TAB F
1. Reference PWS Paragraph F1. We see the addition of Real Property Similar Equipment (RPSE) to this TAB. After researching this new addition to a BOS PWS, we find that this is defined as “RPSE (Real Property Similar Equipment), and is non-RPIE structures and equipment that is deployed or permanently assigned to an installation as facility substitutes that support the installation mission. RPSE is not accounted for as real property (so it is not a CE responsibility). At home station, the owning unit is responsible for accountability, maintenance, and operation of RPSE. In deployed locations, CE may assist with maintenance of RPSE assets when required to meet mission needs. Please clarify the equipment that falls under this heading as well as the KTRs responsibility regarding this as it seems like the owning unit has the full responsibility.
ANSWER: Real Property Similar Equipment (RPSE) is defined in AFI 32-9005 as Equipment that can be repaired by the BCE if resources are available and owning unit reimburses costs. The scope of this PWS for RPSE is that if there is a work load estimate listed in the PWS then preventative maintenance actions are required. If not estimates are listed then the contractor should be prepared to repair the equipment as a work order. In the referenced AFI for reimbursement, it is referring to reimbursement between government agencies, not between contractor and government.
2. Reference PWS Paragraph F5.3.1.4. The paragraph directs the use of a calibrated meter for checking for the presence of gasoline, oil, noxious or explosive gases. While according to the PWS, the Government is not providing any TAB F equipment whatsoever to the KTR, please identify which gases are specifically checked for so that the proper meter can be purchased.
ANSWER: The gases listed in the paragraph are some general types typically associated with manholes. We rely on the contractor experience in the maintenance of this type work to have the technical knowledge to know the meter needed to conduct this kind of inspection.
3. Reference PWS Paragraph F5.3.1.5. Isn’t the clearing of all debris, trash, leaves, branches, vegetation, and other obstructions from all base water outfall and infall grates, catch basins and openings monthly the responsibility of the Grounds Contractor?
ANSWER: No, this is included in this PWS and is focused on the structure such as piping, concrete structures, grates, etc. up to ten feet from any surface. The grounds is focused on clean up associated with grass cutting.
4. Reference PWS Paragraph F5.3.2.1.1 and F5.3.2.1.3. Aren’t both of these items the responsibility of Grounds Maintenance Contractor, just as they are at other AFRC locations?
ANSWER: The PWS will be amended as follows:

F5.3.2.1.1 Irrigation: The KTR shall maintain, install and replace, set timers, adjust, and repair existing lawn irrigation systems during the growing season.
F5.3.2.1.2 Operation of Irrigation Systems: RESERVED.
F5.3.2.1.3 Maintenance of Irrigation Systems: The KTR shall install or replace the system timers. The Grounds Maintenance contractor maintains the system itself.
Changed to:

F5.3.2.1.2 Operation of Irrigation Systems: RESERVED.
F5.3.2.1.3 Maintenance of Irrigation Systems: The KTR shall install or replace the irrigation system timers. The Grounds Maintenance contractor maintains the system itself.
5. Reference PWS Paragraph F5.3.2.3. Please provide a copy of the current Integrated
Pest Management Program.
ANSWER: Integrated Pest Management Program will be uploaded to FBO.
6. Reference PWS Paragraph F5.3.2.3.1 and F-TE-2f. Please confirm that there are only three buildings on the installation that receive every other week and monthly inspections and treatment as part of the FFP.
ANSWER: The table listed in F-TE-2f is accurate for FFP.
7. Reference PWS Paragraph F5.3.2.7. The paragraph states that the KTR, among other things, must maintain the CP Testing equipment. While we don’t see this listed anywhere, is this something that the Government will be providing?
ANSWER: The scope of this PWS is for the contractor to perform the cathodic protection defined in the AF-PMTL listed and CP inventoried in F-TE-6 PM (preventative maintenance) Program Inventory. All PM and associated tooling, tools, gages, etc required to conduct the PM are to be FFP.
8. Reference PWS Paragraph F5.3.3.1 and F53.3.1.2. Please provide which test frequency
(i.e. annual, 2-year, 5-year) is currently due for all systems as the current PWS and workload do not reflect that.
ANSWER: The cycle start time begins with this new contract, so annual will be done the first year, the 2 year will be required in year 2 of the contract, and the 5 year will be due in the 5th year.
9. Reference PWS Paragraph F5.3.3.6. This paragraph only states that the KTR will manage and direct the maintenance of the ventilation system and associated components. Is this work performed by an outside contractor?
ANSWER: No. This work is part of the PWS. Workload Estimates in F-TE-6 have been updated. PWS Paragraph F5.3.3.6 will be revised as follows:
F5.3.3.6 Indoor Small Arms Firing Range: The KTR shall perform all recurring maintenance, test and inspections IAW all state and federal regulations, F-TE-6, MAS #18G(b), MAS #18K, MAS #18L, MAS #44 and manufacturer’s recommendations. All repairs will be ordered under the applicable Service Call CLIN of the contract. Note: The following MAS sheets: MAS #18G (b), MAS #18K, and MAS #44; this equipment being maintained and serviced will have lead contaminates from the Indoor Range firing bay areas.
10. Reference PWS Paragraph F-TE-3, F13. This item references PWS paragraph F5.3.1.1 which discusses cranes, hoist and other weight handling equipment however, the table found in F-TE-6 titled Cranes and Hoists does not differentiate between the two.
ANSWER: F-TE-6 has been amended to add information for Cranes and Hoists.
11. Reference PWS Paragraph FTE-3, F48 and F49 and F5.3.2.5. These two items identify reports that reference PWS paragraph F5.3.2.5 however, this paragraph doesn’t reference leak detection equipment. Please clarify.
ANSWER: PWS paragraphs are not all inclusive and contractors should refer to F-TE- 6 which identifies PM (preventative maintenance) Program Inventory and identifies a work load associated with a PM. Any tools, gages, etc required to perform the PM are considered FFP.
12. Reference F-TE-6. If PMs are to be performed IAW AF PMTLs, we respectfully request that those numbers be provided for all equipment inventory groups to allow proper staffing.

