DEPARTMENT OF THE AIR FORCE

7TH CONTRACTING SQUADRON

DYESS AIR FORCE BASE TEXAS

Agile Combat Power

29 June 2015

MEMORANDUM FOR POTENTIAL OFFERORS

FROM: 7 CONS/LGCA

381 Third Street, Bldg 7238 Dyess, AFB 79602

SUBJECT: Multiple Award Construction Contract (MACC) Dyess AFB Questions

1. Responses to questions submitted via RFI for FA4661-15-R-0002 are as follows:

a. Question: SOLICITATION, OFFER and AWARD, Lines 12A and 18 requires Payment and Performance Bond. Bid Schedule of Items, dated June 16, 2015 has no reference to a BID BOND. Is BID BOND required for the Sample Project? If required, where in the proposal should it be inserted?

Answer: Please refer to Section 13B of the solicitation, which states that an offer guarantee is required.

This should be included in Volume III.

b. Question: In the questions and answers (m) it mentions $10M single and $100M aggregate on bonding capability. $100M is pretty aggressive for small business set aside even with joint venture.

With four contractors bidding task orders for five years the likelihood being awarded all $100M is pretty slim and the strict requirement will exclude many very competent small businesses or SDVOSB. Is there a way to split maximum or divide it out by four contractors for five years? Answer: Offerors are only to provide bid bonds for the magnitude of the Sample Project and have the capability to bond up to $10M.

If awarded a MACC contract, offerors will have to provide bonding for the total dollar amount of all projects as they are awarded new Task Orders.

c. Question: In Amendment 0001 the sample projects is listed to have a contract amount between $1,000,000.00 and $5,000,000.00. What percentage or dollar value is the bid bond required to cover?

Answer: The Contracting Officer has determined that the bid guarantee should be for $3M. Per FAR 28- 101-2 (b), the Contracting Officerdetermines the amount of the bid gaurantee with the condition that it is at least 20 percent of the bid, but does not exceed $3M.

d. Question: In Amendment 0001 under 1.2 Eligibility it states ONLY LEGALLY BINDING JOINT

VENTURES ESTABLISHED BEFORE THE DUE DATE OF PROPOSALS WILL BE CONSIDERED.

Does the JV have to be approved by the SBA prior to the proposal submission deadline? Answer: Yes, all joint ventures must be legally established and approved by the SBA at the time of proposal.

e. Question: Does the DDC controllers mount at the FCU's or do all points go back to a main panel?

Is there a separate DDC system per floor, as a whole building? Answer: M-801: DDC controllers, all points shall go back to a control panel for each floor of the buildings. The 3 floors shall then be tied to a main controller in the first floor mechanical room. All DDC controls are monitored in Building 8007 located at 726 Third Street.

f. Question: Please confirm all 3 base bid items would be awarded if the sample project is funded and they are not to be bid as stand-alone items. Answer: Yes, if funded, the sample project will include all three CLINs. Items will be evaluated collectively for total price.

g. Question: Please define the scope break out for the 3 base bid items. Is the site work to be included in the central plant and buildings 7232 and 7233 scope stops at 5’ out? Answer: Yes, site work is to be included in the central plant (Bldg 7223) and buildings 7232 and 7233 scope stops at 5’ away from the buildings.

h. Question: Plan sheet G-001 Sequence 3, General Comment B, states “Contractor shall submit detailed schedule to contracting officer on a weekly basis.” This is not a typical requirement and adds considerable cost to the bid. Please confirm weekly schedule updates will be required. Answer: Yes, please perform all work in accordance with the drawings and specifications provided.

