About this file

This document is an Access Procedures guideline for contractors working on construction projects at Whiteman Air Force Base (WAFB) under the 509th Civil Engineer Squadron (509 CES). The procedures outline mandatory policies for entry, identification, vehicle access, and security compliance for all contractor personnel.

Entry to WAFB is available through three public gates—Spirit (24/7), Arnold (Mon-Fri 0600-1800), and LeMay (Mon-Fri 0600-1800)—with project-specific vehicles larger than ½ ton required to use the LeMay Gate. All vehicle occupants must possess individual identification (ID card or visitor pass), and vehicles transporting equipment undergo extensive security inspections. Contractors must obtain Entry Authorization Lists (EALs) for personnel, which can take up to 12 business days to process. Three forms of identification grant base entry: Common Access Cards (CACs), Defense Biometric Identification System (DBIDS) cards (issued at the Visitor Control Center in Building 2027), or visitor passes valid for up to three days. Contractors working in restricted areas on the airfield (PL-1, PL-2, PL-3) or the Weapons Storage Area must be listed on restricted area EALs and accompanied by Government escorts provided by the 509th Bomb Wing or 509th Maintenance Squadron. Personnel may obtain unescorted access via a Restricted Area Badge (RAB) requiring Tier 1 security clearance, or an Airfield Driver's License through the 509th Operations Support Squadron. General requirements include compliance with seatbelt laws, prohibition of cell phone use while driving, speed limits (30 mph standard, 20 mph in housing areas), firearm declaration, prohibition of explosives and cannabis, and adherence to Force Protection Conditions—at FPCON Charlie, contractors are denied entry. Radiation-emitting devices require prior authorization from the Installation Radiation Safety Officer. Failure to comply with these access procedures may result in withholding of final payment.

1.1 Introduction

1.1.1 Contractors working on Whiteman Air Force Base (WAFB) must adhere to the policies and procedures in this document.

1.1.2 The 509th Civil Engineer Squadron (509 CES) has primary responsibility for administering this program. A designated project manager will assist contractors to complete the steps required to gain access to project areas on Whiteman AFB.

1.1.3 The following organizations may also provide assistance:

1.1.3.1 509th Contracting Squadron (509 CONS): 660-687-5436 or 660-687-5435.

1.1.3.2 509th Security Forces Squadron (509 SFS): 660-687-6914 or 660-687-

4254.

1.1.4 Failure to comply with these requirements may result in withholding of final payment.

1.2 Whiteman AFB Entry Locations

1.2.1 There are three public-entry gates on WAFB: Spirit, Arnold, and LeMay, as shown in Table 1.1. Hours of operation for each gate are listed in Table 1.1. The Arnold Gate and the LeMay Gate may intermittently be open on weekends that are designated duty days for National Guard members or Air Force Reservists.

Table 1.1. Hours of operation for WAFB entry gates.

Gate Days Hours

Spirit (West) 7 days per week 24 hours Arnold (North) Mon – Fri 0600 – 1800 LeMay (South) Mon – Fri 0600 – 1800

1.2.2 All occupants of a vehicle, including the driver and passengers, must have their own ID card or visitor pass.

1.2.3 Passenger vehicles, both personal and commercial, may enter through all gates.

1.2.4 Project-specific vehicles, including commercial vehicles larger than ½ ton in size, delivery trucks, vehicles pulling trailers, etc., must enter through the LeMay Gate.

1.2.5 Vehicle registration documents and proof of insurance, for both the vehicle and a trailer, must be present in the vehicle. In addition, the driver must possess a commercial driver’s license that is consistent with the type of vehicle.

1.2.6 Vehicle Inspections.

1.2.6.1 Security Forces personnel will perform an extensive inspection and search of each vehicle that is transporting equipment, materials, or supplies.

1.2.6.2 In addition to regular inspections of construction vehicles performed at the LeMay Gate, random vehicle inspections (RVI) are performed at all gates for passenger vehicles. Contractors must comply with RVI requirements and fully cooperate with 509 SFS personnel.

3.2.2 DBIDS cards and visitor passes are issued at the Visitor Control Center (VCC), Building 2027, which is adjacent to the Spirit Gate.

3.2.2.1 To receive a DBIDS card, a contractor must present two forms of personal identification. Approved forms of identification include: REAL ID compliant driver’s license, passport, social security card, and birth certificate.

3.2.2.2 To receive a visitor pass, contractors must present a valid identification card containing a current picture, such as a REAL ID compliant driver’s license or a passport.

3.2.3 For entry to WAFB, individuals with a DBIDS card or visitor pass must also show another form of identification, preferably a REAL ID compliant driver’s license.

3.2.4 CACs and DBIDS cards must be returned to the government when the individual no longer has a valid need for access to WAFB (i.e., he/she is an active employee for a contractor who has a current construction project).

3.2.5 The contractor shall obtain base identification and vehicle passes, if required, for all contractor personnel who make frequent visits to or perform work on the Department of the Air Force installation(s) cited in the contract. Contractor personnel are required to wear or prominently display installation identification badges or contractor-furnished, contractor identification badges while visiting or performing work on the installation.

3.2.6 During performance of the contract, the contractor shall be responsible for obtaining required identification for newly assigned personnel and for prompt return of credentials and vehicle passes for any employee who no longer requires access to the work site.

3.2.7 Upon completion or termination of the contract or expiration of the identification passes, the prime contractor shall ensure that all base identification passes issued to employees and subcontractor employees are returned to the issuing office.

3.3 Entry Authorization List

3.3.1 The Entry Authorization List (EAL) is the official register of contractor personnel who are authorized to enter and work on WAFB. EALs are issued for a designated length of time, which typically corresponds to specific work being accomplished, but not to exceed 365 days.

3.3.2 There are two distinct types of EALs: installation and restricted area. The process can take up to 12 business days and contractors must plan accordingly. To avoid delays in the application process, both applications should be submitted at the same time.

3.3.3 The contractor shall submit a written request on company letterhead to the Project Manager listing the following: contract number, location of work site, start and stop dates, and names of employees and subcontractor employees needing access to the base. The letter will also specify the individual(s) authorized to sign for a request for base identification credentials or vehicle passes. The Project Manager will endorse the request and forward it to the issuing base pass and registration office or Security Forces for processing. When reporting to the registration office, the authorized contractor individual(s) should provide a valid driver’s license, current vehicle registration, and valid vehicle insurance certificate to obtain a vehicle pass.

3.3.4 For entry to restricted areas, contractor personnel must be listed on a restricted area EAL and must be accompanied by an escort. Additional escort information is listed in section 4.0.

3.3.5 When a contractor’s employee no longer has a need to enter a restricted area, the contractor shall notify the 509 CES project manager immediately so that the corresponding EAL may be updated.

3.4 Restricted Area Badge

3.4.1 A restricted area badge (RAB) allows unescorted entry into some restricted areas.
