MEMORANDUM FOR RECORD
FROM: 9 CONS/PKA
SUBJECT: REQUEST FOR INFORMATION 02
1. The purpose of this memorandum is to answer questions asked in relation to the Transportation and
Paving IDIQ solicitation, FA468624R0003 and its amendments. The question will be in the primary bullet with the answer in the sub-bullet.
2. What is the contract value for the Transportation IDIQ?
a. The ceiling for the Transportation IDIQ is $70,000,000. The minimum order amount is $2.5K and the maximum order amount is $8M.
3. Is this a multiple award?
a. Yes, per Box 10 item C of the solicitation, “The Government intends to award 5 contracts as a result of this solicitation in accordance with Section L.”
4. Are you going to allow the Teaming Agreements for Past Performance on this contract?
a. Yes, we will allow Teaming Agreements for Past Performance. The formal Teaming Agreement must be submitted as part of the proposal.
5. “Self-Scoring Worksheet: Under General - Volume 7 Cost/Price - The Government states they want to know how much a single hour will cost to hire our team. Is the team the ones listed in the example, Project Manager, SSHO, SS, QC, and Laborer, or should operators for various pieces of equipment be included? We need the Government to provide exactly what positions they want priced, so it leads to a fair and reasonable assessment.
a. Please price the labor categories / team composition provided on the spreadsheet. Evaluation of this section is detailed in M.5.h.4 of Section M and is only utilized in the event of a tiebreaker being required.
6. Pg.5 Section.L.3.3. Par.(a): We have many projects that include work in both groups that cover the relevant disciplines, please confirm we can use the same projects in both groups 1 and 2.
a. Projects having sufficient scope covering both Group 1, Airfield Paving, and Group 2, Roadway Paving, can be utilized in both sections.
7. Pg.6 Section.L.3.4. Par.(a): Document labeled "4. VOL 3-PAST PERFORMANCE-Last 4 Contract Number-Company" supposed to be in Volume 4?
a. Yes, it’ll be updated in solicitation amendment 0002.
8. 5. Pg.6 Section.L.3.4. Par.(a): Please confirm a CPAR in lieu of document "4. VOL 3-PAST PERFORMANCE-Last 4 Contract Number-Company" is acceptable.
a. Yes. To clarify, your Past Performance will use a CPARS as proof, the CPARS file will be named “VOL 4-PAST PERFORMANCE-Last 4 Contract Number-Company”. If no CPARS is available, the contractor will fill out the template document J.4.
b. Reference M.5.e.4 “Using the same projects listed in the “relevant experience” factor, provide past performance for the relevant experience projects. This data should come from https://www.cpars.gov/... Each corresponding CPARS will be submitted in the package. In cases where a CPARS Rating is unavailable, Past Performance Questionnaire Template (J.4), signed by the awarding company or oversight manager, such as the project manager will be accepted so long as there is adequate documentation and viable contact information for the projects point of contact. Official CPARS will be used to the maximum extent practical.”
9. Section L incorporates FAR Clause 52.207-6 by reference (Section L, Page 1). This clause permits teaming arrangements among small businesses. Please confirm that offerors are also allowed to propose a teaming arrangement between a small business and an other-than-small business.
a. Please reference RFI 02 Q&A 4 above.
10. Please confirm that offerers are allowed to submit the experience of a proposed subcontractor in response to Volume 3 – Relevant Experience and Volume 4 – Past Performance.
a. In order to utilize past performance of a proposed subcontractor, the Teaming Agreement must be submitted with the proposal.
11. Please explain how projects submitted by subcontractors will be evaluated compared to projects submitted by the prime contractor.
a. Projects submitted by any member of a Joint Venture or Small Business Teaming Arrangement will be evaluated equally with prime contract work.
