Question 1) Is it possible to provide as-built and SOO drawings in CAD format for the Seed
Project VKAG 14-1201, Repair Restroom and Admin Offices, Bldg 3300?
Answer 1): CAD files are attached addressing RFIs.
Question 2) The offer schedule has two items under base bid labeled “Misc Labor” and
“Alternates.” What should be included in these line items?
Answer 2): “Misc Labor” is labor costs that are removed/replaced and other work not clearly a
MEANS line item. This item will use the MEANS labor rate times the number of hours.
“Alternates” is for UPB and NPI items.
Question 3) The room numbers in Attachment 5e (asbestos survey) do not match the room numbers on the concept plans. Please clarify.

Question 4) What is the deadline for RFIs?
Answer 4): The deadline for submission of RFIs based on the site visit was 15 Jun. However, due to the multitude of questions received, all questions submitted up to 7 July are being answered. No additional questions will be accepted.
Question 5) Please provide a layout of the existing lighting in Conference Room D26 for accurate pricing of multi-switch requirements for inboard/outboard lamps.
Answer 5): All available as built drawings have been provided with this RFI.
Question 6) Drawing A-1, Note 8, Men’s Restroom. Note 8 states to remove existing ceiling/texture and provide suspended ceiling and recessed mounted light fixtures. This room has a high hard ceiling with sprinkler piping with upright heads below it and a soffit area above the toilets. Is the intent to provide a suspended ceiling with recessed light fixtures in this area?
If so, what height is the ceiling to be installed at?
Answer 6): Yes. New drop ceilings should be installed at approximately 8’ AFF. Existing soffited area should be prepped and painted.
Question 7) If a suspended ceiling is required for the Men’s restroom, this will require sprinkler work as the sprinkler heads will need to be pendant type. There is no indication of any sprinkler work in the Seed Project scope or drawings. Please advise.
Answer 7): Fire suppression will be required to be reworked with pendant type heads in areas where new drop ceilings have been installed.
Question 8) Please provide as-built drawings/layouts for all sprinkler and fire protection piping/devices so pricing for ceiling installations and or replacements can be accurately priced.
Answer 8): All available as built drawings have been provided with this RFI.
Question 9) Note 8 states to remove existing ceiling/texture and provide suspended ceiling and recessed mounted light fixtures. What is the distance above the existing ceiling to the supporting structure?
Answer 9): All available as built drawings have been provided with this RFI.
Question 10) Room D36 and room between D26 and D27 contain both key notes 7 and 9. These are in conflict with each other as one states to remove a hard ceiling and go back with suspended and the other states to replace existing suspended ceiling. Please advise.
Answer 10): Suspended ceilings to be installed in these areas. Key note drawings have been updated.
Question 11) Are new light fixtures only required in rooms designated with key note 8?
Answer 11): New light fixtures will be required in all areas where new suspended ceilings are installed. Key note drawings have been updated.
Question 12) Attachment 5a SOO, para 2.1 states the contractor is to provide Portable restroom facilities for the duration of the restroom renovations. How many units each for men and women will be required? Will any of the units be required to meet ADA guidelines? Where will the portable facilities be located in reference to the project location?
Answer 12): Contractor needs to provide enough portable toilets for use of the approximately
125 men and 25 women that work in the building. 1 unit needs to be ADA accessible. The portable toilets will be located in the 4 CES parking compound, outside of the existing men’s room.
Question 13) Attachment 5a SOO, para 2.1 states the contractor is to be responsible for the relocation of furniture as needed to carry out the project. During the site visit it was noted that most of the offices contained furniture/fixtures beyond what would be considered typical and not all offices contained the same items. Will the occupants be removing all personal items and excess furnishings prior to construction? What can we assume to be the typical contents of each office; can an inventory be provided? Will the government be providing a storage area for the relocated furniture? Where will this storage area be located?
