1. RFP Attachment 2, PPI Tool Instructions states, “Hard copies of the pages generated from this tool shall be used in the hard copy of the past performance volume subject to the limitations outlined in this RFP and should be Tab 1 of the past performance volume.” Table 2.2 of the RFP does not provide page limitations for information generated by the PPI Tool. Will the Government confirm that information submitted in Volume 2 generated by the PPI Tool is not counted towards the overall volume page limit?

A 1: Documents generated by the PPI Tool do NOT Count toward the page limit.

2. The Past Performance Volume asks for a summary of each company’s Organizational Structure Change History. This is not referenced in Table 2.2 – Proposal Organization. Does this section have a page limit and where in the Past Performance volume will it reside?

A 2: This has been updated to a 5 page maximum

3. Table 2.2 – Proposal Organization gives a 20 page limit for Past Performance Surveys.

Typically a Past Performance Survey or Questionnaire (PPQ) does not have page limits. Would the government consider removing the page limit restriction?

A 3: Yes, The Offer may increase to two pages if necessary (changes page count)

4. The RFP states that each organization needs to submit a PPSS for each of 20 criteria (10 Critical and 10 Important). There are a total of 21 criteria listed (11 Critical and 10 Important).

Please clarify there are 21 criteria.

A 4: Corrected, there are 21 items

5. Table 2.2 and the instructions limit offerors to 1 page per PPSS. Given the length of the criteria requirements, which are to be included on the PPSS (#4 on the Past Performance Summary Sheet), will the government consider chaging the font to Times New Roman 10 point and removing the requirement to include the Past Performance Requirement?

A 5: (Team Discussion) allow up two pages of PPSS but not to exceed PPSS is not exceed 42 pages. 10pt font not allowed

6. Table 2.2 gives a page limit of 217 pages for the Executive Summary & Technical volume with a page limit breakdown for each section underneath. The total for each section only comes to 212 pages. Is it the Government’s intent to allow for five pages to be used at the bidder’s discretion?

A 6: This has been amended to reflect new page counts

7. Table 2.2 gives an eight page limit for the Organizational Structure/Narrative. Under the section Volume Organization, the Organizational Structure/Narrative detailed explanation gives a five page limit. Could the Government please clarify the page limit for this section?

A 7: 8 Pages is correct, the RFP has been corrected

8. The PWS lists two different 1.4.8 sections, Prime Base Engineer Emergency Force (BEEF) and Explosive Ordnance Support. As Explosive Ordnance Support is not listed in the PWS Table of Contents, will this requirement be deleted? If not, how will this impact RPES E.9: Other Requirements of PWS para’s PWS para’s 1.4.1 to 1.4.8 not listed above?

A 8: See revised Performance Work Statement (PWS) posted in Fed Biz correcting the section numbering. EOD prime beef training is part of the PWS as stated. The position responsible for the task needs to be indicated on the organization chart. The revised PWS has all 1.4 sections.

9: The Proposal Preparation Instructions for section D. Programs and Engineering Services, part 9 requests the bidder to address Other Requirements of PWS para’s 1.3.1 to 1.3.10 not listed above. Section 1.3 of the PWS only contains requirements 1.3.1 to 1.3.7. Would the Government please clarify which is correct, the Proposal Preparation Instructions or the PWS?

A 9: PPS instruction altered

10. PWS 1.1.3.3.4 The contractor shall provide guidance and oversight to the Explosive Ordnance Disposal (EOD) personnel for thermal treatment of explosive ordnance by open burning and/or open detonation. Contractor will obtain necessary permits and maintain documentation as required by permit conditions. How may permits have been obtained over the past 5 years?

A 10: We are required to notify the Florida Dep of Environmental Protection of the incident and provide them a summary of events; currently we are not required to obtain permits. We notified the FDEP and gained their concurrence on 25 incidents over the past 5 years. (The FDEP can issue a Public Notice if any open Burn/open detonation occurs in the Public Sector).

11. PWS 1.1.3.3.7 The contractor’s HAZWASTE manager shall provide annual HAZWASTE training to installation HAZWASTE initial accumulation point managers and EOD personnel.

