Ellsworth AFB FY21 MACC Solicitation

Answers to Questions Received 9 Oct 2020 to 15 Oct 2020

1. Does this building need to have fire sprinkler protection?

Answer: Fire sprinkler protection is not required.

2. Security: Will the building require an intrusion detection system and/or a door access system?

Answer: The building does not required an intrusion detection system or door access system. Locks are still required as stated in the SOW section 2.3.23.

3. Will the building require mass notification as a part of the fire alarm system?

Answer: Mass notification and fire protection is not required.

4. What is the pressure in the existing gas line and what are the gas loads of building 7154?

Answer: Ellsworth natural gas distribution pressure is at 25psi, B7154 is at 5psi. The peak monthly load in the last two years was 150Dth in Feb 2019.

5. Is the lift station south of building 7154 sized to handle the wash bay waste water?

Answer: See answer to question 8 below, as well. The lift station should be able to handle the wash bay waste water as the lift station frequently needs more water to help function and keep solids from settling.

6. Please verify the size of the transformer, and what the current draw off the transformer near BLDG 7154.

Answer: The existing transformer is 300KVA. The peak monthly load for the last two years is 34,000KWH in Jan 2020.

7. What is the water pressure and flow volume available at the existing water service near

BLDG 7154?

Answer: The existing 3” water service has an estimated pressure of 45-50psi and an estimated maximum flow of 80gpm.

8. What is the pump capacity of the existing sanitary sewer lift station?

Answer: The lift station has two 2hp grinder pumps. Each pump has an estimated capacity of 50gpm at 35ft of head.

9. In attachment 19, seed project scope of work, paragraph 3.3.4 indicates that the drawing package should include existing and final site grading plans. There are no existing grades or surface elevations provided in the project information. Is it the expectation of the government that the contractors supply their own survey or can we use satellite contours as available?

Answer: A topographic map is included as Attach 27.

10. Does the consent form apply to all subcontractors or just teaming partners/agreements?

Answer: The Teaming Member Consent Form (Attachment 14) must be executed and submitted for each of the offeror’s proposed teaming members. The purpose is to allow the prime offeror to respond to adverse past performance information, if discovered by the Government. Subcontractors are not teaming/partnering members as defined in Attachment 11, paragraph 2.4.1., therefore the form does not apply to subcontractors.

11. Due to the various scopes of work incorporated in this MACC, is NAICS 263220 - Commercial and Institutional Building Construction more appropriate?

Answer: Please see solicitation Amendment 2’s “Attachment 25 Solicitation Questions and Answers 9 Oct 2020” question number 3 for explanation of NAICS code.

12. Is the Prime construction contractor required to form a partnership with an Architect- Engineering (A-E) design team?

Answer: Although design is a critical element of the Design/build process, the prime is not required to partner with an Architect-Engineering design team.

13. In section 2.4.1 the requirements state “Each offeror may submit up to five (5) unique contracts they have completed.” However, in section 2.4.2 is states “Each offeror/joint venture/teaming/partnering/mentor-protégé member shall complete a separate FACTS Sheet (Attachment 13) for active or completed contracts in the past three (3) years from the issuance date of the RFP, that the offeror considers relevant in demonstrating its ability to perform the proposed effort.” Question: Please confirm if projects that are currently substantially complete (active) will be accepted as relevant?

Answer: Relevancy is defined in Attachment 12, Evaluation Basis for Award, paragraph

3.4.4. The only factors that determine relevancy are the numbers of disciplines of construction work and the dollar value. Active or complete projects is not a factor in relevancy. Also, please see solicitation Amendment 2’s “Attachment 25 Solicitation Questions and Answers 9 Oct 2020” question number 10 for further explanation of active projects impact on Past performance Confidence Rating. To be more clear, Attachment 11 Section L, paragraph 2.4.1 has been revised to add active contracts.

14. Can completed CPARS be provided in the proposal in leu of Attachment 15, Past Performance Questionnaire?

Answer: Please see solicitation Amendment 2’s “Attachment 25 Solicitation Questions and Answers 9 Oct 2020” question number 4 for the answer to this question.

15. On the SF1442 it states “5. The intent is to award up to five contracts as a result of this solicitation” but on page 2 of attachment 12 under 2. Evaluation Process: Step 4 it states “Step 4 – Assess past performance confidence beginning with the lowest priced, reasonable, technically acceptable offeror. Past performance evaluations will continue until the Government identifies a target of ten (10) lowest priced, reasonable, technically acceptable offerors with “Substantial Confidence” ratings or until the Government evaluates all reasonable, technically acceptable proposals.” Question: What is the total number of offerors the government intends to award?

Answer: The Government intends to award a target of 5 but has option to award more or less as stated in Attachment 12, Section M, Evaluation Basis for Award, paragraph 1.2.1.