Answer 13): Occupants will be responsible to remove all personal items (i.e. computer, phones, pictures, etc.) Contractor shall identify furnishings/equipment they expect to relocate to perform required tasks and which items they feel they can work around. Contractor shall provide storage trailer that will be placed in CE parking lot right behind work areas for items requiring storage.
Question 14) Attachment 5a SOO, Submittals. Are the Construction Drawings and
Material/Testing submittals listed under this heading intended to identify what will be required for submission Post Award and/or Construction and not part of the seed project proposal submission?
Answer 14): Construction Drawings are required as part of the Seed Project proposal. None of the other submittals are required with the Seed Project proposal.
Question 15) Note 10 on drawing A-1 states to touch up and replace loose veneer. Please provide a quantity, i.e. square feet, and material designation so we can match existing materials and provide a cost that is equally comparable with others.
Answer 15): Contractors shall price 50 LF of honey oak veneer edge repairs and 10 SF of raised panel repairs.
Question 16) Note 16 on drawing A-1 is shown in one location on the floor plan for the second floor. During the site visit it was noted that book shelves were in different locations along the entire wall. Will only one set of book shelves be required for the one location?
Answer 16): Note 16 depicts where new book shelves are to be located. New case will match appearance of book case down hall across from offices 7, 8 & 9. Photos of existing units have been provided.
Question 17) Note 17 on drawing A-1, shown in room 05 on the second floor states to provide book shelves. What type of book shelves are required, i.e. manufacturer, size?
Answer 17): Note 17 bookcase needs to be 3 shelve unit similar in appearance unit of note 16.
Photos of existing units have been provided.
Question 18) Does the facility have a DDC building automation system controlling the existing
HVAC systems that we will have to tie in to? If not, are we required to provide LONWorks ready controls that would tie in to a network at a future date? Or, can we use factory digital programmable stand-alone controls?
Answer 18): The facility currently has an existing Schneider Electric StruxureWare Automation server. The new VRF system and individual indoor units are to work off their own factory controls but also be integrated into the existing StruxureWare to provide status and monitoring capability only.
Question 19) There are two electrical panels located in the corridor outside of Room D34
(Drafting). Are these two panels the only electrical panels that are intended to provide power to all HVAC and Electrical equipment/fixtures related to this seed project including Bid Option 1?
Answer 19: No, contractor may utilize other available electrical panels if necessary.
Question 20) Are there any other electrical panels other than the two existing electrical panels in the corridor outside Room D34 that serves the HVAC and Electrical equipment/fixtures related to this seed project? If so, where are the additional electrical panels located? What HVAC and
Electrical equipment/fixtures does each additional electrical panel support?
Answer 20): All available as built drawings have been provided with this RFI.
Question 21) Is existing power for building 208/3 phase or other? Please advise.
Answer 21): All available as built drawings have been provided with this RFI.
Question 22) Attachment 5a, Para 3.0, Electrical states if lighting removed contained an emergency ballast, new light will also require emergency ballast. Also, it further states to install additional exit lights in common areas and emergency lights throughout the building as needed.
Please provide as built drawings to show where existing emergency ballast light fixtures, exit lights, and emergency lights are located so a scope can be determined and pricing can be established for these three items.
Answer 22): All available as built drawings have been provided with this RFI.
Question 23) Attachment 5a, Para 3.0, Electrical states to provide new electrical wall covers as needed to replace damaged or missing. There is no way to determine the quantity. Please provide a quantity to base our bid on and the type required to match existing.
Answer 23): Contractor shall price repair of 20 missing or damaged wall covers.
Question 24) There is no mentioned of Fire Alarm or Sprinkler scope in the SOO/Description of
Work. Are we to assume that no new Fire Alarm or Sprinkler work is to be performed or any new devices provided or piping extended, and that we will only remove and reinstall existing
Fire Alarm/Sprinkler devices as necessary to accommodate new ceiling work that will be installed at existing elevations?
Answer 24): Correct. No new work is required but rework may be necessary, as required.