Contractor shall maintain an active list of installation personnel requiring training and assure training is provided at minimum on an annual basis. Does the contractor have an accumulation point? Is the contractor responsible for scheduling removal of all HAZWASTE on base or not?

A 11: Yes the contractor is responsible for an accumulation point, and Yes the contractor is responsible for removal of all HAZWASTE generated on MacDill.

12. PWS 1.1.6.1 6 AMW Hazardous Materials Management Program (HMMP): The contractor shall lead HMMP team working group and provide technical expertise; provide end-user and certifying official training for HAZMAT data authorization requests (AF Form 3952) and data entry loading in the Air Force HAZMAT data management system. How many AF Forms 3952 have been approved over the past 5 years? What are the average number of daily inputs into AF HAZMAT data management system?

A 12: a) There are approximately 4,000 material authorizations in EESOH-MIS (each is equivalent to a AF Form 3952) - Roughly 1,500 entered in the past five years.

b) Number of daily "inputs" to EESOH-MIS across the installation averages a few dozen per day

- this includes inputs by Environmental, 6LRS Base Hazmart, 6MXS Flight Line Hazmart, 6CES Hazmart and users in the shops (there are approximately 100 active shop records in EESOH- MIS). Environmental inputs vary but on average is about 5-10 per day ("inputs" being defined as the creation of a record, researching records, running reports, managing user accounts, etc.

13. PWS 1.1.6.2 The contractor shall serve as the installation single point of contact and local help desk for the Air Force HAZMAT data management system; complete all EPCRA reporting requirements; coordinate with the installation HAZMART for cross-functional requirements and assist with data entry process as needed. How many daily requests for help are received?

A 13: Number of daily requests on average is 2-3 per day but it varies- some requests for assistance are relatively simple while others may require more extensive research.

14. PWS 1.1.9 Air Installation Compatible Use Zone (AICUZ)/Airfield Waivers:

The contractor shall prepare, process, and manage all AICUZ/Airfield waivers; update, maintain and keep the MAFB AICUZ study current; include AICUZ requirements in all planning, programming, and construction activities. The contractor shall prepare and maintain all existing AICUZ/Airfield waivers using AMC's Airfield Obstruction Tool (AOT) insuring the waiver data and E-series maps are both current and accurate. How many waivers have been updated, maintained, processed and maintained over the past 5 years?

A 14: 5 permanent waivers and approximately 15 temporary airfield waivers per year

15. PWS Para 1.1.13.2 and 1.1.13.5 are missing. Should this be added in or rest of Para 1.1.13 be renumbered? Please clarify.

16. Right after PWS Para 1.1.14.1 next para has title Insert new Paragraph but no number.

Should this be there? Is it part of the current requirement as PWS 1.1.14.2 and 3 are rolled up in here? Please clarify

18. Appendix 4.3.x Work Requests under 150 hours. Will the government break out the hours by shop like it did for PM Work in Appendix 4.3.p?

20. If PSW Para 1.2.3.10 Sanitary/Wastewater System. Paragraph deleted as noted then PWS Para 1.2.3.11 Storm Water. The contractor shall repair and maintain all storm water and sewer systems to meet the requirements of AFI 32-1067, Water Systems, Paragraphs 1 through 4, 6 through 8 & 10 through 14; AFI 32-7041, Water Quality Compliance, Chapters 1 through 3; and 6AMW Facility Response Plan and Spill Prevention Control /Counter Measure Plan. Seems to be conflicting. Please clarify what the contractor is required to repair and maintain in regarding to the sewer system?

A 20: The contractor is required to maintain all sewer and water supply lines on the government side of the point of demarcation. In general the government owns all lines on the facility side of the meter or valve feeding facilities and service points. The contractor is responsible to maintain all storm water systems on the installation.

21. PWS has Paragraphs 1.2.5 Wastewater Plant Operation: Paragraph deleted and 1.2.6 Water Treatment Plant Operation: Paragraph deleted but Para 1.8.6.4 24-Hour Operations. The contractor shall operate a service call desk capability and the sewer treatment plant on a 24-hour per day, 7-days per week basis regardless of holiday or base-closure days. Is the contractor running either the Wastewater Plant or Water Treatment Plant or should Para 1.1.6.4 be changed? Please clarify?

