a. On 28 Sep 2020 at 0900, check-in was completed at the SD Air and Space Museum parking lot. Lt Maxwell Olson went over the schedule for the day, explaining that an overview of the MACC will be done at the Rushmore Conference Room and then we will visit the site of performance in the Munitions Storage Area (MSA).
b. The MACC overview began at 0915 in the Rushmore Conference room. Mr. Roger Morris thanked everyone for coming, and then turned the floor over to Mr. Bernard Clemens for some opening words. Mr. Clemens explained how he is Director of Business Operations in the Contracting Squadron as well as the Small Business Administration representative for Ellsworth AFB. He further explains that he ensures that the solicitation will follow exactly as outlined in attachment 12 Section M of the solicitation.
c. Mr. Morris then proceeded to give a brief overview of the MACC and the attachments, handed out maps of the utilities at the site, and then opened up to any questions. Two relevant questions were asked;
1. One contractor asked how many FACTS sheets must be provided and if it matters which ones are submitted. Mr. Morris replied that the limit is 5 FACTS sheets per offeror and they should submit the 5 that the offeror feels are the most relevant.
2. Another contractor asked whether a subcontractor can become a prime contractor and be on-ramped in the future should they become a SDVOSB. Mr. Morris replied that the on-ramp pool is based on the initial solicitation and award.
d. After the MACC overview and questions, the bus transported everyone to the MSA. Contractors were given the opportunity to walk around the field where the MUNS Wash Rack is to be designed and built for the seed project as well as take pictures of the site. Contractors were also able to see two different trailers that will be the most commonly used for washing by the facility.
There were no outstanding questions at the site.
e. After visiting the site, all personnel were transported back to the SD Air and Space museum at their vehicles.
