STATEMENT OF WORK
CONSTRUCT MUNS WASH RACK
REVISION 1
PROJECT NUMBER: 1072189
9 OCTOBER 2020
1. OVERVIEW
The project consists of using investigative, design, and construction services to construct a wash rack facility at the approximate location shown to the south of Building 7154. The work includes locating and connecting to existing utilities, site work, construction, and installation and testing of equipment. Final design and construction to be compliant with all applicable codes and provide for a complete and functional facility.
2. OBJECTIVE
The following services are to be provided:
2.1. Investigative (Bid Item 0001). Investigate and confirm the existing conditions in and around the existing facility to include all surveying, utility locates, site visits, and records research as needed to design the project. Soil testing shall be conducted after NTP to 95% design and contract award.
2.2. Design (Bid Item 0002). Provide design related services for the construction of the project.
2.3. Construction (Bid Item 0003). Provide construction of the Wash Rack as defined by, but not limited to, the following features, which shall be included in the 65% design submittal:
2.3.1. See Attachment 1 for general location of new wash rack.
2.3.2. Pre-engineered style building. Masonry construction will not be accepted for the structure, except where stated otherwise in this Statement of Work.
2.3.3. Coating to protect structural steel members and fasters from corrosion due to high moisture inside the wash bay. Coating shall be a manufacturer’s standard primer applied according to the manufacturer’s instructions and specifications, and two coats of high-performance epoxy paint.
2.3.4. Minimum 72’ x 25’ building area.
2.3.5. Minimum 72’ x 18’ bay area for washing. Bay area for washing shall be within the minimum building area above, not in addition to.
2.3.6. Minimum 16’ height clearance from floor in washing area.
2.3.7. Minimum 4’ deep foundation walls with spread footings on select SDOT-grade fill. (Foundation design to be dependent on soil testing found during investigation after award of the contract and NTP to 95% is given. Contractor proposals for MACC source selection shall only be technically evaluated on 4’ deep foundations on spread footings detailed above.)
2.3.8. Standing seam metal roof. Medium bronze color. Color to be approved by government. Roof panels to be 24 gauge.
2.3.9. Roof pitch 3:12.
2.3.10. 24” overhang roof eaves with metal soffit.
2.3.11. Gutters and open faced downspouts adequately sized and anchored to the building.
2.3.12. Snow guards mechanically attached to metal roof ribs.
2.3.13. Exterior compatible with surrounding facilities.
2.3.14. 8”x8”x16” Concrete masonry unit wainscot for the first 48” of exterior walls.
2.3.15. Ribbed metal sheeting exterior walls on top of CMU wainscot. 24 gauge steel and light tan color. Color to be approved by government.
2.3.16. Insulated R19 walls and R30 roof minimum.
2.3.17. Interior water proof panels to protect walls and insulation from water spray.
2.3.18. Two (2) 14’ wide by 16’ tall, coiling, metal, insulated, powered garage doors.
2.3.19. Coiling garage doors to be installed on the interior of the wash rack.
2.3.20. 4” Concrete bollards protecting garage door entrances. Provide at both entrance and exit doors. Painted to match exterior door colors. Color to be approved by the government.
2.3.21. Weather stripping around garage doors.
2.3.22. Two (2) exterior metal doors to allow for personnel entry in wash rack near roll up garage doors.
2.3.23. Best Lock 7 pin cylinders and cores for all doors.
2.3.24. Concrete stoop by personnel doors
2.3.25. Sloped 6” reinforced concrete slab on grade floor.
2.3.26. Provide epoxy floor coating with embedded grit for slip resistance on top of concrete floor. Contractor shall use Tennant Co. Eco-HTS 100™ or equal for the top coat and Eco-CFO/B™ or equal for the overlay coat. The complete coating system shall be supplied by the same manufacturer. See Attachment 2 for salient features. The contractor must prove a substitute product meets all of these features to qualify as “or equal” for this project. Coating system shall be applied IAW manufacturer’s instructions.