22. PWS Para 1.4.8 is listed twice as 1.4.8 Prime Base Engineer Emergency Force (BEEF). And

1.4.8 Explosive Ordnance Support Is this correct? Should it be renumbered or one of them deleted? Please clarify

23. CLIN x007 Energy Sustainment, x008 Programs & Engineering Services and x009 Disaster Response and Recovery state : “To be negotiated on an as needed basis”. Will the Government provide a not to exceed dollar value or Not be Priced now statement?

A 23: Not to be priced

24. In both the RPES (Attachment 1) and the PPSS (Attachment 3), there is a field (#4) entitled “RPES (or PPSS) Requirement. The information contained in this field will reiterate the requirements located in the PWS and Past Performance Survey requirements. At times, these requirements can be quite lengthy, taking up a significant portion of the allotted page count.

Would the Government consider removing this field?

A 24: No.

25. The RPES example provided by the Government in Attachment 1 appears to depict a PWS excerpt directly inserted into item #4, “RPES Requirement.” On page 66 of the solicitation, under Evaluation Factors>Technical Subfactors>Subfactor 1 Resources, Process, and Execution, states the following: “The government will review each of the RPESs in detail to determine if the Offer has: (1) Accurately assess the tasks, and the key deliverables and performance metrics associated with it,…” Is it the Government’s intent that Offerors provide their own assessment of tasks, key deliverables and performance metrics in field #4 of each RPES, or will a PWS citation meet the RPES requirement for that field? If PWS citation is sufficient, may offerors edit PWS text to conserve space?

A 25: The intent of this requirement is to show the government the offeror fully understands the contract requirement and has accurately assessed what the key deliverables and metrics associated with that requirement. We are looking for the offeror to provide his/her own assessment of that requirement. Copying the PWS language verbatim may be sufficient for some of the small/simple tasks, but will not be adequate for many of the larger, multifaceted tasks.

26. According to the Proposal Preparation Instructions, text size shall be no less than 12 point.

Attachments 1 and 3 both default at 11 point font. Could the Government please confirm that the RPES and PPSS submissions can remain in 11 point font?

A 26: 11 point font is acceptable.

27. The RFP requires that a five page Executive Summary be included with the proposal submission, yet there is no evaluation criteria listed. Could the Government please clarify if the Executive Summary will be evaluated and by which criteria?

A 27: The executive summary is meant to be a summary of your company and proposal. It is not evaluated.

28. PWS 1.2.2.13 Can the Government please confirm that these requirements will be required under the new contract?

29. The CBA states in part “The Company ………will furnish……..tools, test equipment and protective clothing ……….to be utilized by employees in the performance of their jobs.” Would the Government please clarify if the successful offeror will be required to provide all tools and equipment, including non-powered handtools (hammers, screwdrivers, wrenches, pliers, etc) to the workers.

A 29: The contractor is required to provide all tools, materials, and equipment required to complete the requirements of the PWS. The Government only provides use of the equipment listed in the government inventory list and computers that are connected to the government network.

Current Contractor workstations – 90 on the government network.

30. PWS 1.3.4.1 This section of the RFP states in part “The contractor shall provide project management services to ensure real property projects are successfully planned and executed on nine projects to be awarded in the remainder of option period four.” Would the Government please clarify the reference to “nine projects to be awarded ……in option period four.”? Is this a misprint?

31. PWS 1.6.1 The PWS states in part “the new contractor shall begin a 45-day Transition Period prior to the end of the existing contractor’s performance period.” However, PWS 3.1.6.1.1 states “No later than ten (10) work days after the Transition Period start date, the contractor and the Government COR shall begin the joint inventory of all GFP. No later than ……..sixty (60) calendar days after the Transition Period start date the joint inventory shall be completed.” This implies that the period of performance of the joint inventory could extend as much as 15 days into contract operations. Would the Government please clarify this point?

32. PWS 1.2.2.15 This section of the PWS states, “The Contractor shall ensure all personnel involved are properly trained and equipped to operate any government furnished equipment, to include but not limited to the attached listing.” Would the Government please clarify what “attached listing” is intended here?

