TAB C
1. Reference PWS paragraph C1.1. What is the workload percentage split (days/swing and weekdays/weekends) for the Aircrew Support?
A. Workload has been provided. This is a FFP requirement to cover all that is required in the PWS.
2. Reference PWS paragraph C1.1. Aircrew Support shows “365 to include Holidays”, however Airfield Management is closed Thanksgiving Day, Christmas Day and New Years Day. Won’t these closures also apply to Vehicle Ops?
A. IAW Tab H: H3.1. Hours of Operations. The Ktr shall provide AMS as follows (to include holidays unless the airfield is closed by the authority of the 452 AMW/CC):
Sunday-Saturday 0700-2300L normal airfield hours and Sunday – Saturday 2300L– 0700L, for base assigned alert aircraft only. Airfield will be closed for Thanksgiving, Christmas and New Year’s Day.
3. Reference PWS paragraph C1.2.3. The qualifications for the FM&A calls for 2 years’ experience in DPAS however, paragraph C6.1 states that the main system used for Vehicle Operations is OLVIMS. Please clarify.
A. FM&A use DPAS which replaced the Legacy OLVIMS, Vehicle Operations use
OLVIMS-Dispatch; two different programs.
4. Reference PWS paragraph C4.4. Please confirm that all parts for scheduled maintenance and PMs are the responsibility of the KTR and unscheduled are reimbursed by the Government.
A. Yes, all parts for scheduled maintenance and PMs are the responsibility of the contractor and should be included in the FFP. All cost responsibility is covered in C1. C4.4 pertains to Schedule Maintenance.
5. Reference PWS paragraph C4.5. What is the Permissible Operating Distance?
A. Permissible Operating Distance (POD) has been removed from AFI 24-301 and the PWS. The POD is that distance from the installation that GMVs travel before competing with commercial carriers (see DODD 4500.36-R). As a guide, a 100-mile radius is sufficient to support operations at most bases. However, this base may decide to implement a POD at this location.
6. Reference PWS paragraph C4.10. What if the necessary repair also involves scheduled or
PM related parts?
A. It will still be unscheduled unless the scheduled maintenance is accomplished.
7. Reference PWS paragraph C4.12. Does the workload provided in C-TE-2a include any depot level maintenance work?
A. Yes, when an asset is scheduled for Depot-Level Maintenance a Limited Technical
Inspection (LTI) will need to be accomplished before it is shipped. The actual Depot- Level maintenance is not accomplished by the contractor.
8. Reference PWS paragraphs C5.6.10, C6.1 and C6.2.1. PWS C5.6.10 and C6.2.1 reference utilization via DPAS and C6.1 references utilization via OLVIMS – which is correct?
A. Both are correct: OLVIMS is actually OLVIMS-Dispatch the program used for
Vehicle Operations. DPAS is used for Vehicle Maintenance.
9. Reference PWS paragraphs C8 and C9. As Deployment Operations and Base Exercises are part of the FFP, please provide an estimated number of hours by job classification as well as workload that would represent what is necessary to operate these functions.
A. Workload is included in C-TE-2b, Tab D, D4.1Deployment support and D-TE-2
Workload.
10. Reference PWS C-TE-2a. Does the $11,146.00 per month in parts cost represent preventative maintenance or reimbursable parts?
A. The estimated cost is for all parts.
11. Reference PWS C-TE-2b, Vehicle Servicing. With only 23 GSA vehicles shown in the PWS, please clarify how there can be 172 support vehicle servicing trips taking 495 hours per month?
A. Vehicle Servicing, Total Support is an average of 2068 on C-TE-2b, with an average
5935 hours and 29 minutes per 12 month period. Vehicle Servicing is for the entire Vehicle Operations fleet not only GSA assets.
12. C1.1 Hours of Operation – Vehicle Operation service hours are 0700-1600, M-F to include UTAs and Cargo Pick-up and Delivery falls under Vehicle Operations. TAB B service hours are 0700-0000hrs. Who will be responsible for providing Pick-Up & Delivery service after normal hours of operation for Vehicle Operations?