Question 25) Is it the government’s desire to replace the existing water heaters that serve the
Kitchenettes with tank style water heaters or instantaneous water heaters?
Answer 25): Instantaneous.
Question 26) Confirm the size and rating of the water heaters to be replaced that serve the
Kitchenettes and Latrines.
Answer 26): Contractor to size instantaneous according with the number of fixtures served.
Contractor to size water heater serving men’s, women’s and janitor closet according to the amount of fixtures provided in their proposed layout.
Question 27) Confirm the location, size, and rating of the water heater that serves the Women’s
Latrine that is to be replaced.
Answer 27): All available as built drawings have been provided with this RFI. Water heater observed on site visit in closet of men’s room services hot water to women’s restroom and slop sink in storage closet D19.
Question 28) Confirm the existing panel location and existing route/size of the electrical conductors that supply electrical service to all the existing HVAC units to be demolished in
Phase 1 and Bid Option 1 Phase 2.
Answer 28): All available as built drawings have been provided with this RFI.
Question 29) Provide the existing HVAC layout of all items in Bid Option 1, Phase 2. Layout provided on M-1 for phase 2 is incomplete. It does not include all of layout for Room D44 or any layout for Corridor D41, Room B01 and B02 or entire 2 nd floor.
Answer 29): Contractor is to demolish existing HVAC serving these areas. The new HVAC system for D41, D44, B01 & B02 is part of the new VFR system, See Note 14 on drawing A-1.
The second floor HVAC work is simply replacing two existing Heat pumps with new and reusing existing ductwork; a layout of the HVAC in this area should not be needed however, one heat pump serves room's 1, 2, 3, 5 and Corridor 4, the other heat pump serves room's 6, 7, 8, 9, 10 and Corridor 11. See Note 15 on drawing A-1.
Question 30) Attachment 5a, Bid option 1, Mechanical states to placed Outdoor unit on a new pre-manufactured equipment pad and located on the roof where existing unit sits. Pre-manufactured equipment pads are not typically used for roof top mounting. Typically you would utilize a rail type system or steel support frame. Please advise.
Answer 30): Contractor should use a rail type system or steel support frame.
Question 31) Attachment 5a, Bid option 1, Mechanical states to replace packaged heat pumps with same BTU capacity as existing and replace auxiliary electric heat same KW rating as existing. Please provide BTU capacities and KW ratings as this info is not provided and access to roof was not provided during site visit.
Answer 31): All available as built drawings have been provided with this RFI.
Question 32) Provide the existing HVAC layout of all items in Phase 1. Layout provided on M-1 for phase 1 appears to be incomplete. It does not include all of layout for Room D34, or any layout for Rooms D35, D36, D39, or D40.
Answer 32): The existing HVAC in Rm's D34, D35, D36 are part of the demolition taking place in phase 1. The new HVAC layout for these areas is to be included in the contractors bid. Rm's
D39 & D40 are served by their own HVAC unit which is to remain and is not part of the new
HVAC system. Offeror’s will need to verify this information from the provided As-builts.
Question 33) Where is existing Condenser for existing AHU in Phase 1 located?
Answer 33): The condenser is shown on drawing M-1, it is labeled Outdoor Unit.
Question 34) On A-1, there are no Key Notes found in corridors D21, D21A, D25, or Rooms
D16, D19, D22, D23, D24, D37, D38, or B04. However, these rooms are included in the dotted line area that identifies Phase 1. Are these corridors/rooms to be included in the scope of work or are we to assume that they are not in contract?
Answer 34): D16 is to receive the same finishes as D17. All other rooms listed are not in the contract.