33. Proposal Preparation Instructions list six (6) required RPES under Subfactor 1.B, Environmental. Evaluation Factors list seven (7) evaluated RPES’s for Subfactor 1.B, Environmental. The additional RPES topic in the Evaluation Facotrs is titled “Integrated Natural Resources Management, and State Historical preservation.” Please clarify whether the Government requires 6 or 7 RPES submissions for Environmental. If 7 are required, please adjust Technical volume page counts to add 2 pages to account for the additional RPES.

34. PWS 1.2.2.12 The referenced paragraph details a list of periodic services that includes reference to “(see appendix xx).” Please clarify the referenced appendix and provide that appendix as a solicitation attachment.

35. PWS 1.2.2.12 The referenced paragraph lists “boiler calibration” amongst the periodic services required at MacDill. Can the government clarify whether this is still a valid requirement, given the current technology in use on the installation?

A 35: No Steam boilers are in operation on MacDill that require certification or inspection. The PWS will be revised.

36. PWS 1.2.2 The PWS states that equitable adjustments to contract price are related to square footage. The $1.00 per square foot price adjustment seems arbitrary, and it is unclear how this ties to the scope, complexity, and specialized skills required to perform work in different types of facilities. Can the government provide a basis for the $1.00 per square foot factor? Will the government revise the Equitable Adjustment planning factors to account for the type of facilities, equipment, or specialized systems that are added to or removed from the contract, in order to allow for price variables more closely aligned to performing the work?

A 36: The figure is based on historical aggregated cost to maintain facilities added to the contract. We did revise the PWS Equitable Adjustment planning factors to account for the type of facilities.

37. Appendix 4.3 Would the Government please provide the number of completed Work Orders in FY15?

A 37: See answer to question 18.

38. Appendix 4.3 Would the Government please provide how many service calls (DSWs) each year are handled via subcontract versus in-house work force? Additionally, because of the way these calls are coded in IWIMS, can we assume these calls/this work is not part of your Appendix 4.3 Historic Workload Estimates?

A 38. A: There are an average of 450-500 repair subcontract work orders each year.

Approximately 20% are strictly service contracts with approximately 80% having some in-house labor associated with the event. These are jobs that are initially classified as service calls (DSW's) that by the nature of the issue have a sub-contractor involved in order to complete the repair needed.

A38. B: No, service call (DSWs) are modified to accept the sub-contract action.

Once this is modified in IWIMS, it no longer reports under the Direct Scheduled Work Order work order indicator code ("J"). They are coded as Service Contract ("S") or combination Work Order/Service Contract ("X").

39. CLIN 0007 The CLIN description references “…Over and Above Energy Sustainment (IAW PWS paragraph 1.3.20, 1.7). However PWS paragraph 1.3.20 does not exist, would the Government supply this paragraph or clarify with PWS paragraphs are pertinent to CLIN x007?

A 39: PWS has been updated and Over and Above Energy Sustainment will be negotiated as required.

40. Since the work associated with these CLINs will be “…negotiated on an as needed”, is it the Government’s preference for the contractor to leave the “AMOUNT” space blank or place “TBD” in this space? Or will the Government supply a not to exceed value for each CLIN?

A 40: These CLINs are TBD and negotiated at a later date. They are not to be currently priced.

41. PWS 1.2.2.12 This PWS paragraph references “…paragraph 1.2.10.” Paragraph 1.2.10 does not exist in the PWS, will the Government please provide?

A 41: See revised PWS for 1.2.10 Contractor acquired parts.

42. Transition Plan Requirement: Item B states “Proposed personnel are identified with functional statement, staffing and timeline for each position.” Would the Government please clarify which “personnel” are to be identified? Is this key personnel only, or all contract personnel?Would the Government also please clarify what is meant by “staffing” in the context of this requirement? Can the offeror assume that “timeline for each position” means the date/time that each will arrive on site and become operational?

