Attachment 6, Resource, Process, and Execution Submittal (RPES) SAMPLE

1. Contractor: Gemini LLC

2. Applicable Solicitation Subfactor (environmental, O&M, etc.,): Programs and Engineering Services

3. RPES # : C.9 Project Validation

4. RPES Requirement: 1.3.2 Project validation: the CTR will accomplish a “programming validation” and associated briefing within 30 days of assignment of the project. The government may assign up to 60 projects, each year of the contract, for validation.

5. Process: Development of project validations will be the responsibility of the Programming Flight Chief and his/her staff. Estimators qualified in each discipline (mechanical, electrical, civil) will be overseen by Engineers in the development and presentation of each project validation who will check their efforts, present the projects, and act as project designers/managers if the project proceeds into design. Per the PWS, they will develop work descriptions, single line drawings, detailed cost estimates by work classification, and programming documentation.

6. Management: The programming flight chief is a registered engineer and has over 15 years of experience in Air Force Programming. It is estimated this task will require about 300 Manhours per year of his time.

7. Expertise: This task will take expertise in planning, estimating, and project development in all engineering disciplines (mechanical, electrical, civil, architectural and, on occasion, specialties such as marine and ATFP.
