Multiple-Award Construction Contract (MACC) solicitation
RFI #55
My question regards delivery of the proposal to your office. Since we are not presently working on Nellis and do not have base pass, do we have to have prior clearance and the name of the person delivering approved; or may we check in at the gate, get a temporary pass and have our person deliver the proposal?
Answer:
Anyone requiring access to Nellis AFB to deliver the proposal in person is requested to submit their full name and date of birth to the contracting office by Close of Business (COB) 26 August in order to be added to the EAL. Anyone requiring access who fails to submit a name by this date and time shall be required to contact Lt Noel directly when they are at the Visitor Control Center (VCC) to receive a temporary pass. The Government is in no way responsible for any proposals received late as a result of failure to show up at the VCC with sufficient time to deliver proposals to the location specified in the RFP. It is highly encouraged that individuals requiring base access submit appropriate information in sufficient time to be added to the EAL to enable delivery of their proposals without any additional delay. Please refer to FAR 15.208 regarding submission of late proposals.
RFI #56
The solicitation when issued indicated that the proposal was due on August 30, 2010 at 3:00 PM. Addendum no.1 confirmed that the bid date had not changed but the statement as it reads in the addendum ("The time and date for submission of proposals remain 3:00 p.m., Tuesday, 31-AUG-2010") does in fact change the submition date of the proposal to August 31, 2010. Could your office please confirm that the bid date for this project is in fact 8/31/10 at 3 PM.
Answer:
Please reference amendment #2 which corrects this information and reaffirms original bid date.
RFI #57
The above referenced RFP states in 1.29.3.3 that the Government will provide all guidance on Title Blocks. We can incorporate the information and TB layout as required on the submission drawing if provided the guidance, or we can state – “To Be Provided Post Award per Government Instructions”, within our boxes. What would you suggest or would you please provide us a sample of what is desired? I would appreciate that a great deal.
Answer:
The 01010 references the A/E/C standards in paragraph 1.29. The Government does not have "prototype or drawing template files and standard Title Blocks" to provide at this time.

In RFI #17, the Government's response was as follows:
2. As requested in L-101 E.3.b., only the schedule of values must be filled out for the AF 3065. It is understood that everything is 0% complete.
The attachment containing AF3065 only contains a "Construction Progress Report" and does not have the sheet for the schedule of values.
Are you requested that the Progress Report be filled out? Also, in the Government's reponse to RFI#35, the Government answered that there was no schedule of values form.
Question 1) Do we include the "Construction Progress Report" of attachment 17?
Question 2) Do we use the AF3065 Schedule of Values form for the schedule of values as stated in previous RFI's. If so, please provide.
Question 3) Section M, Section 4 (b)(4) references Att #17, Construction Progress Schedule. Should this be Attachment #16? Attachment #17 is the "Construction Progress Report" Form 3065.
Answer:
1) As per the RFP attachment #17 (Construction Progress Report) is to be included with each proposal.
2) AF Form 3065 (attachment #17, the Construction Progress Report) must be completed (even though the % completed will be 0%).
3) The paragraph you cited references Attachment #17 (AF Form 3065, Construction Progress Report), the AF Form 3064 (Progress Schedule, Attachment #16), and a (separate) Schedule of Values (with no specific format specified as previously noted in RFI #35). The RFP provision L-101 requests that all three (3) items be provided and states that all three shall be evaluated in M-101. While the AF 3065 sums up the schedule of values for each division (what we were referring to when answering RFI #7), a separate schedule of values must also be provided, to be broken out in whatever format the offeror desires.
RFI #59
1. Our calculation show the cooling requirements for the existing SCIF (room 3) and the Conference room (room 5) are greater than 1.5 tons. Should the ductless split units remain at 1.5 tons or be increased to satisfy the load?
2. We are required to follow or upgrade to ADA. Is there an elevator into the basement which is not part of our project?
3. One wall of the building interior corridor appears to be masonry. There is no mention of masonry in the SOW. How do you wish this addressed in the pricing?
Answer:
1. All the ductless split units will supplement the existing system. The Government considers the stated requirements will be adequate.
2. There will not be an elevator in this project.
3. One of the corridor walls is masonry. It is up to the offeror on how to address this condition to achieve the final desired product.
RFI #60
Section L, Item H, Page 74, of the RFP requests a Table of Exceptions to the Requirements. In what volume should this be included?
Answer:
Exceptions to the requirements shall be provided in the volume of the proposal to which they are applicable. Example: Exceptions that affect the technical proposal shall be referenced therein while exceptions to solicitation terms and conditions shall be referenced under the price proposal volume. If an exception affects both technical and pricing, it shall be identified in both volumes.
RFI #61
Will there be a list to for people to get in the gate to deliver proposals on the due date? Or is there a drop-off location that does not require a base pass. No one on our team has access.
Answer:
Please reference answer to RFI #55
RFI #62
Please clarify Item D(2) of Page 70 of the RFP. It states that a teaming list is required in the Technical Proposal, Attachment 23.2. Should this be attachment 23.1? And this should be included in the Technical, not the Past Performance?
Answer:
As stated, a list of the offeror’s primary Points of Contact (POCs) shall be submitted as part of the Technical proposal using the format shown in Attachment #23.2 of the Past PerformancePacket. The specific format is that specified in paragraph G, however, unlike Attachment #23.2, this format shall not be to specify Customer POCs but rather the offeror’s primary POCs.
RFI #63
The instructions call for: “Pages shall be single-spaced with 1.5 line spacing.” … Are you requesting 1.5 spaces between the lines or 1 space between the lines?
Answer:
The instruction require the document to be set at 1.5 line spacing. “Single-spaced” does not refer to the “line spacing” but that only one (1) return will be used at the end of each paragraph.
NOTES:
1. Offerors are reminded to ensure all proposal volumes are provided in accordance with the instructions provided in L-101. Particular attention should be paid to paragraphs C and D.1.
2. The facsimile phone number for the contracting office is 702-652-2532.