Question 35) Attachment 5a identifies an Estimated Quantity for 1,500 sf of ACM Floor Tile and
Mastic, and it is also identified on the Offer Schedule as such. Immediately following the ACM scope in Attachment 5a it refers you to an attached Asbestos Survey. In review of that survey, it appears that the survey provided is not for the area of construction as identified by the contract drawings and scope, as the Room numbers provided in the Survey do not match any of the Room numbers as found on the drawings. Based on those findings, are we to assume that there is no other Hazardous materials, Asbestos containing materials, or Lead containing materials within the work area as defined by the contract drawings and scope of work and that the only item to be addressed and priced is the estimated quantity of 1,500 sf of ACM floor tile and mastic as stated in the scope and Offer Schedule?
Answer 35): See answer to question # 3.
Question 36) The instructions on RFP p. 57 indicate that the offeror's references should return the completed Past Performance Questionnaires by email to Katie Register, Devin Powner, and
Kathryn Hershberger. Please confirm that these instructions take precedence over the instructions in the Government’s cover letter for the Past Performance Questionnaire (p. 1 of Attachment 3), which notes that references should return the completed questionnaires by fax to Devin Powner.
Answer 36): Either method is acceptable. The cover letter establishes the fax as an option for organizations to submit the questionnaires if they choose but offerors can provide the email information to the responding firms as well.
Question 37) Please confirm that no bid bond is required with the submission of this proposal
(either in relation to the IDIQ contract or the seed project).
Answer 37): Bid Bonds are not required for the seed project or the basic IDIQ award.
Question 38) Please clarify the project magnitude for the seed project. On RFP p. 55 (and
Addendum 2, p. 4), the magnitude is defined as between $150,001 and $500,000, but on RFP p.
66 (and Addendum 2, p. 11), the magnitude is defined as between $250,000 and $500,000.
Answer 38): Both are correct. The order of magnitude of the seed project, in accordance with
FAR 36.204, is $250,000 to $500,000. The task magnitude for the project estimating fee amount is $150,001 to $500,000.
Question 39) It is our understanding from the pre-bid meeting that the deadline for questions about this solicitation is set for Monday, 6/15, at 3:00pm. Please confirm.
Answer 39): That is correct.
Question 40) The Davis-Bacon wage determination for Wayne County increased significantly and suddenly during the last contract. If there is another significant increase in the David-Bacon wages during the course of this contract, will the Government allow an associated increase in the contractor’s coefficients?
Answer 40): No, no adjustment will be allowed for updates to Construction Wage Rate
Requirements. 52.222-30, Construction Wage Rate Requirements - Price Adjustment (None or
Separately Specified Method) (May 2014), was inadvertently omitted from the solicitation and will be added via amendment.
Question 41) The solicitation indicates that all safety requirements of the USACE Safety Manual
(EM 385-1-1) are applicable to this contract. EM 385-1-1, Paragraph 01.a.17, notes that a Site
Safety and Health Officer (SSHO), or a Designated Representative as appropriate to the contract requirements, should be on site at all times when work is being performed. Please confirm that, in the context of an IDIQ contract such as this SABER, “on site” refers to the Seymour Johnson
AFB campus and not individual project sites.
Answer 41): Yes, “on site” refers to Seymour Johnson AFB.
Question 42) EM385-1-1 states, “The SSHO shall be a full-time responsibility unless specified differently in the contract.” Is a full-time SSHO with no other responsibilities required and to be included in the offeror’s staffing plan?
Answer 42): The SSHO does not have to be a dedicated full-time position.
Question 43) The distribution of work between standard and non-standard work indicated in the
RFP and Section B differs significantly from the distribution of work that has been performed under past SABERs. What is driving this shift to non-standard hours/phased work? Does the
Government anticipate a change in the type of work done through the SABER, or does the change reflect a reclassification of similar work as has been performed historically?
Answer 43): The estimated distribution is based on the previous 4 years of work history and represents as accurate of an estimate as possible for potential future work projections.
Question 44) Please confirm the estimated dollar amounts for standard and non-standard work shown on Attachment 4 (Section B) is correct?
Answer 44): The estimated dollar amounts are accurate based on historical data and the
Government’s anticipated work distribution.
Question 45) Page 5 of Attachment 10 states that 10% of the work is expected to be in secure areas, and 70% of the work is expected to be performed on a phased/non-standard time basis.
