Solicitation: FA469020R0005 Attachment 38
Ellsworth AFB FY21 MACC Solicitation
Questions and Answers
18 Nov 2020
1. The attached Cad files do not have the references included with the files. Attach 31 is missing reference files. Attach 32 – 34 only have text stating “PROJECT TITLE PROJ XXXX”. Attach 35 only has text stating “XX% DESIGN SUBMMITTAL”. Can EAFB staff resend as either an “e-transmit” zip file or each file referenced separately?
Answer: CAD reference files were included as Attachment 37 in amendment 0007.
2. Attachments 29 & 30 show 2 different borders. Att. 29 is typical to what is used for current MACC. Att. 30 is a different border … more like an architecture style border. Each sheet uses a different logo for EAFB also. Which border is the correct one to use throughout the project?
Answer: Attachment 30 and the related CADD file attachments were intended to be samples for CADD title block and cover pages required by Attachment 1, General Provisions, para 4.(a)(2), which requires the Ellsworth AFB cover sheet and title block to be used on all drawings. Attachments 30-35 were deleted in amendment 0007 and were replaced by Attachment 37, CADD Reference Files which is a zip file of all necessary CADD files for complying with the General Provision.
Attachment 29 is provided to show the estimated haul route which was asked for in a previous question.
3. Attachment 19 (3.5.2, 3.5.3, & 3.54) appear to be EAFB supplied specifications. 3.5.2 references 001300 EAFB Submittal Procedure while the UFGS references Submittal Procedures as 01 33 00. Similar 3.5.4 is 001700 versus UFGS 01 78 00. I don’t believe UFGS has a standard submittal schedule. Please have Base staff provide clarification to these three differences.
Answer: The EAFB Specifications, (renamed for clarity in amendment 0008) shall be added to UFGS specifications and included with Division 01-General Requirements for all design/build task orders in the specification package. AF Form 66 or any other format that includes necessary information may be used as the submittal schedule.
4. Is it possible for the Base to provide as-builts of any ductbanks or utilities within this area where the new building is being proposed?
Answer: As-builts are not up to date and may even conflict with the GeoBase utility map provided earlier, so they will not be provided. The contractor must investigate the utilities as part of the investigative phase described in the SOW.