A 42: At the completion of the Transition Period the successor contractor shall be fully capable of providing all services outlined in the PWS. That requires a broad range of transition activities including HR hiring, transitions of materials/equipment/vehicles, IT data bases in each area, plans, etc. It also requires key management personnel in each division, and overall site management and business support. The offeror should outline how he/she intends to execute the transition. That includes, but is not limited to, (1) How the offeror will manage the transition, (2) Which are the key personnel, their function, and when they will be in place and operational, (3) How functions will be transitioned in each area to ensure continuity of service, (4) materials/equipment/vehicles transition, (5) What actions will be taken to ensure work in each area is not disrupted i.e. managing ongoing construction projects, accepting and executing direct scheduled work, responding to an environmental spill, meeting an emergency response tasking, etc. It is not necessary to list the hire/operational date of each employee beyond key personnel, but it is necessary to explain how the offeror will complete hiring and obtain Common Access Cards (CAC) with 45 days for sufficient contractor personnel in each section to effectively execute the work.

43. Although the Government has issued a revised Performance Work Statement (PWS), this PWS still does not correspond with the Volume Organization in the Proposal Preparation Instructions, nor the Evaluation criteria (e.g. The Base Clinic section has been removed from the revised PWS, but is still an RPES requirement). Is it the intention of the Government to issue a revised RFP to ensure agreement between the submission requirements and the PWS?

A 43: Yes, the Government will be issuing an amended RFP at a later date once questions received have been addressed.

44. Appendix 4.4 Lists building 31 as CE Maintenance Paint, but on outside it says Locksmith.

Which is correct? Please clarify

A 44: Building 31 is the Key Shop; Appendix 4.4 will be amended.

45. Appendix 4.4: The Bus stopped at Buildings 247 and 293 but they are not on Appendix 4.4.

Will they be added?

A 45: Buildings 247 and 293 have been added to the CE facility list.

46. Appendix 4.4: Where are buildings 7000 and 1115 located on base? They were not pointed out during the tour and I was not able to find them either on base. Are they actually used by current contractor?

A 46: Building 7000 and 700 are on the southern portion of MacDill and will be added to the CE facility list. 7000 and 700 are maintenance/storage facilities.

Building 1115 is the HAZWASTE collection facility and will be added to the CE facility list. B 1115 is located off NorthBoundary Blvd. near the DLA tank farm.

47. The RFP, under the General paragraph, allows for major subcontractors to submit Past Performance references consistent with FAR 15.305 (a)(2)(iii) and as upheld by GAO.

However, under Specific Content, Section B Operations and Maintenance Performance, the RFP uses extremely restrictive language that ONLY allows a prime contractor [who was] fully responsible for executing the program,” to be given credit for this experience.

This language precludes the Prime or a Major Subcontractor responding to this RFP from citing work wherein they have performed as a Major Subcontractor. Thus, the introduction of the language in question prevents the government from doing a proper evaluation of Offerors Past Performance on large portions of the actual work discussed in the PWS; and is contrary to guidance in FAR 15.305 (a)(2)(iii).

We recommend that the Government revise the requirement to read: “The narrative will include specific details on management, manpower, equipment, subcontracts, and procedures that clearly demonstrates that it has acted as a prime contractor or a major subcontractor, teaming partner, or joint venture partner in performing the work” in the referenced paragraph.

48. Reference paragraph 1.2.10.2 with regards to State of Florida Sales Taxes, the Air Force seems to point prospective bidders toward the Florida Department of Revenue’s Sales Tax Exemption Certification process vice the process as defined by the 1999 State of Florida legislation, Chapter 99-273 of the Laws of Florida, which directs such purchase on behalf of the DoD to follow a self-affidavit process. It is our experience that the Tax Exemption Certification process may not apply to contracts such as the 6 CES Services Contract while the self-affidavit process does. Can you clarify the Air Force’s intent here and/or confirm that the State of Florida’s Department of Revenue’s self-affidavit process is most appropriate for use here at MacDill?

A 48: PWS Updated to state The contractor shall obtain Contractor Acquired Parts on a tax free basis IAW Florida Department of Revenue laws/statutes.

49. Please confirm which of these is the correct address for proposal delivery.

A 49: Please refer to the instructions in 52.212-1 Addendum. The Deliver too address on the 1449 is the delivery address of the services to be rendered, not the proposal.

50. Volume I page limit is listed as 217 pages, but breakdown of page limits by section totals 212 pages. Please identify assignment of the 5 pages unaccounted for in this breakdown.