However, instead of the non-standard hours coefficient being weighted 80% (10% + 70%), it is weighted 70%. Please confirm that the evaluation weighting is meant to differ from the anticipated distribution of work.
Answer 45): The 10% Identified as anticipated to be accomplished in secure areas is included in the 70% of work to be performed on a phased/non-standard hour basis. It is only broken out for informational purposes.
Question 46) Please confirm that the Project Estimating fees are pre-established by the
Government and not to be changed.
Answer 46): Yes, the project estimating fees are pre-established and offerors are not to propose an alternate amount.
Question 47) Please indicate the approximate amount (e.g., percentage) of airfield work anticipated under this contract.
Answer 47): Less than 2% is anticipated to be performed on the airfield. Section C, paragraph
C-104a has been updated.
Question 48) Regarding Attachment 11, Determination of Contractor Responsibility: If the submitting firm is a first time joint venture, please confirm that, for questions/requirements for which the joint venture itself does not have responses (e.g., current financial statements), it is acceptable for each party of the joint venture to provide the requested information.
Answer 48): Yes, if the JV does not have any business activity then the individual parties need to submit their information. All available information for the JV needs to be submitted (e.g.
bank account information).
Question 49) Clause 52.219-18 on RFP p. 17 indicates that small business concerns are eligible for this contract only if “The offeror's approved business plan is on the file and serviced by US
SMALL BUSINESS ADMINISTRATION CHARLOTTE DISTRICT OFFICE.” However, RFP
p. 55 notes that both North Carolina District Office participants and other “8(a) firms that have been reviewed by the North Carolina District Office and approved as having a bona fide office in the State of North Carolina” are eligible. Please confirm that the language on RFP p. 55 takes precedence and 8(a) firms other than those serviced directly by the SBA’s Charlotte District
Office are eligible as long as they are approved as having a bona fide office in North Carolina.
Answer 49): The language in the RFP, page 55 and in block 10 on the SF 1442 is what applies in regards to a firm being eligible to propose on this requirement. To eliminate any potential conflict, the language in FAR 52.219-18 will be changed via amendment to read “US SMALL
BUSINESS ADMINISTRATION.”
Question 50) Could the Government cross reference the room numbers used in Facility
Inspection / Assessment Letter provided for the seed project with the room numbers on the drawings provided for the seed project; i.e. Room 84 = D40.
Answer 50): See answer to question 3.
Question 51) Facility Inspection / Assessment Letter provided for the seed project states “The original sheet rock ceiling above the lower acoustic ceiling was not accessible for sampling and should not be disturbed using the existing ceilings and duct hanging material”; however, with a complete new HVAC system it is unlikely the existing duct hanging material can be reutilized.
Should the contractor assume the sheet rock ceiling above the lower ceiling is non asbestos or asbestos containing material?
Answer 51): After reviewing results from similar areas, the joint material should be considered asbestos containing.
Question 52) Facility Inspection / Assessment Letter provided for the seed project states
“Surface paint and stains throughout the work area is low lead containing with .009% - .02% lead by weight. Base paints below may contain higher lead concentrations but should not be disturbed wet wiping and painting over during renovation” and “Lead abatement is not required.
Do not sand, grind, abrade, heat gun, open flame torch chemical strip or abrasive blast any painted or stained surface without prior lead training and PPE for potential lead exposures as outlined in the OSHA lead regulations.”; Note 4 on the Floor Plan drawings states “Sand, prep and refinish stairs, treads, risers and handrails”. Should the contractor assume any painted surface is lead containing and abate the lead accordingly prior to sanding and / or prepping the surfaces?
Answer 52): Lead abatement is not required. The contractor may do paint prep, but must follow
OSHA’s lead in construction rules.
Question 53) Can the Government provide the seed project drawings in AutoCAD?
Answer 53): All available as built drawings have been provided with this RFI.
