1. Reference PWS Paragraph H3.1. Are 2 people required for Alert Aircraft coverage?
Answer: If it is base assigned alert aircraft and their departure dates/time are not planned in advance during 2300-0700, only 1 person is required. If it is based assigned or transient mission that their departure dates/time were scheduled in advance for 2300-0700, the Ktr shall be notified by the CO or designated representative to remain open past core hours, and 2 AMSLs will be required to be on shift.
2. Reference PWS Paragraph H3.2. If the CO requests that AFM remain open, are those paid hours reimbursed as Over and Above?
Answer: No.
3. Reference PWS Paragraph H3.3. If the CO or COR requests Standby coverage, are those paid hours reimbursed as Over and Above?
Answer: No
4. Reference PWS Paragraph H6.1. The paragraph states that we are to use a government furnished vehicle listed in the RGFP master listing to support AMS. We do not see a RGFP listing in this opportunity. Is this referencing Attachment 9? If so, is there a vehicle in that list that is appropriately outfitted for use on the airfield?

5. *Reference PWS H3.1:
In part, “The mid shift will conduct and document an airfield check before the airfield opens each day….”
Hours for Sunday – Saturday are “2300 – 0700;”
Normal Airfield hours are “0700 – 2300;” and
Base assigned alert aircraft hours are “2300 – 0700”
Core hours are 0700 – 1600 Monday – Friday

Reference PWS H3.2:
The Contractor is notified by the CO to remain open past core hours.
Reference PWS H3.3:
After core hours notifications may be received from the CO or COR. The Contractor shall be on site within two hours of notification.
Questions and Comment regarding PWS H3.1, 3.2, 3.3:
Are the hours 2300 – 0700 considered standby hours?
Answer: No
If staffed, will 1 AMSL fulfill the requirements?
Answer: If it is base assigned alert aircraft and their departure dates/time are not planned in advance during 2300-0700, only 1 person is required. If it is based assigned or transient mission that their departure dates/time were scheduled in advance for 2300-0700, the Ktr shall be notified by the CO or designated representative to remain open past core hours, and 2 AMSLs will be required to be on shift.
Are mid-shift hours fully staffed? Only 1 AMSL for alert aircraft missions only.
Answer: If it is base assigned alert aircraft and their departure dates/time are not planned in advance during 2300-0700, only 1 person is required. If it is based assigned or transient mission that their departure dates/time were scheduled in advance for 2300-0700, the Ktr shall be notified by the CO or designated representative to remain open past core hours, and 2 AMSLs will be required to be on shift.
Please clarify the requirements for the hours of 2300 – 0700.
Answer: AMSL on duty for alert aircraft requirements and to conduct and document an airfield check before the airfield opens each day to identify, document and report FOD/BASH/Habitat control, ponding, etc. for correction.
6. Please define the hours the airfield is considered "open" and requires a minimum of two qualified personnel?
Answer: H3.1. Core Hours of Operations. The Ktr shall provide AMS as follows (to include holidays unless the airfield is closed by the authority of the 452 AMW/CC): Sunday- Saturday 0700-2300L normal airfield hours and Sunday – Saturday 2300L–0700L, for base assigned alert aircraft only.
7. Please clarify if Airfield Management is 24/7 and what after-hours support would be?
Answer: When the Ktr is notified by the CO or designated representative to remain open past core hours, the Ktr shall respond to this requirement immediately. All support is included in the FFP.
8. Will the USG provide workload data for the base assigned alert aircraft for the time period of Sunday – Saturday 2300L–0700L listed in H3.1. Core Hours of Operations?