A 50: Updated

51. Would you please clarify whether or not the Table of Contents, List of Table and Drawings, and Cross Reference Matrix are ALSO EXEMPT from the page limits listed in the RFP instructions?

A 51: Yes, they are exempt.

70. It is difficult to address each of the referenced RPES requirements of B.6, C.26, D.18, and E.9 in a two-page RPES. Each of these requirements have multiple people performing the work.

This will result in lengthy Manpower tables, each of which is almost certain to take more than the two pages allotted in order to provide the required staffing by Profession, Grade, and Man-hours.

A 70: This has been increased to three pages

71. It is not clear how many pages, if any, have been allowed for the bidder to address this requirements. Is the “Profession” a job title assigned by the bidder or must bidders conform to a standard such as the SCPD database. What is the Government’s intent in regard to “Grade” and where can bidders find this information?

A71: Grade in this case refers to level of experience and qualifications. Service Contract Act occupational titles, where applicable, would be an excellent way to quantify grade. On professional staff, like Engineers, it’s important to stipulate grade and qualifications. For instance, one of the engineering requirements is to provide stamped and sealed drawings. If the offer does not show they have registered engineers in each discipline to address this requirement, this RPES will be judged inadequate.

72. Will the Service Contract Act apply to the MacDill CE contract?

A 72: Yes to positions not covered by the CBA and apply to SCA. The SCA will be the SCA in effect at the time of award, It is currently WD 05-2126.

73. If a bidder prices SCA wages instead of CBA wages in order to win the competition, would that bidder, after award of the contract, be entitled to an equitable adjustment to raise the wages to the CBA levels?

A 73: No. Offerors are responsible to review the CBA & SCA and use the appropriate rates for the labor mix utilized.

74. The same question arises if the current CBAs expire during the life of the new contract. If a bidder prices SCA wages in the out years after expiration of the CBA, and that bidder wins the competition, is that bidder entitled to an upward equitable adjustment to the CBA wages after the new CBA is put into place?

A 74: No, Offerors will be required to offer pricing based off applicable CBA/SCA.

75. The workload data does not include any information about the number or types of boilers or chillers to be operated and maintained A 75: The PWS has been amended to eliminate boilers; MacDill does not have any boilers. Most buildings on the installation have HVAC which includes a combination of Chillers, DX systems and variations of systems.

A 84 b: Required on site hours are listed in note 1 under 1.2.2. Emergency and urgent response times are listed in sections 1.2.1.2.1.1 and 1.2.1.2.1.2. How the contractor meets the requirements of the PWS is up the contractor.

85. 1.3.18 The Government has added a requirement for EOD/Fire Support in the amended PWS.

89. 1.3.4 What is the peak dollar value by vehicle to be assigned in any given 30-day period? In any 60-day period? At what level of project development and programming will projects be assigned for design?

A 89: It is projected that 75% or more of the design load will be assigned as “traditional” design at the 30% to 100% level. We do not have an established peak level. The nature of the Air Force programming schedule is to develop and approve the program early in the start of the fiscal year with design completion in the next 6-9 months to allow necessary time for bidding.

Typically, we would assign most of the projects within the first three months, and the balance in the next 6 months.

Project Validation workload: Our intent is to assign most of the projects for programming development and validation to prepare for the base BCAMP submission prior to the start of design. This typically entails project validations on 40+ projects in a three month period. Additional projects will require validation through the course of the year up to the 70 project limit.

As stated above, most projects will not be assigned for design until after project validation is complete and approved. HOWEVER, in the event we have a project or projects that the government would like expedited, we may assign them directly to design without project validation. So projects may be assigned for project programming and design concurrently, but most projects should have sufficient lead time to allow of project validation ahead of design assignment.

90. CAP CLIN: Please clarify if all computer, printer, plotter and software items for all PWS sections of this contract will be reimbursed upon government approval under CLIN X003?

91. Are the DSW/Shop Task work requests shown in Tab g included in the number of work requests shown in Tab x, or are they in addition to the work requests in Tab x?

How the word “reliability” is defined in this context is unclear.