Question 54) Note 15 on the seed project Floor Plan drawing states “Replace existing heat pumps with new ones of equal size”. Can the Government provide as-built information indicating what the sizes of the existing systems are, to include existing electrical requirements?
Answer 54): All available as built drawings have been provided with this RFI.
Question 55) Note 19 on the seed project Floor Plan drawing states “Replace entire exhaust system”. Can the Government provide as-built information for the existing?
Answer 55): All available as built drawings have been provided with this RFI.
Question 56) The drawings specifically indicate it is the “CONTRACTORS” responsibility to relocate all furniture as necessary to complete all work. Please provide a furniture plan. Where do we store or place furniture during performance? Is it the contractor’s responsibility to reinstall furniture upon completion?
Answer 56): See answer to question 13. Contractor is responsible to reinstall furniture upon completion.
Question 57) What is the Elevation of the Hard Ceilings and existing ACT in each room?
Answer 57): All available as built drawings have been provided with this RFI.
Question 58) For the restroom that requires demolition of existing fixtures and finishes, please provide an architectural view of the finishes (tile, wainscot etc.) and fixture layout.
Answer 58): All available as built drawings have been provided. Contractor to propose layout/elevation of restroom as deemed necessary. Colors will be submitted/selected after award of the Task Order, should this seed project be awarded. The SOO addresses accent bands.
Question 59) Please provide the Electrical panel schedules and as-builts for new recessed lights.
Answer 59): All available as built drawings have been provided with this RFI.
Question 60) What are the requirements for the Bookshelves to be provided?
Answer 60): Match existing ones in second floor hallway. Photos of existing have been provided.
Question 61) Drawing plate M2 requires the demolition of all ductwork and hangers. Please provide as-builts that include the current HVAC layout (location and size of ductwork) so that respondents can price this portion of work.
Answer 61): All available as built drawings have been provided with this RFI.
Question 62) Drawing A1 – Note 10 specifies touch up and replace loose veneer. Please provide identification of veneer: type, size, etc.
Answer 62): See response to Question #15.
Question 63) Drawing A1 – Note 11 states to “Replace entire kitchenette. Provide new cabinets, solid surface counter and fixtures”. Please provide existing layout for demo and proposed layout including detail view indicating uppers, lowers, and countertop dimensions.
Answer 63): All available as built drawings have been provided with this RFI.
Question 64) Drawing A1 – Note 13 states to “Remove wainscot”. Please provide wainscot material and height.
Answer 64): All available as built drawings have been provided with this RFI.
Question 65) Drawing A1 – Note 19 states to “Replace entire exhaust system”. Please provide as-builts with layout of existing exhaust system and requirements for new.
Answer 65): All available as built drawings have been provided with this RFI.
Question 66) Seed project, Note 12 on the Floor Plan drawing dated 16 Jan 15, states “Remove all wall covering, provide level 4 finish and paint”. Several rooms and hallways have wood chair rail; is the wood chair rail to be removed? If not is it to be re-stained?
Answer 66): Existing chair rails should be stained to match existing.
Question 67) The scope of work nor drawings for the seed project indicate painting and / or refinishing doors, door frames and / or window jambs. Please clarify if painting and / or refinishing doors, door frames and /or window jambs is required and to be included in the project scope of work.
Answer 67): This is not within the scope of work of the project.
Question 68) The scope of work nor drawings for the seed project indicate removing and / or replacing the wood paneling in the Men’s room entrance or exit areas. Please clarify if removal and / or replacement of the wood paneling in the Men’s room entrance or exit areas is required and to be included in the scope of work. If it is to be included please provide the required wall finish in these areas.
Answer 68): Level 4 painted GWB is required in this area with existing shelves and coat hooks to remain.