The SF 1442 is being revised to reflect “a target of 5” for consistency. The purpose of the target of 10 offerors with Substantial Confidence is to also populate the pool of contractors used for on ramping.

16. On page 2 of 7 of Attachment 11 Section L, Paragraph 2.2 states "to include the Completed RFP". On page 2 of 6 of Attachment 12 Section M, Paragraph 3.2 states "Initially, the Government will evaluate all timely proposals for compliance with the requirements of the request for proposal, in accordance with Section L, Instruction to Offerors. This will assess submission of all required volumes and documents, compliance with terms and conditions of the solicitation, completed representation and certifications, and acknowledgement of all amendments. All offerors that pass this compliance check will proceed to the next step. General Statement: The term "Completed RFP" is open to interpretation due to Air Force branches across the Country requesting the solicitation in its entirety (meaning the entire solicitation document including all sections) be completed and submitted, in lieu of only certain sections being submitted (for example only submit the SF1442, amendments, and Representations and Certifications). Question: Please confirm the Contractor is to only provide the items listed under Paragraph 2.2.1, 2.2.2, 2.2.3, and 2.2.4 to include only the signed and completed SF1442, amendments, representations and certifications, etc.?

Answer: Paragraph 2.2 of Attachment 11, Section L, says “Volume I, Completed RFP” and not as you state in your question. This is meant to be a title of the volume only. The structure and contents are clearly delineated in paragraphs 2.2.1, 2.2.2, 2.2.3, and 2.2.4.

Nothing more or less than what is stated in those paragraphs is expected in Volume I.

17. The FACTS Sheet states "Provide the information requested in this form for each contract/program being described. Provide frank, concise comments regarding your performance on the contracts you identify. Provide a separate completed form for each contract/program submitted as directed set forth (Attachment 11) at Volume III – PAST PERFORMANCE FACTOR, of Section L-900, paragraph’s 2.4.2. and 2.4.3 through

2.4.3.2 of this solicitation." Section L does not currently contain 2.4.3.2. Please clarify if there is additional, missing information pertaining to the FACTS sheet that should be considered.

Answer: A revision to the FACTS Sheet has been updated and attached 15 Oct 2020.

18. Are task orders from GSA and VAMC applicable?

Answer: As stated in Attachment 11, Section L, paragraph 2.4.2, Contracts may include those with the Federal Government, state and local governments or their agencies, and commercial customers and may be either stand-alone contracts or orders against indefinite delivery type contracts.

19. Some of our projects have a PPQ using Form USACE/NAVFAC PAST PERFORMANCE QUESTIONNAIRE (PPQ-0) is that acceptable?

Answer: No. You must use Attachment 15, PPQ which are tailored to our acquisition.

20. Attachment 12, Paragraph 3.4.4 refers to projects being very relevant if they exceed $ 500,000; Standard Form 1442 page 1, line item 7. States task orders may range from $2,000 to $ 15M - what range is required to meet AFB MACC goals.

Answer: Not sure what is meant by “What range is required to meet AFB MACC goals.

The 2 referenced sections are independent of each other. The SF1442 describes range of project value that are typically required. Attachment 12, Section M, paragraph 3.4.4 describes the limits of what is needed to be determined relevant for past performance evaluation factor.

21. Are the projects/task orders need to be above $ 500K or $ 2 Million to be evaluated as very relevant.

Answer: There is more than just dollar value of projects to be considered very relevant. As stated in Attachment 12, Section M, paragraph 3.4.4, to be determined very relevant, the effort must include multi-discipline construction work exceeding $500,000.

22. Attachment 11, Paragraph 2.4.4: Team Member Consent Form. We are not providing as a JV or Team Agreement so do we still need one? If so, do you need just ours?

Answer: No.

23. Attachment 11: Paragraph 2.4.5: FACTS Sheet. Attachment 13: FACTS begins with Instructions Paragraph; can we delete that portion and start the Form with: Offeror Name

Answer: Yes.

24. 2.4.6. Past Performance Questionnaire states: Exert your best effort to ensure that at least two POCs per relevant contract submit a completed Present/Past Performance Questionnaire directly to the Government not later than the date established in the RFP for receipt of proposals. Do you want 2 (two) of the three POC to complete a PPQ Form;

so 2 PPQs per project?

Answer: It is recommended to ensure that at least two POCs per relevant contract submit a completed Present/Past Performance Questionnaire directly to the Government not later than the date established in the RFP for receipt of proposals.

25. CPAR. I know you are not accepting CPAR; some agencies (POC) from VAMC and NAVFAC will not do a PPQ if a CPAR has been issued; what should we do.

Answer: CPARS cannot be substituted for a PPQ. PPQs will be one means used by the Government to obtain present/past performance information. (Attachment L, para 2.4.6).

CPARS will also be reviewed IAW Section M, 3.4.2.1.