A 94: Reliability in this context means the facility infrastructure systems are maintained to operational/mission capability and no failures were due to the work of the contractor. This is measured in the Services summary table 2.1 of the PWS and reported monthly by the contractor.

95. Appendix 4.1 - In the Base Command Section, the document refers to an “A Type Facility and B Type Facility.” The reference to two facilities is unclear. What are these facilities and where are they?

A 95: Appendix 4.1 list facilities by building number. The type of facility listed as A, B, or C relates to the required reliability of the facility infrastructure systems. See answer to question 95.

96. Appendix 4.3 - If the Clinic is under a "separate contract" as indicated in Tab "W", why has the Government listed workload for DSWs and Preventive Maintenance?

A 96: Please ignore the clinic data. At the time the data and contract was being put together the clinic had not been removed from the previous contract.

97. Appendix 4.3 - Does the 4,640,174 or the 5,083,139 baseline SF reflects the workload listed on Tab P, G and X?

A 97: The workload data does not include the additional square footage which comprises the 5,083,139. Workload data is based on the facilities present during the FY listed.

98. Appendix 4.3 - Will the government provide a listing of all the buildings the contractor is responsible to maintain and the assisted Square footage per building?

A 98: Tab c in appendix 4.3 has PDF attachment which is a list of the real property record.

99. Appendix 4.3 - Tab G listed the workload for DSWs while tab X lists all the Work orders workload. Please clarify if Tab X includes the DSWs from tab G?

100. Appendix 4.3 Will the government revised the estimated hours listed for FY 15 to reflect the full FY 15?

101. Appendix 4.7 Column E, SCPD Number, provides a hyperlink to the SCPD document associated with each position listed in Appendix 4.7. However, the hyperlinks go to a site that is behind an Air Force firewall and requires a CAC card and existing account that bidders do not have, other than incumbents. Request the Government either provide all bidders with access to the hyperlinked SCPD database, separately post all of the relevant and referenced SCPD documents via FBO, or provide access to a bidder’s library. Also, What is the purpose of this document and why was it provided? Please describe the purpose and expected use of this document.

A 101: Appendix 4.7 has been updated to remove the SCPD links. The data was provided to be a resource to bidders.

102.Performance Survey Form - On the Performance Survey Form, the second field to be completed by the Offeror is Performance Rating. Will the government confirm each offeror is expected to rate themselves highly in each criteria?

A 102: We deleted this from the Form

103. RPES - For the equipment, especially as it pertains to environmental, the RFP has an equipment list that is five pages long containing equipment such as tool boxes, specialized tools, spill supplies, sampling supplies, waste and water samplers, testing meters, etc.

How does the Offeror account for all those items within a two page limit? Does the Offeror only use the list of equipment in appendix 4.4?

A103: Reference the table in the response and list any additional equipment that will be contractor supplied that is necessary to perform the work.

104. The PWS seems to have conflicting information regarding the frequency of asset management surveying. In PWS section 1.3.1.6 and again in the Service Summary Table, the requirement identifies 20% of facilities to be inspected annually. However, in PWS section 1.3.13.1, the requirement identifies 25% annually. Would the Government please clarify which percentage is correct?

A 104: Section 1.3.1.6 is revised to indicate 25% per year.

105. There is a discrepancy in Section M under Technical Factors - Subfactor 1: it states: "The assessment of the items A-D will be accomplished in the following manner…” and then “…proposal must fully and accurately address each of these 67 criteria on Subfactors 5, A-D below and achieve an acceptable rating on his/her Organizational Structure/Narrative.”

The first statement omits Section E: Emergency Management from the Evaluation Criteria. The second statement also omits Section E, but also points to Subfactor 5, which doesn’t exist.

Would the Government please clarify this discrepancy?

A 105: This should state A-F, the term subfactor has been changed to item.

106. On the Performance Survey Form, lines 14 – 16 are identical to lines 19 – 21, and appear to be out of place in the upper section (lines 14 – 16). Will the government remove lines 14 – 16 from the survey?

A 106: Sections 14-16 are completed by the offeror. Sections 19-21 are completed by the customer. The customer may choose to have another representative fill out the form than listed by the offeror. We would like to know both names for follow up purposes.