Question 69) The seed project Statement of Objectives Section 3.0, Architectural states “Remove and replace existing Kitchenette in area shown on concept plans. … Provide 12”x12” ceramic floor tile as indicate on the concept plans. Include 6”x12” border tile”. Please clarify that the
“concept plans” is the Floor Plan drawing dated 16 Jan 15. Also, the Floor Plan drawings dated
16 Jan 15 do not indicate ceramic tile in these areas; however, it does indicate porcelain tile in the area of D45 / D48. Please clarify if ceramic tile is required in the kitchenette area in the drafting area and that porcelain tile is required kitchenette area of D45 / D48.
Answer 69): Contractor shall price 6” x 6” porcelain floor tile with border in areas D45/D48 and
VCT floor tile in kitchenette by Drafting. Drawings have been updated to reflect.
Question 70) Seed project, please clarify if ceramic wall tile is to be installed in both the Male and female restrooms and is it to be full height or a wainscot?
Answer 70): Wall tile in these areas shall be wainscot with accent band.
Question 71) The seed project Statement of Objectives Section 3.0, Plumbing states “Demolish existing fixtures and supply and waste piping throughout the restrooms and Kitchenette.” and
“Provide new copper piping and PVC waste piping.” Please confirm that the intent of these statements is to remove only the piping necessary for replacement of the existing fixtures. If the statements are intended to replace additional piping, please provide As-built drawings identifying piping sizes routing and points of connections.
Answer 71): Only piping required to remove/replace fixtures is needed.
Question 72) The seed project Statement of Objectives Section 3.0, Plumbing states “Provide floor drains with trap primers.” Please clarify the locations this pertains to and As-built drawings of each location.
Answer 72): All available as built drawings have been provided with this RFI.
Question 73) Would the Government consider extending the proposal due date by a minimum of two weeks to allow the contractor to fully review responses to all RFI’s and incorporate all responses accordingly into the seed project proposal package.
Answer 73): The proposal will be extended to allow 14 calendar days following the posting of these RFIs and the amendment to incorporate revised documents.
Question 74) Since it is required in some areas to change ceilings, please provide the existing fire alarm device layout and existing sprinkler layout.
Answer 74): All available as built drawings have been provided with this RFI.
Question 75) The answer to Question 2 is confusing. The “Assemblies Data Files” are part of the
RS Means Data Base utilized by the e4clicks estimating software which is provided at the time of award and not with the proposal. The contractor is required to provide four (4) sets of the RS
Means Master File Database(C-133.a.(1).(a).2). Clarification: Is the contractor required to provide four (4) sets of the RS Means Assemblies Data Files as well?
Answer 75): Each copy shall include the MEANS assembly items and updated User data file.
The SOW has been revised to reflect this information.
Question 76) The answer to Question 19 and the change to the solicitation is confusing. Section
C-133.a.(1).(b) now requires the contract to purchase two (2) systems and licenses of
MASTERSPEC and then lists three (3) users of the systems. Clarification: Is the correct number of systems the contractor is required to purchase three (3)? Two for the government and one for the contractor?
Answer 76): Three systems shall be provided, with two provided to the Government. The SOW has been revised to reflect this.
Question 77) Current pdf drawings are not to scale nor dimensioned. Can we get the as-built background drawings with all layers including mechanical, electrical and plumbing in order to prepare our CAD file and cost estimate?
Answer 77): Available electronic CAD drawings have been provided. Some background items in drawings are only available in PDF as they are from as-built files.
Question 78) Can we get information regarding the existing HVAC system?
Answer 78): All available as built drawings have been provided.
Question 79) Is the occupancy of the space changing?
Answer 79): No.
Question 80) Can the mechanical, electrical and plumbing (MEP) response be in narrative form?
Answer 80): Narrative in form of a Statement of Work (SOW) along with corresponding
Construction drawings are required per the solicitation.
Question 81) What is the extent of the plumbing and electrical demolition? How far back does the demolition go in order to determine lineal feet replacement?
Answer 81): In a quantity sufficient to remove and replace with new fixtures.
Question 82) While the provided pdf plans include room numbers, the Statement of Objectives refer to an Abatement Survey indicating room numbers not shown on the plans.
