Questions & Responses #1 5 June 2015
Question 1) SOW Section C-133 a.(1).(a).1 requires the contractor to provide 4clicks estimating systems to the government but does not specify the desired system. Please specify the desired 4clicks system (i.e. Premier, Professional, or Basic).
Answer: The government requires 4clicks Premier.
Question 2) SOW Section C-133 a.(1).(a).3 requires the contractor to provide a RS Means Pre-Built Assemblies Data File but does not specify the quantity to be provided. Please specify the desired number of copies of Assemblies Data Files to be provided.
Answer: The government requires one copy of Assemblies Data Files with each copy of the contractor’s proposal.
Question 3) For Part III, Past Performance Information: Please confirm that offerors shall submit brief descriptions of - and the associated Past Performance Questionnaires for - up to 10 relevant IDIQ contracts (vs. up to 10 individual projects).
Answer: Past Performance Questionnaires and information need to reference either stand alone contracts or task orders issued againt an IDIQ - not the basic IDIQ.
Question 4) On RFP p. 57, the solicitation notes, “If this is a first time joint effort, each party to the arrangement must provide a list of recent and relevant contracts.” Please clarify whether each part to the arrangement may provide descriptions of and Past Performance Questionnaires for up to 10 relevant contracts (for a total of up to 20 contracts) - or if each party should provide relevant contracts while maintaining a combined total of up to 10 contracts.
Answer: A total of up to 10 IAW RFP Section L, Part III, paragraph A.
Question 5) On RFP p. 57, the solicitation notes that the evaluation may take into account past performance information regarding key personnel who have relevant experience. May offerors submit Past Performance Questionnaires for identified key personnel with significant relevant experience in addition to the 10 Past Performance Questionnaires associated with the 10 contracts described in the past performance narrative response?
Answer: RFP Section L, Part III, paragraph A states “Provide a brief prospective of no more than ten (10) contracts…” Information on key personnel working for a firm other than the offeror will be counted as part of the ten.
Question 6) Can you please clarify the meeting place for the site visit? It is listed as both 1600 Wright Brothers Ave, SJAFB and the K-MART parking lot at 201 N. Berkeley Blvd, Goldsboro.
Answer: Site visit attendees will meet at the K-MART parking lot at 0900 and will be brought to 1600 Wright Brothers Ave via an AF Bus. This is to facilitate ease of base access and movement on base from 1600 Wright Brothers to the actual work locations.
Question 7) The solicitation has two locations listed as the meeting place for the Site Visit: Seymour Johnson AFB and the K-MART parking lot in Goldsboro. Could you please indicate which the proper location is?
Answer: See response to Question 6.
Question 8) The SF1442 states the government requires 1 original and 3 copies of each proposal volume; however, Section I. Proposal Preparation Instructions (pg 54) states 1 original and 2 copies of each volume. How many copies should be provided?
Answer: Original and 2 copies need to be submitted.
Question 9) Regarding past experience for a team with no previous work experience together: Does the government want 10 projects total for each member of the team, for a total of 20?
Answer: See response to Question 4.
Question 10) The criteria for recency and relevancy assessments differ between the Contractor Performance Questionnaire and Section L & M. The Performance Questionnaire states that recent is defined as “being performed during the period of 01 March 2012 through 01 March 2015” and relevant as “multi-disciplined construction projects of varying complexity, each exceeding $50,000.” Sections L & M define recent as “being within the period of three years preceding the solicitation issuance” (26 May 2015) and relevant as “multi-disciplined construction projects of varying complexity that are more than $250,000.” Which is correct? If Sections contain the correct criteria, please provide a revised Contractor Performance Questionnaire.
Answer: A revised Contractor Performance Questionnaire will be issued via Amendment 0002.
Question 11) Section B, CLINs 0001AG-0004AG require the contractor to propose a markup for Non-Priced Items but already include percentages for Profit (5.00%) and Overhead (14.00%). Have these percentages been included only as examples or are they mandatory for all contractors?
Answer: These are examples only - each offeror needs to submit a combined mark-up which includes their overhead and profit for Non-Priced Items.