2.3.27. Trench drain for washing area and connected to sanitary sewer.
2.3.28. Grit interceptor to protect lift station pumps.
2.3.29. Exhaust fan for wash area near roof level with start/stop switch in wash area.
2.3.30. Indirect gas fired heating unit to prevent freezing in wash rack. Interlocked with exhaust fan.
2.3.31. Local controls for exhaust fan in wash area.
2.3.32. Ensure ease of access to heating unit for maintenance personnel.
2.3.33. Outdoor air intake for heating unit shall be protected from the prevailing northwest wind. Locate outdoor air intake preferably pointing south.
2.3.34. Heat to be supplied near floor level. Prevent water from pooling in supply air diffusers.
2.3.35. Tie into base EMCS (Honeywell). Provide monitoring and control for room temperature including low temperature alarm. Also provide controls for gas heater.
2.3.36. Back flow preventer for water service.
2.3.37. Hose bibs for connection to pressure washers, detergent mixer, and other washing equipment.
2.3.38. Provide exhaust vent, gas, water, combustion air, and electricity for self-contained hot water pressure washer. See section 2.4.1. for pressure washer.
2.3.39. Identify and structurally reinforce a ceiling location where the car wash ceiling boom will be mounted.
2.3.40. Small mechanical room for heating unit, electrical panel, water service entrance, and pressure washer equipment.
2.3.41. Interior and exterior access to mechanical room.
2.3.42. Penetrations through mechanical room for pressure washer hoses.
2.3.43. Provide building grounding system.
2.3.44. Lightning protection system at recommendation of Designer of Record based on risk assessment analysis.
2.3.45. Provide electrical outlets in wash rack for equipment. Provide outlets rated for use in wash racks and near water. Provide covers for outlets not in use to better protect against water spray.
2.3.46. Adequate LED lighting illuminating exterior entrances.
2.3.47. Adequate LED interior lighting illuminating entire building.
2.3.48. Gas utility meter. Meter shall be a Dresser Roots meter.
2.3.49. Shutoff for gas service.
2.3.50. Water utility meter. Meter shall be Badger dial type flow through meter.
2.3.51. Curb stop for water service.
2.3.52. Electrical utility meter. Meter shall be Itron Centron appropriately sized for building.
2.3.53. All meters shall tie into the base automated reading system and be pulse capable.
2.3.54. All site work as to provide proper drainage.
2.3.55. Minimum 6” concrete roadways on min 6” aggregate base course and 8” min depth scarified and re-compacted subgrade entering and leaving wash rack.
Roadway design to be dependent on soil testing and site conditions found during investigation after award of the contract and NTP to 95% is given.
2.3.56. New concrete roadways dowelled to existing roadways
2.3.57. Allow for tandem MHU-110 trailers to access and leave wash rack. Turning radius of tandem MHU-110 trailers is 45 degrees.
2.3.58. Prior to and during construction the contractor shall have an erosion control plan in place.
2.3.59. Contractor shall provide seeding, fertilizing, mulching, importing and placing of
3” topsoil on all grassed areas disturbed by construction.
2.3.60. A vehicle tracking control or stabilized rock construction entrance shall be constructed for vehicles entering the work site.
2.3.61. Due to the proximity and operations near the airfield the contractor shall actively control Foreign Object Debris (FOD) during the entirety of construction. The contractor shall be responsible for keeping Tyndall Road and all access roads free of FOD from the construction area.
2.3.62. During construction the contractor shall at a minimum provide concrete tests and soil compaction tests as recommended by the Designer of Record.
2.4. Furniture, Fixtures, and Equipment (Bid Item 0004). Provide and install the following, but not limited, FF&E items and features.
2.4.1. Aaladin Series 71-530 heated power washer or equal. See Attachment 3 for pressure washer required salient features.