Answer 82): See answer to question 3.
Question 83) A considerable number of questions were submitted that affect the development of the seed project and other elements of offers’ proposals. Will you please let us know by when you expect the addendum with RFI responses will be posted, and if SJAFB will be issuing an extension to allow firms sufficient time to incorporate RFI responses into their proposals?
Answer 83): The proposal due date will be extended to allow 14 calendar days to develop proposals once the RFI answers are posted.
Question 84) On Page 55 of 68 of the RFP attachment: Under paragraph H it notes that the magnitude of the seed project is between $150,001 and $500,000. On page 66 of 68 near the top of the page it notes that the magnitude of the seed project is between $250,000 and $500,000.
Please clarify this discrepancy.
Answer 84): See response to question #38.
Question 85) On Page 65 of 68 of the RFP attachment: Under “SUB-FACTOR 3: Seed Project
Proposal” it references the SOW paragraph C-102.d.(2).(b) which is the requirement for construction drawings. Construction drawings, with that amount of details will require additional site visits from the A/E and cannot be completed in the timeframe for our proposal submission. Construction drawings are typically not required until after a task order has been issued due to the cost of preparing a complete set of documents. Please advise if Concept drawings (SOW paragraph C-102.d.(1)) or Proposal drawings (SOW paragraph C-102.d.(2).(a.)) are acceptable.
Answer 85): Drawings along with Statement (SOW) in enough detail for Government personnel to clearly evaluate subject project is required for the solicitation phase, thus as required.
Question 86) To allow sufficient time for completion and return of Past Performance
Questionnaires and time to properly complete the seed project drawings and estimate, is it possible to get the proposal due date extended?
Answer 86): Yes. See response to question #83.
Question 87) Are engineered drawings to be submitted for the seed project?
Answer 87): Drawings in enough detail for Government personnel to clearly evaluate subject project is required for the solicitation phase, thus Construction Drawings as required.
Question 88) Will 4 CONS consider an extension considering the requirements of the proposal?
Answer 88): Yes. See response to question #83.
Question 89) Section M, Sub-factor 3, Measure of Merit, states that the standard is met when the proposal meets the requirements as stated in Part I – The Schedule, Section C, Description/Specifications/Work Statement, para C-106.(f) and (g).(2) and C-102.d.(2).(b), and includes the original and two copies of the following: a) Drawings….. b) Cost Estimate…. c)
Assumptions. As noted above and in para a) Drawings, item 1, states that “For Construction
Drawings” per paragraph C-102.d.(2).(b) are to be submitted. Paragraph C-102.d.(2).(b) For
Construction Drawings defines “For Construction drawings” as those that are submitted after
T.O. award which shall incorporate clarification provided during site visitations, RFI responses, and proposal negotiations and be thorough and detailed enough to allow for: subparas (i), (ii), and (iii).
Based on the definition of “For Construction drawings” as provided by the Solicitation documents, this level of drawings does not appear to be what should be required to be submitted, as Site visitations, RFI responses and proposal negotiations will not have been completed and an award has not been made. Based on these facts and the definition of, shouldn’t “Proposal
Drawings” be the required drawings to be submitted for this Seed T.O.? Submission of “For
Construction drawings” for the Seed T.O. will not only significantly impact the pricing of the
Seed T.O. but it will also significantly impact the structuring of the Coefficient factors which will affect all future T.O. pricing. Please advise.
Answer 89): For Construction Drawings are required in the solicitation only for evaluation purposes. Normal process per section C will be followed after contract award.
Question 90) Statement of Objectives, para 2.2, Design Calculations Required. Please confirm that detailed design calculations are not required for the Seed project proposal submittal and that detailed design calculations with engineering stamp and seal will be provided after award of the
Seed Project.
Answer 90): Only preliminary calculations are necessary to verify layouts and sizing of equipment for proposal evaluation purposes. Contractor does not have to provide sealed with this
RFP.