365 to include Holidays 0700 - 2300 Aircrew Support

A. Tab C is responsible for setting Pick-up and Delivery scheduled sweeps and Priority
Deliveries M – F, 0700 – 1600. Tab B will be responsible for only Priority deliveries after normal hours of operation; all other non-priority will be delivered at the next scheduled sweep, M – F, 0700 – 1600.
13. A12.2 Training Augmentees. The KTR shall make facilities, GFE tools, and equipment available and perform training of Air Force Reserve members. Certification of training shall be IAW AFI 36-2201, and AFIND 8 (AF Index), Index of Command Job Qualification Standards (CJQS), Qualification Training Packages (QTP), and
Instructional Programs. The KTR shall allow qualified Air Force Reserve members to train and certify other reserve members for a given training requirement within the KTR designated facility.
C2.3.2 AF Reservist Training. The KTR shall provide training after the request has been validated by the AO and Contracting Officer (CO). Instructions for requesting training by the reservists is provided in paragraph A12.5. The KTR shall provide training specific to Vehicle Operations/Management training to reservists (2T1/2T3/21R) using AF procedures IAW AFI 24-301 and AFI 24-302, and all other guidance outlined in the Career Field Education and Training Plan (CFETP). The KTR shall document, as the trainer, all training provided to reservists in the applicable electronic training program and the government will certify the task.
The KTR shall provide access to RGFP, supply equipment, and facilities to the reservists.
AF Reservist Training – When training is requested during scheduled Unit Training Assembly, all facilities are available, and qualified Reserve Personnel are available to conduct training themselves, what training is the contractor obligated to provide?
A. Items listed in the 2T1/2T3/21R CFETPs that is requested by the Reserve Personnel.
14. C2.7 Aircrew Support. The KTR will support home-station and transient aircrew transportation requirements IAW AFI 24-301. Ensures timely execution and effective use of ground transportation services to include aircrew support in support of home-station missions, contingencies, and combat service support operations. The KTR will use the OLVIMS-Dispatch Module to collect, monitor, store, and process all aircrew support.
C2.7.1 Aircrew Members. The KTR shall transport flight crew members and their gear to and from March Air Reserve Base flight line to on-base and off base locations. On base locations include but are not limited to base armory, billeting, various squadrons, maintenance, motor pool and dining facilities. Off-base locations include hotels and restaurants no further than five miles from March ARB (for official business only).
C2.7 Aircrew Support – Will new vehicle authorizations and assets be added to Master Vehicle Report that will be used specifically in support of Aircrew Support? If so, what type and quantity? C2.7.1 What will the policy be if billeting and local hotels are booked up within the 5-mile radius of March and support is requested?
A. C2.7: No, there will not be new vehicle authorizations. Current UDI fleet will be utilized for Aircrew Support.
C2.7.1: Tab C Manager will coordinate with COR/AO; intent is not to limit the KTR but to keep support to a local area.
15. C5.1 Parts. The KTR shall account for all parts by entering data into DPAS. The KTR shall ensure accountability of all parts waiting to be installed or still on-order, update parts locations and associated data elements IAW applicable DPAS M&U and Warehouse Playbooks and 441 VSCOS guidance.
C6.2.2 Materiel Control. The KTR will ensure that parts acquisitions, consumable replenishments and tool issuing/tracking are maintained in the Warehouse module in DPAS.
C5.1/C6.2.2 Materiel Control/Parts – Will the government provide training for the new Warehouse Module of DPAS?
A. Yes, DPAS Warehouse training is in the preliminary stage right now.
Warehouse Module is designed to control, account, and acquire tools and parts, as well as order them; will there be government tools and equipment provided and will they need to be accounted for in DPAS?
A. Yes for tools; equipment items are still accounted for in the ILSS program R-14/CA-
CRL (possible transfer to DPAS at a later date).
Will Ktr be required to acquire parts through the module?
A. No To what extent will the Ktr be required to use the Warehouse Module if not required to operate as an Active Duty/Reserve ran facility?
A. Track tools and parts/parts ordering (not through supply), deferred parts tracking, work order residue, retrieve inquires. Part of the training VSCOS will be giving will be helping the contractors set up their Warehouse module in DPAS.
16. C-TE2a Vehicle Maintenance Workload – What are the estimated work orders and man hours projected for the Fire Truck/Refueling Maintenance Shop?
A. Fire Truck maintenance is included in the Special Purpose Equipment figures within
C-TE-2a. Refueling maintenance is included in the Special Purpose Equipment figures within A-TE-4b1.

17. C-TE-2d Vehicle Master List – The master list does not reference a truck wrecker for vehicle recovery nor does it reference any R11, R12, or C300 1200-Gal truck. Will these be provided by the government?
A. C-TE-2d3 is a list of assets that will be assigned to Wing users. The assets you are referring to are listed in A-TE-4b/RGFP listing.
Will any government vehicles be provided for KTR support?
A. Yes, please see A-TE-4b/RGFP listing.

18. Please provide workload breakout for Aircrew support for after normal hours 1600-2300 M-F, and workload for Sat-Sun/Holidays for Aircrew support. Offerors other than the incumbent do not have an idea what the workload to be supported is for those days/hours.
Is there a minimum staffing number for after normal hours support for Tab C Aircrew Support?
Answer: Workload data has been provided for aircrew support. Estimated hours worked outside of core hours will be provided in amended PWS.
