TAB D
1. Reference PWS paragraphs D2.7.1 and D2.9. Paragraph 2.7 states that the KTR shall not off load explosives and munitions, but shall notify 452 AMW Traffic Management Office for offloading however, 2.9 states that the KTR should provide offload assistance. Please clarify.
A. The Ktr will not offload explosives and munitions shipments upon arrival at the general cargo location. The Ktr will notify the 452 AMW and will only provide assistance as required by maintenance personnel with the off load.
2. Reference PWS paragraphs D2.9 and D2.9.1. Paragraph 2.9 covers virtually the same activities as D2.7.1 (Offloading) and D2.9.1 is not a sub paragraph of Loading (D2.9) as it references customer pick-up of material. Please clarify what these paragraphs are trying to say.
A. PWS will be amended to remove paragraph D2.9.
3. Reference PWS paragraphs D2.16.1 and D2.17.1. The referenced paragraphs state either “special cargo (explosives)” or “receive and process explosives shipments”.
Paragraph D2.7.1 states “The KTR shall not off load explosives and munitions, but shall notify 452 AMW Traffic Management Office for offloading”. Please clarify how the KTR is to handle explosives and/or munitions.
A. D2.16.1 and D2.17.1 are for outbound cargo and off load does not pertain to outbound cargo. The Ktr can provide services for outbound explosives and munitions.
4. Reference PWS paragraph D3.3. Will the referenced “after hours support” be reimbursed as Over and Above as it requires AO/CO approval?
A. No all requirements are included in the Firm Fixed Price. Workload estimates include all work to be performed.
5. Reference PWS paragraph D4.1. In order to account for this potential expense, please provide annual estimated classifications and hours for proper pricing.
A. D4.1 Exercises and Deployments are included in the Firm Fixed Price.
6. Reference PWS paragraph D4.5 and Attachment 9. As far as TAB D is concerned, Attachment 9 only reflects a Baggage Scale and a Scale indicator. Please identify any scale by make and model that is impacted by this PWS paragraph.
A. All scales have been identified in Attachment 9.
7. Reference PWS D-TE-2. There are 2 lines in the workload table that reflect explosives work. Is that truly the KTRs responsibility, based on statements to the contrary in the body of the PWS?
A. The Ktr is responsible for all workload including explosives and munitions shipments.
8. Reference PWS D-TE-2. While the Deployment/Exercise Operations Workload provides # of passengers and cargo weight, please provide the average number of occurrences that result in these quantities.
A. The number of Deployments supported by CMOS is listed in D-TE-2, however the number of exercises is determined by the Wing IGI depending on the OPS- Tempo.
