About this file
This is a Questions and Answers document for federal contract opportunity FA462526Q1062, dated 26 August 2026, concerning FY27 Airfield Pavement IDIQ for Mill & Overlay work on Taxiway Golf.
The document addresses contractor inquiries regarding specification requirements, past performance project eligibility, submission formatting, and material selection. For asphalt/flexible pavement specifications, contractors should reference UFC 3-270-01 and UFGS 32 12 15.13 specifications available on the WBDG website, along with Missouri Standard Specifications for Highway Construction Division 400 from the MO Department of Transportation website. Regarding past performance, IDIQ projects and task orders are acceptable; however, if an IDIQ is listed as one of three required past performance projects, individual orders from that same IDIQ cannot be counted as separate projects. The Government requires the Bid Schedule workbook to be submitted in Excel format, not PDF. For material specifications, PG 64 asphalt binder is acceptable as an alternative to the originally specified PG76-28 due to local availability near the Base. The document establishes a clear order of precedence: UFGS and UFC specifications serve as the mandatory baseline for all requirements, with Missouri Department of Transportation standards used only as supplementary specifications when specific situations or requirements are not covered within the federal specifications.

FA462526Q1062 Questions and Answers 26 August 2026
FY27 Airfield Pavement IDIQ – Mill & Overlay Taxiway Golf
Q. We reviewed Attachment 4 (TSPWG M 3-250-04.97-05). This attachment provides requirements for concrete/rigid airfield pavement, including aggregate grading and nominal aggregate sizes of 1.5 inches, 1.0 inch, and 0.75 inch, but we have not located the applicable asphalt/flexible pavement specifications within this attachment. Could you please identify the applicable specification section/attachment for the asphalt pavement work, or provide the applicable asphalt specifications?
a. UFC 3-270-01 and UFGS 32 12 15.13 specifications will be on the WBDG website (https://www.wbdg.org/), for Missouri Standard
Specifications for Highway Construction Division 400, you can find in the MO department of Transportation website (https://www.modot.org/missouri-standard-specifications-highway-construction).
Q. For the three past performance projects that are required. Can we utilize IDIQ projects? If so, can task orders be utilized as separate responses, or can the IDIQ it self only count as one project.
a. IDIQ projects and orders can be utilized. However, if an IDIQ is listed as one of the past performance projects, then an order from that same IDIQ cannot be used as another past performance project.
Q. Is the Government looking for the excel work book titled “Bid Schedule” to be completed in returned in excel format or should these be in .pdf format?
a. Excel is the required format to be submitted.
Q. You are asking for Superpave Mix PG76-28. I know in the past Capital only make a PG
64V-22 which is a similar MODOT mix but not the same. PG76-28 is a very very unique and rarely used mix for MODOT. Is Superpave Mix PG76-28 required or would PG 64V-
22 be acceptable?
a. PG 64 is acceptable. See chart below for additional detail.
Q. At first glance I saw the specs for the job calling out Superpave Mix PG 76-28 and then it says Missouri standard specs for highway construction division 400, so that is what I was going by. Today I also makes reference to UFGS 32 12 15.13 specs.
These two specs are at odds with one another on many, many different topics.
a. See chart below for the order of precedence.
