MEMORANDUM FOR RECORD

SUBJECT: REQUEST FOR INFORMATION 01
1. The purpose of this memorandum is to answer questions asked in relation to the Transportation and Paving IDIQ solicitation, FA468624R0003. The question will be in the primary bullet with the answer in the sub-bullet.
2. Question 1: “Pg. 4 Section.L.3.1 Par.(b): We believe "Partnership" refers to Teaming Partner. Please clarify if a Teaming Partners experience may be used for Relevant Experience and Past Performance."
a. Yes, “Partnership” refers to a teaming partner/joint venture. Teaming Partners experience may be used for Relevant Experience and Past Performance.
3. Question 2: “Pg. 3 Section.L.2 Par.(h): Officially requesting the optional pre-proposal conference.”
a. There will be a pre-proposal conference held on Thursday April 11th at 0900 PST at Beale AFB in the 9th Contracting Squadron. Contractors that do not have base access, please see below Teams invite. Additionally, all meeting minutes and questions/answers will be posted on SAM.gov within the following two (2) business days.

4. Question 3: “Pg. 7 Section. L.3.7 Par. (a): The Cost sheet provided has the tab 1 filled in, can you confirm that these can be edited.”
a. Yes, please fill in the Cost Worksheet as it applies to you. It is fully editable, change what you see fit to meet intent.
5. Question 4: “Pg. 3 Section. L.3 Par.(b): Proposal format requires electronic folders for submittal via email. Would you accept submittal by DoD link?”
a. Yes, we will accept submittal by DoD link.
6. Question 5: “Pg. 2 Section. L.2. Par.(e): "Only one (1) proposal shall be submitted, per company, in response to this requirement." It says to organize the proposal in separate files with an example folder structure. Can you please confirm if you would like 1 PDF submitted or a zip file of the requested folder structure submitted.”
a. "Only one (1) proposal shall be submitted, per company, in response to this requirement." Refers to the proposal as a whole, i.e. only sending in your information one time. We would like the information broken down into multiple applicable folders as show in the example then contained into one folder.
7. Question 6: “Self-Scoring Worksheet: "Select Yes or No in Column B." Please confirm this is meant to say column C.”
a. Yes, it is meant to be Column C.
8. Question 7: “7. Self-Scoring Worksheet: The worksheet Column F Row 25 - 29 refers to Disciplines. What are the specific disciplines being called out?”
a. Reference M.5.d.7 and Specifications Section 1.1. The disciples are any work relevant to the scope of work. For example, if the project you’re submitting was simply to patch a roadway crack that is one discipline. If the project was to patch a roadway crack, re-curb, and re-stripe the road, that is three disciplines. Use your best judgment in this category. We’re looking for a breadth of experience.
9. Question 8: “Self-Scoring Worksheet: Under General - Volume 7 Cost/Price it states: Does the offeror have a cost/price analysis in excel format to show how much their labor will cost? Total should be broken down to a single hour. This does not seem to match the Cost Worksheet provided. Can the Government be more explanatory on what pricing needs to include as it relates to position and the hours?”
a. We understand that the Self-Scoring worksheet is slightly ambiguous. Answer to the best of your ability. We’re essentially looking into a “snapshot” of a standard project within the scope of work. We want to know how much a single hour would cost to hire your team.
10. Question 9: “Is there an incumbent for the Transportation/Paving IDIQ contract? Additionally, could you kindly provide information on the previous awarded amount for this contract, if available? Understanding these details will greatly assist us in our strategic planning and proposal development process.”
a. No, there is no incumbent for the Transportation/Paving IDIQ contract. Feel free to browse federal acquisition data banks like usaspending.gov, fpds.gov, and sam.gov.