13. Reference F-TE-7. Please provide copies of all of the maps listed in this section.
ANSWER: Maps will be uploaded to FBO
14. REF. F5.3.1.2 Pavement Sweeping - The KTR shall check all Air Force-owned airfield pavements (runway, taxiways, ramps and aprons) daily for FOD and shall sweep 20% of the airfield pavement each day. The KTR shall arrange his daily sweeping so that all airfield pavements are swept no less than once a month. All aircraft parking mooring points and static ground points shall be clean and free of FOD. The KTR shall document each area swept daily throughout the month. Additional airfield pavement sweeping requirements, above the 20% each day, will be ordered under the applicable Service Call CLIN of the contract. The KTR shall sweep all roads and parking lots a minimum of one time per month. The KTR shall document each area swept daily throughout the month. After sweeping, pavements and curbs shall be free of dirt, debris, and foreign matter.
“The KTR shall check all Airforce owned Airfield Pavements (Runway, Taxi Ways, Ramp, and Aprons) daily for FOD, and all aircraft parking, mooring points and static ground point shall be free and cleaned of FOD.” Will this be FFP?
ANSWER: Yes – FFP – IAW paragraph - F5.3.1.2 Pavement Sweeping – “The KTR shall check all Air Force-owned airfield pavements (runway, taxiways, ramps and aprons) daily for FOD and shall sweep 20% of the airfield pavement each day.”
The standard is – “All aircraft parking mooring points and static ground points shall be clean and free of FOD.”
15. REF. F5.3.1.3 Pavements - Repair, maintain, modify, and inspect paved areas including streets, airfields, walkways, parking lots, driveways, fire lanes/breaks, storage areas, and other similar surfaces. Ensure the airfield and its adjoining assets are always capable of supporting mission aircraft, including transient aircraft, unless previously approved by airfield management or other governmental agencies. Maintain, inspect, modify, and repair other road surfaces, guard rails, curbs, gutters, ditches, fences, and culverts. Maintain, inspect, repair, and clean storm drains and associated components to include for example, but not limited to: swales and outfalls. Construct, repair, maintain, and inspect fences. Submit required documents to the Real Property Manager for update of official records, upon completion of work. Perform operator maintenance on equipment. All repairs will be ordered under the applicable Service Call CLIN of the contract.
Clarification on the term “modify” should this fall under Modernization & Revitalization work?
ANSWER: No.
16. REF. F5.3.2.5 Liquid Fuels Systems - Maintain, repair, modify, and operate CE and Defense Logistics Agency fuels systems, real property, accountable RPIE, and associated non-RPIE items to include for example, but not limited to: liquid fuel systems, tanks, valves, pumps, pipelines, military service stations, fill-stands, Programmable Logic Control (PLC), fire training area (“fire pit”), and other system components IAW UFC 3-460-03. Several AST and USTs are DLA capitalized tanks and the annual inspection is performed by a separate DLA contract. These tanks are annotated in F-TE-6, F5.3.2.5 Liquid Fuels: Above/Underground Storage Tank.
The KTR shall participate/observe these inspections to ensure continuity.
In regard to Above/ Underground Storage Tank define the level of “participation” before its consider a Service Call CLIN?
ANSWER: All Liquid Fuel System inspections are FFP.
17. Reference Tab F, Technical Exhibit FE-TE-8, AF PMTLs:
This section was not included in the RFP. Will the government please provide?
Answer: Listing of the PMTLs will be provided in Amendment.

Some items listed in F-TE-6 above are categorized as Preventive Maintenance and fall under CLIN 0004 RPM. However, in recent similar BOS solicitations (e.g. Homestead ARB and Grissom ARB), the same items have been fallen under CLIN 0007 RPS.
Answer: This solicitation is a standalone and the contractor should not rely on other BOS solicitations. The definitions, workload, etc are defined in this solicitation.
a. Will the government please clarify how to distinguish (and separately identify FTEs) between RPM and RPS resources?
Answer: Refer to the Definitions of RPM/RPS to distinguish what is RPS/RPM.
b. What is the correct CLIN to capture the human resource cost for this Preventive Maintenance work?
Answer: In this PWS all workload was captured in one area under F-TE-6. Refer to the Definitions of RPM/RPS and the PWS for distinguishing which CLIN to capture the cost.
19. Will the USG provide a copy of the Pesticide Management Program for March Air Reserve Base, Riverside, California, January 2010 or the most current version of this document to offerors?
Answer: Pest Management Plan will be posted to FBO.
20. Will the USG provide the maps listed on Attachment1f_March_PWS_Tab_8_March_2018, F-TE-7, Maps to offerors?
Answer: Maps will be posted to FBO
Should offerors assume that the certifications for the State of California are required for the Special Training, Certification, and Licensing Requirements that are listed in F-TE-
9 of Attachment 1f_March_PWS_Tab_8_March_2018 or is any state certification acceptable?
Answer: State of California requirements are required.
