See Acoustics for specs

· Can either be sound baffles or white noise generator

· Ducts over 96 square inches will have 1/2” bars welded inside the duct measured 6” on center both vertical and horizontal. *See attachment

· Ducts over 96 square inches will have an access port on the interior side of the SCIF wall to inspect bars.

· If access port has to be on the exterior side of the SCIF wall the port will be locked with a high security lock.

· All ducts (regardless of size or what they are for) will have a non-conductive material installed inside the facility at the penetration to the SCIF.

· No bars required if an IDS system is installed in Duct, Access port still required.

· If ducts are completely insulated on the exterior side of the duct no non-conductive material is required Reference JAFAN 6/9 Fire/Mass Notification Control Panel

· Fire annunciation equipment is allowed in facility as long as a High Gain Amplifier Buffer is installed

· If two way communication is required in building, must be isolated in SCIF to one way only

· Must notify members in facility prior to using microphone as mass notification device

· Control line for annunciation equipment must enter SCIF at single point Reference JAFAN 6/9 Walls

· All exterior walls will meet requirements stated in JAFAN 6/9

4.2 SCIF Criteria for Permanent Dry Wall Construction

Walls, floor and ceiling will be permanently constructed and attached to each other. To provide visual evidence of attempted entry, all construction, to include above the false ceiling and below a raised floor, must be done in such a manner as to provide visual evidence of unauthorized penetration.

· Walls will be true floor to true ceiling to include interior room walls

· All gaps/holes/penetrations of the wall will be filled with a spray foam or tape/mud

· If wall will not go to true ceiling a cap must be installed meeting same standards as walls

· All exterior walls of each Sensitive Compartmented Information Facilities (SCIF) will be built to Sound Group 3 (STC 45) or better.

1.2.3 Sound Group 3 - STC of 45 or better.

Loud speech can be faintly heard but not understood. Normal speech is unintelligible.

· Exterior walls will be constructed to meet JAFAN 6/9 requirements. 57 WG/AP suggest using one layer of 530 Quiet Rock on the interior of the exterior wall, one layer of 5/8” gypsum board (of Quiet Rock) on the exterior portion of the wall and insulation in the studs between the layers.

Suggestion- Instead of using Quiet Rock you can use two layers of 5/8” gypsum board on the interior side of the SCIF perimeter wall, insulation between the studs and one layer of 5/8”exterior wall.

· All exterior walls will have insulation with an R value equivalent to the thickness of the wall

· If carpet is to be used as a acoustic means, the carpet will be placed on the interior

· Higher STC ratings, STC 50 at minimum, will be required where amplified speech will be used (Auditorium) Wireless Technology

· No wireless connections/ports will be installed in the facility