Question 12) Section B, CLINs 0001AG-0004AG require the contractor to propose a combined percentage markup for Non-Priced Items and then apply this percentage to an Estimated Dollar Amount. Is the correct calculation just the percentage proposed times the Estimated Dollar Amount or the percentage proposed time the Estimated Dollar Amount added to the Estimated Dollar Amount. Please provide an example calculation.
Answer: The estimated price needs to reflect the estimated dollar amount times the proposed percentage then adding the two amounts together.
Question 13) Reference: Page 54, section I.C.3(b), states that “typing shall not be less than 12 pitch.” 12 pitch is equivalent to a 10 point font. Most word processing programs (such as Microsoft Word) use point sizes for fonts rather than pitch. Please provide clarification on the font size: is a 10 point or 12 point font required?
Answer: Font size 12.
Question 14) Reference: Page 56, Past Performance Information, and Page 66, Evaluation Process. In the prospectus of up to 10 contracts, may offerors include similar IDIQ contracts (i.e. Saber, JOC) having multi-disciplined task orders of varying complexity (i.e. greater than $250,000 and utilizing at least 3 of the listed disciplines) or does each listed contract need to be a single project?
Answer: Each listed contract needs to be a stand alone single project meeting the recency and relevancy criteria established in the RFP, Section M, paragraph D.2.
Question 15) Reference: Page 55, Price Proposal Instructions, Part D which states: “Complete and return Section B, Schedule. Include these documents in the Price Proposal Volume I and Technical Proposal Volume II. See Technical Proposal Volume II for detailed instructions to complete project estimate for sample project.” Please confirm that Section B (Attachment 4) is required to be included in Volume I only, and the Seed Project Offer Schedule (Attachment 5) is to be included in Volume II only.
Answer: Section B needs to be included in Volume I only and Seed Project Offer Schedule needs to be included in Volume II.
Question 16) Page 67 of 68 of the Solicitation, Footnote 1 appears to be incomplete regarding the example given. The second sentence of the example stops with a comma, as if it was meant to continue and further elaborate on the example. Please advise so there is a clear understanding of the example given to clarify past performance relevancy and its contribution to the confidence assessment.
Answer: The term in this section “within the recency timeframe shown above” was indavertently duplicated.
Question 17) Will site visit attendees for the Seed Project, Repair Restroom and Admin Offices Bldg 3300, be allowed to bring cameras/phones to take pictures of the facility where work is to be performed?
Answer: Yes.
Question 18) Page 59 of 68 of the Solicitation, 52.236-2 Site Visit, it states to meet at 1600 Wright Brothers Ave, Seymour Johnson AFB, NC. Following that address it states the K-Mart parking lot at 201 N. Berkeley Blvd Goldsboro, NC. Where are site visit attendees supposed to meet, 1600 Wright Brothers Ave or 201 N. Berkeley?
Answer: See response to Question 6.
Question 19) On page 39 of 40 of Attachment 10, C-133, 1(b), it states the contractor shall purchase two (3) systems and licenses of MASTERSPEC. Shall the contractor purchase (2) or three (3) systems and licenses of MASTERSPEC?
Answer: The contractor shall purchase two (2) systems and licenses.
Question 20) Page 65 of 68 of Solicitation, Subfactor 3: Seed Project Proposal contains subparagraphs a) Drawings, b) Cost Estimate, and e) Assumptions. Is subparagraph e) meant to be subparagraph c) or are subparagraphs c) and d) missing? Please confirm if this was a typo or if additional subparagraphs/requirements are to be included in Subfactor 3.
Answer: The “e)” paragraph designation for Assumptions should read “c).”
Question 21) Must 4clicks software be used to develop pricing for the Seed project “Repair Restroom and Admin Offices, Bldg 3300” or can we use other software that utilizes the RS Means Database for the seed project? If 4clicks if required, can you provide information where we may obain a free/trial copy of 4clicks for the purpose of pricing the Seed project?
Answer: Other software for seed project is acceptable