2.4.2. Remote control for pressure washer centrally located in wash area.
2.4.3. Provide 2 pressure washer wands/guns for simultaneous use.
2.4.4. Ceiling Boom for pressure washer hoses and 2 pressure washer wands/guns.
Ensure connections are compatible with pressure washer hoses.
2.4.5. Provide hoses for pressure washer capable of reaching entire wash area.
2.4.6. Wall mount hose reels.
2.4.7. Pressure washer wand/gun wall mounts for hanging and storage.
2.4.8. Water Softener sized to support pressure washer.
3. GENERAL REQUIREMENTS AND INFORMATION
3.1. Submittals – The following design submittals are required for this project.
3.1.1. Investigative Submittal.
3.1.2. 65% Design Submittal.
3.1.3. 95% Design Submittal.
3.1.4. 100% Design Submittal.
3.2. Period of Performance
3.2.1. The 65% submittal and investigative submittal is due at the time of proposal submission in response to solicitations FA469020R0005.
3.2.2. Upon award of the task order for this effort, the Government shall have 21 days to provide comments/conduct design review meeting and issue next level of design Notice to Proceed.
3.2.3. The 95% submittal is due 21 calendar days after the Notice to Proceed is given after the 65% review meeting.
3.2.4. The Government shall have 21 calendar days from receipt of the 95% design to review and provide comments/conduct design review meeting and issue next level of design Notice to Proceed or reject the submittal.
3.2.5. The 100% design submittal is due 7 calendar days after the Notice to Proceed is given after the 95% review meeting.
3.2.6. The Government shall have 7 calendar days from receipt of the 100% design to review and provide comments/conduct design review meeting and either accept or reject the submittal.
3.2.7. The construction period shall be 180 calendar days from receipt of NTP. The contractor shall not begin work until they are certain the work will continue uninterrupted through completion except for weekends, holidays, or unusually severe weather. There shall be no extended periods of delay in on-site work after work has begun.
3.2.8. The As-builts deliverables will be in accordance to the contracts general provisions.
3.3. The following is a minimum listing of drawings to be provided by the contractor at the
65% Design Submittal. Drawings shall be standard D size drawings (24” x 36”).

3.6. Work required is performed in restricted areas. Escorts will be required.
3.7. The MUNS area is evacuated during lightning events. During these events the contractor is required to leave the MUNS area.
3.8. Working hours in the MUNS area will be Monday-Friday from 0700-1600. Work outside these hours shall be coordinated a head of time and will be reviewed on a case by case basis.
3.9. Restrooms are not available for contractor use.
3.10. Utility outages required to facilitate the work must be scheduled and coordinated per the general requirements of the MACC Contract.
3.11. Digging Permit will be required.
3.12. The government may occupy some of the site during the construction period.
Cooperate with the Government during construction operations to minimize conflicts and facilitate Government usage. Perform the work so as not to interfere with the Government’s operations.
3.13. Testing shall be in accordance with the project specifications.
3.14. A storage area will be available for the contractor’s use. The location will be determined and given to the contractor at the preconstruction meeting. The contractor shall be responsible for any storage trailers and/or temporary fencing needed and for restoring storage areas to pre-construction status upon completion of construction.
3.15. AF Form 1354 (Real Property Check List). Contractor is required to fill out an initial, interim, and final AF Form 1354 on all Projects at Ellsworth AFB in accordance with UFC 1-300-08. A Draft AF Form 1354 will be presented to the contractor at the PRECON by the 28 CES Project Manager. It will include the real property line items of accounting requiring capitalization and the units of measure. The contractor will complete and submit for Government approval the Draft AF Form 1354 within 30 calendar days of the pre-con with the number of units and costs. An Interim AF Form
1354 reflecting the Draft and any changes in scope and costs shall be submitted for Government approval 30 calendar days prior to Beneficial Occupancy to include partial Beneficial Occupancy. The Final AF Form 1354 shall be submitted for Government approval no later than 10 calendar days following Project Closeout.
