This document outlines requirements for a design-build project to construct parking areas at Tyndall Air Force Base. The Department of the Air Force Air Combat Command is soliciting proposals for the construction of parking lots in the vicinity of Building 2580, Visitor Center to support rebuilding efforts at Tyndall Air Force Base by the Program Management Office and Civil Engineer Squadron. The Design-Build Team will consist of a construction firm and design firm that will perform design and construction services as described in the Statement of Work. The areas of construction for the parking lots are delineated in Appendix B of the solicitation. The parking areas will provide spaces for construction vehicles supporting rebuilding efforts as well as relocated base employees.

Cultural Resources Program
The Tyndall Cultural Resources
Program helps the base comply with the numerous laws and regulations that govern the preservation and management of archaeological sites, historic buildings, and historic cemeteries located on the base. The program reviews all construction projects conducted for Tyndall, and consults with six Native American tribes and the State of Florida on the effects of these undertakings. The program also surveys and documents the location of historic resources, monitors the condition of these properties, and provides training and educational outreach about their management and preservation.

Archaeological sites on Tyndall Air
Force Base are protected from damage and destruction by the
Archaeological Resources Protection
Act, the American Antiquities Act, and many other laws and regulations.
Failure to stop work and report an inadvertent discovery is illegal, and can lead to a ban on base access, contract loss, fines, and jail time.
It’s the Law!
Discovered materials are often thousands of years old, and can be hard to recognize. Signs that you may have encountered an archaeological site include
An INADVERTENT DISCOVERY occurs when a project unearths evidence of past people or extinct animals. This evidence is called an
ARCHAEOLOGICAL SITE. Archaeological sites can be found anywhere on base, above and below the ground.

What should I do if I
FIND something?
Tyndall is required by law to search for and docu-ment archaeological sites before any projects oc-cur. Projects are planned to avoid archaeological sites so discoveries are RARE.
A thick layer of shells may indicate an archaeological site.
The Cultural Resources Program will send an archaeologist to view the discovery, and determine if it requires documentation.
Work can often resume QUICKLY outside of a perimeter set by the archaeologist.
When can I RESUME work?
STOP all ground-disturbance and REPORT the discovery to your supervisor, contract representative, or unit commander. Your contact should immediately notify the Cultural Resources
Program of the discovery.
An example of an abrupt change in soil color.
Unusual or abrupt changes in soil color, especially to rich black soil.
Thick layers or scatters of seashells, angular rocks, or flat rock-like objects.
Layers or scatters of broken dishes, old bottles, or bricks.
Burned soil or ash.
Large timbers or cut wood.
Bones or teeth
