ON/OFF RAMP PROCEDURES
for
ELLSWORTH AFB MULTIPLE AWARD CONSTRUCTION CONTRACT (MACC)

1. These procedures prescribe the process by which the Government will ensure an adequate number of awardees are available at all times to achieve effective competition on all task orders. The Government intends to establish a target of five (5) contractor awardees with a proven track record for competing on and then delivering quality construction projects. The Government also intends to establish a target pool of five (5) contractors with a proven track record ready to be on-ramped and awarded a contract should the need arise to replace a MACC contractor.
2. All MACC IDIQ awardees are expected, in good faith, to participate in the task order competitions, and if successful, to deliver quality projects on time and within budget, to include management and supervision of subcontractors. If for any reason, an awardee cannot participate in a competition, the awardee shall provide written notice to the Government of the reason(s) for non-participation prior to proposal due date.
3. On-Ramp Procedures:
3.1 The Government reserves the right to on-ramp additional awardees at any time during the term of the contract. Upon award of the MACC IDIQ contracts, those not receiving an IDIQ contract but in the On-Ramp Pool, will be notified of their standing. The offeror selected to be on-ramped will be the most highly ranked offeror in the on-ramp pool as determined by the integrated assessment from the initial solicitation. All “on-ramp” selected offerors will be subject to a responsibility determination IAW FAR Part 9.104, a past performance re-validation, and found to be in compliance with the original MACC solicitation requirements including socio-economic status. If the first selectee does not meet the previously stated requirements, the next highest ranked offeror from the On-Ramp Pool will be assessed and given the opportunity to be awarded a MACC IDIQ contract. This process will continue until the contracting officer determines there are an adequate number of MACC IDIQ awardees. On-Ramp Pool contractors are not obligated to accept a MACC IDIQ and may decline the government’s offer for any reason. If the offer is declined the government will proceed with an offer to the next highest ranked offeror from the On-Ramp Pool. If awarded a bilateral MACC IDIQ, the contractor will be issued a task order for the guaranteed minimum of $1000.00 for attending a post award conference at Ellsworth AFB and will be allowed to compete on future task orders.
3.2 Any additions due to on-ramps will not impact the contract ceiling. The ordering period for new awardees will not extend the overall maximum term of the original contract, nor shall it re-establish the contract base period. The new awardee(s) will be eligible to compete for future task order requests for proposals issued against the basic IDIQ contract. The Government will not consider unsolicited requests for additional contractors.
4. Off-Ramp Procedures: Throughout the effective period of the MACC contract, the Government reserves the right to perform an assessment of each MACC Contractor’s performance based on their aggregate performance on MACC task orders since initial contract award. The Government reserves the right to off-ramp MACC contractors when it is determined to be in the best interest of the Government, including, but not limited to, a contractor’s failure to maintain an 80% proposal submittal rate, poor performance, change of ownership, or low number of accepted proposals. Additionally, before exercising any option period, the Government will review each awardees’ participation rate, reason(s) for non-participation, and performance evaluations for task orders completed or in progress. The Government may off-ramp a contractor by permitting a contractor’s contract to expire instead of exercising an option, implementing a termination for convenience, implementing a termination for default, or taking any other action permitted by the contract terms and conditions.