i. Question: Plan sheet G-001, General Comment C, states “Building may remain occupied during construction (except for actual room of work)…” From this, we understand that the owner will be vacating all rooms in each construction phase (similar to phasing plan shown on the same sheet: SE Quadrant of Bldg all floors-Phase 2, NE Quadrant of Bldg all floors-Phase 3, NW Quadrant of bldg all floors-Phase 4, SW Quadrant of Bldg all floors-Phase 5). If this is not a correct understanding, please clarify otherwise by amendment. Answer: G-001, Note C: Building will remain occupied throughout the construction process. The occupants will vacate multi-room sections on all three floors identified by Phases. This method was chosen to allow new piping to be placed in attic and rooms worked sequentially east to west. Existing rooms can stay connected to underground piping or have other temporary HVAC until final changeover. The contractor shall coordinate all work with the building occupants.

j. Question: Plan sheet G-001, General Sequence Note 1 indicates that “Construction shall be performed on one building (7232 or 7233) at a time.” Phase 1 work identified on G-001 includes work which would not affect the existing heating and cooling of the 2nd office building’s occupants such as work on the new exterior pipe chase and new Piping in the attic. Request that work on these select items for the 2nd office building be allowed to start prior to the first office building finishing. Answer: Upon award of the Sample project, the contractor will submit a progress schedule to the Government for approval. Requests to adjust the schedule or work phasing can be made at that time.

k. Question: Will phase 2 areas of each office building be provided simultaneously with phase 1 (attic areas) in each building? Or will owner occupy phase 2 areas until just prior to phase 1 attic piping is completed? Answer: Please refer to the Answer to Question 'j' located within this document.

l. Question: Please confirm the owner will limit all of phase 2 thru 5 areas to a 1 week owner move out each. Answer: Please refer to the Answer to Question 'j' located within this document.

m. Question: Keyed note 1 on New HVAC Plans including MH-101, MH-102, and MH-103 state “Provide 4-Pipe vertical fan coil unit. Mount unit on existing FCU base.” Detail 4 on M-501 indicates “Mount unit on 6” tall FCU base. Base to match width and depth of FCU.” If new FCU base is required, please clarify to all. Answer: Yes, a new base is required. 230923, 2.4, A, 1: Change “Bldg 5270” to “Bldg 8007”.

n. Question: General note 7 on G-000 states “Replace all carpet that is stained or soiled beyond cleaning of all trace of construction damage with new similar carpet.” We understand that cleaning or replacement of carpet is limited to carpet that is dirtied or damaged by the scope of this work. Answer:

Yes, that is correct.

o. Question: Fire Alarm note A on plan sheet F-001 states “Provide minor additions and modifications to the existing fire detection and alarm system in the building as indicated on the drawings.” However, General note C on F-101and F-102 states “All devices and components shown on plans are existing to remain unless noted otherwise.” We assume General Note C on F-101 and F-102 is correct and all fire alarm is existing to remain. If there is any modification or new fire alarm/detection work required, please clarify what they are by amendment so this work can be priced. Answer: F-001, Sequence 44 (Bldg 7233), General note L: Change the following text “strobes, speaker/strobes” and “Fire/alarm strobes” to “horn/strobes”.

p. Question: Where will the user’s existing furniture be placed while the building undergoes construction? Will storage be provided by the Owner? Will it be relocated to another facility? Answer:

G-000, General Note 7: Contractor shall provide Bigelow, New Basics 28 BC123, tufted, or equal.

Color to be site verified and may differ between offices, phases, floors, and buildings. Contractor shall assume the existing furniture will remain in the building, but must be protected if in the work area.

q. Question: Are there any areas of the buildings considered to have confined space entry? If so where are these areas located? Answer: The Government is unaware of any areas considered to have confined space entry at this time.

r. Question: The General Notes Item 14 requires ACM pricing to be submitted. Where in the bid schedule is this price to be included? Will there be a separate line item for this price? Answer: G-000, General Note 14: A separate price proposal for ACM is not required. General contractor shall include all removal of ACM in their base bid pricing for each facility.

s. Question: What is the exterior finish on the roof drain enclosures? Answer: Painted finish covered in Drawings and Specifications.

t. Question: For those existing walls which look to have wallpaper, what finish will the reconstruct wall need to have? Answer: Contractor shall provide textured and painted drywall.

u. Question: Will the dorms be occupied during the duration of the work? Answer: Refer to drawings and specifications.

v. Question: Will there be onsite storage space and designated area for construction crew parking?

