VKAG 14-1201

REVISED STATEMENT OF OBJECTIVES

REPAIR RESTROOM AND ADMIN OFFICES, BLDG 3300

Revised 7 JUL 2015 (Bold Italics)

GENERAL SCOPE OF WORK: The work covered by this specification consists of furnishing all labor, equipment and material, and performing all work in connection with repair restrooms and admin offices, Bldg 3300 on Seymour Johnson AFB NC, in accordance with specifications and concept drawings, and subject to the terms and conditions of this contract. The work covered by this contract includes, but is not limited to the following:

1.0 PURPOSE

This Statement of Objectives (SOO) defines the requirements to repair building 3300.

2.0 SCOPE

2.1 This task order will repair Bldg. 3300 including, but not limited to architectural, plumbing, mechanical and electrical work. There are no sustainability or LEED requirements for this project. Bldg 3300 will be partially occupied for the duration of the construction project.

Portable restroom facilities will need to be provided for the duration of the restroom renovations.

Contractor will be responsible for the relocation of furniture as needed to carry out the project.

2.2 Phasing: Contractor shall allow 1 week timeframe for relocation of occupants after 2 week notice for moving. See phasing on the concept plans.

2.2 Design Calculations Required: HVAC Systems, plumbing, and electrical requirements

2.3 Professional certifications required: N/A

2.4 There are no Government Furnished Materials or Equipment.

3.0 DESCRIPTION OF WORK

ARCHITECTURAL:

Remove existing ceilings and replace as noted on concept plans.

Remove existing flooring and replace as noted on concept plans.

Remove Wainscot as noted on concept plans.

Remove and replace existing Kitchenette in area shown on concept plans. Provide new wood cabinets, solid surface counter and fixtures. Provide 12” X 12” porcelain floor tile as indicated on concept plans. Include 6” X 12” border tile.

Remove wall covering in areas indicated on concept plans. Provide new level four finish and paint.

Repair hole in GWB from removal of electric heater and thermostats in restrooms.

Provide renovated restrooms with new fixtures, coat hooks, towel/toilet paper dispensers, ceramic tile, partitions, solid surface counter, vanities, mirrors, and hand dryers. Finished

FA4809-14-R-0001, SABER IX (Seed Project) Attachment 5a, Page 1 of 4 restroom layouts will 100% meet ADA requirements. New ceramic floor tile to be 12” X 12” along with a 6” X 12” accent border tile. Wall tile to be 4 ¼” X 4 ¼” with accent band.

Provide new finish to stairs, treads, risers and handrails in area indicated on concept plans.

Sand as necessary to remove existing finish, dents and dings. Provided new finish to match existing. Handrails to have sealant over stain. All work on the stairs will be conducted over a three day weekend while occupants are out of the area.

Touch up 50 LF of edge veneer and repair 10 SF of loose panels in area indicated on concept plans. New stain to match existing where needed.

PLUMBING:

Demolish existing fixtures and supply and waste piping throughout the restrooms and kitchenette. Demolish water heater(s).

Provide new fixtures. Provide new copper supply piping and PVC waste piping. Provide floor drains with trap primers. Provide new water heater(s).

Provide condensate drains and all other support for mechanical systems.

Contractor to size instantaneous heater for kitchenettes according with the number of fixtures served. Contractor to provide new water heater serving men’s, women’s and janitor closet sized according to the amount of fixtures provided in their proposed layout

MECHANICAL:

Demolish existing HVAC system as shown on concept plans.

Provide new variable refrigerant flow (VRF) system to area.

Outdoor unit to be placed on new concrete equipment pad where the existing condenser sits.

Indoor units will be mounted above ceiling and ducted to each room as required. Return grills will be filtered. Extend a new VFR indoor unit to Men’s room.

Provide conditioned outside air to each indoor VRF unit via dedicated outside air unit. Utilize plate type heat exchanger for Energy Recovery Ventilator (ERV).

Demolish existing exhaust systems serving both restrooms. Size and replace with new exhaust system to include new ceiling registers.

Provide sketch of new system layout to include BTU sizing and CFM.

ELECTRICAL:

Remove existing lighting in areas indicated on concept plans. Install new recessed lighting. If lighting removed contained an emergency ballast, new light will also require emergency ballast.

Remove the electric heaters and control thermostats in the restrooms. Provide power to new hand dryers. Repair GWB.

Demolish wiring and conduit to existing HVAC units. Provide new electrical circuits to new HVAC system sized to meet the equipment requirements. Provide sketch of new electrical layout. Existing conduit may be reused where possible.

Provide new electrical wall covers as needed to replace damaged or missing covers. New covers to match existing covers in area.

Provide all power to support the mechanical and plumbing systems.

All conduits (new and existing) shall be concealed behind finished walls, ceilings, or soffits except for the mechanical rooms.

Install additional exit lights in common areas and emergency lights throughout the building as needed.

Change existing lighting control wiring in Conference Room D26 and provide separate switching for In-Board/Out-Board Lamps.

BID OPTION 1:

PLUMBING:

Provide condensate drains and all other support for mechanical systems.

MECHANICAL:

Remove existing HVAC system serving area noted on concept plans. Replace with new VRF system. Outdoor unit to be placed on new pre-manufactured equipment pad. New outdoor unit location will be on the building’s roof where existing HVAC unit sits. Indoor units will be mounted above ceiling and ducted to each room as required. Return grills will be filtered.

Provide conditioned outside air to each VRF indoor unit via dedicated outside air unit. Utilize plate type heat exchanger for Energy Recovery Ventilator (ERV).

Remove existing package heat pumps as identified on the concept plans. Replace with package heat pumps with same BTU capacity as existing. Install auxiliary electric heat same KW rating as existing. Provide new 7 day programmable thermostats.

ELECTRICAL:

Demolish existing wiring and conduit to HVAC system. Install new electrical circuits sized to accommodate new HVAC system. Existing conduit and wire may be re-used if it is sized to meet the requirements of the new equipment.

ESTIMATE QUANTITY:

Remove up to 1500 SF of Asbestos Containing Floor Tile and Mastic as a estimated quantity unit priced on a square foot basis.
