Outside air for mini splits. Outside air is now being supplied by existing equipment? I know of no way to tie outside air directly to mini split air handler. Could an Energy Recovery Ventalator be used for this purpose ducted into each room?

The Government is unsure if it understands this question. The Split system, ductless units does not need outside fresh air to work cool the inside temperature. The condensing units that provide the refrigerant to the system, needs to have a min of 2 feet of air space in front and back of the unit for keeping the fins cool.

The DCID 6/9 standards require the ceiling to be enveloped with 2 layers of drywall. Will that be necessary on this project since the ceiling structure is solid concrete?
Answer:

RFI #53
In the past we’ve constructed sciffs walls with 5/8” drywall double layered each side. In the Construction requirements attachment in the solicitation there is a cut sheet for quiet rock 530 which calls for 1 layer 5/8” both sides to achieve the STC 55 requirement. Will the 5/8” Quiet rock 530 1 layer each side be acceptable? Construction Requirements and Finish Plan Keynotes are stating conflicting information.

The exterior walls of the basement of the Bldg 620 are at least 8" thick. The only walls that will need to be double layer are the hallway and the new walls in between the rooms.