Answer: Yes, both will be provided. Specifics of these items will be discussed at the Pre-Construction Conference with offerors who are awarded a MACC contract.

w. Question: Who currently has the contract for the HVAC controls at Dyess AFB? Answer:

230923: Numerous control contractors currently work on base, we do not have a single source.

x. Question: Who will be responsible for storing or relocating the User’s existing furniture prior to and after completion of the seed project? Answer: G-000, General Note 7: Contractor shall provide Bigelow, New Basics 28 BC123, tufted, or equal. Color to be site verified and may differ between offices, phases, floors, and buildings. Contractor shall assume the existing furniture will remain in the building, but must be protected if in the work area.

ao. Question: The specifications call for EMT to be used in the pathways for fire alarm wiring, however, the existing system is already encased in an aluminum chaseway, with no connections for the EMT. Please clarify if the system is to be re-wired utilizing EMT, or slightly modified as noted elsewhere in the plans. Answer: 283111, B, C: The use of the existing anodized aluminum wireways is allowed. Use 3/4" minimum EMT conduit (painted to match adjacent surfaces) for other areas not served by existing aluminum wireways, or where the existing aluminum wireway has insufficient capacity.

ap. Question: General Note C states, "Building may remain occupied during construction (except for actual room of work)". General Scope Note 2 on G-000 states, "Building is to remain occupied during construction, states, " ... portions of these buildings will remain occupied during construction." First, please confirm the Air Force will vacate each room while work is being performed. Second, will the Air Force vacate each Phase while work is being performed? Answer: G-001, Note C: Building will remain occupied throughout the construction process. The occupants will vacate multi-room sections on all three floors identified by Phases. This method was chosen to allow new piping to be placed in attic and rooms worked sequentially east to west. Existing rooms can stay connected to underground piping or have other temporary HVAC until final changeover. The contractor shall coordinate all work with the building occupants.

as. Question: Is it the Government's intent to have the contractor abate carpet mastic in each building? Quantities were not provided, and Note Bon A-001 states, "Do not scale the drawings for construction purposes." Please provide quantities for bid purposes. Answer: Asbestos reports are provided for contractor information. Areas containing asbestos shall not be disturbed except by qualified individuals. Refer to Section 00 01 04, Part 9. The intent of the project is to provide matching carpet, base, and interior finishes in areas identified on the drawings where existing HVAC units are removed;

not an entire building carpet replacement.

at. Question: Please provide contact information for the company currently providing controls for buildings 7232 and 7233. Answer: 230923: Numerous control contractors currently work on base; we do not have a sole-source.

The “white surface bonding cement” on all ceilings was not tested for asbestos.

az. Question: This question is related to Question/ Answer ae. If "total price" determines whether or not an offeror's proposal is evaluated (assuming the offeror's total price is among the five lowest-priced proposals), is there an evaluation process in place to eliminate pricing proposals that are unrealistically low? In other words, what process will prevent an offeror from submitting an unrealistically low pricing proposal just to insure its proposal is evaluated for technical acceptability? Answer: Please refer to the DoD Source Selection procedures for information on proposal evaluation. Further information on unbalanced pricing can be found in FAR 15.404.

ba. Question: The Bid Schedule published on 06/23/2015 makes no provision for "downtime" yet the Special Conditions address it. For bid purposes, should we assume that "downtime" is not applicable? Answer: 000102, 3.1: Downtime will not be a bid item for the sample project, but may apply to future Task Orders. Each Task order will have its own Bid Schedule that will include downtime if determined necessary.

bb. Question: Subject reference requires the Contractor to install fences to isolate construction sites when instructed by the Contracting Officer. Will the Contractor be required to install perimeter fencing around the sample project? Answer: Amendment 0001, F-8(b): Construction fencing shall be installed where there is a fall hazard into an open unworked trench/pit or to protect building occupants outside the building from falling hazards above.
