FA481921R0016 Post Amendment 2 Questions:

1. Revised Section L Volume 1 requires Attachment 14 to be included with this proposal volume. No attachment 14 has been provided. Please provide the requested form.

a. Added

2. Revised Section L Volume 2 requires a copy of the “final inspection sheet showing completion of the project” for each past performance project example. My firm has completed hundreds of Federal contracts and has never received such a form. Perhaps this specific form is unique to certain Federal agencies? Will the provided CPAR qualify as proof of completion?

a. The government would accept any documentation providing proof that the federal agencies accepted the project.

3. Revised Section L Volume 2 requires a CPAR ratings for 3 projects. Are these CPARs to be for the past performance projects listed previously in this volume? The page limitations for this entire section of the proposal is 6 total pages. CPARs are typically approximately 4 pages each. It is impossible to supply the requested CPAR evaluations and stay within the required page limits. Please advise.

a. The submitted CPAR ratings can be from the past performance projects or other projects you have completed. However, the ratings should be from projects that are relevant to this project.

b. The page limitations is hereby removed from this section.

4. Revised Section L Volume 3 Subfactor 1 requires a resume for an Archeologist. Statement of Work Section 4.11.3.2 states that the government will be providing the Archeologist and Archeological inspection. Please confirm that the Contractor is NOT required to provide a resume for an Archeologist as part of this proposal volume.

a. 325 CES will provide an Archeologist if Environmental Flight determines one is necessary.

5. Revised Section L Volume 3 Subfactor 1 requires the Superintendent to have completed the OSHA 10 within the past 3 years. OSHA 10 certifications do not expire. Additionally, OSHA 30 supersedes OSHA 10. Please confirm that the 3 year requirement is not applicable and that OSHA 30 will also satisfy this requirement.

a. Changed OSHA 10 to OSHA 30 and removed the 3 year requirement.

6. Revised Section L Volume 3 Subfactor 2 requires identification of:

a. all subcontractors and their intended performance %

b. List of all permits required.

c. Identification of long lead time materials.

This project is design-build. Accordingly, this information is complete speculation prior to a substantial design being performed. Please confirm that contractor will not be considered “unacceptable” if all exact information pertaining to these items is not provided in this section; or please clarify what basis the government will use for evaluation of this section.

1. See Section M for how the government will evaluate this sub-factor. The government is requesting a narrative focusing on the contractor’s understanding of the government’s needs. In doing so, the government is requesting the contractor to provide the aforementioned information per Section L.

7. Please provide a copy of Attachment 8 AF-3064 in Excel (or otherwise editable) format so this form can be completed properly.

8. Amendment 2 completely rewrote the proposal requirements (Sections L and M). All proposal preparation completed prior to the issuance of Amendment 2 is no longer valid. The timeframe provided between the issuance of Amendment 2 and the offer due date is insufficient to write a proposal in accordance with the new requirements. Additionally, the revised proposal requirements issued with Amendment 2 contain numerous issues (see above questions). We respectfully request a minimum 7 day extension to the proposal due date from the date that the above issues are resolved.
