About this file
This document contains the initial site visit sign-in sheet and meeting minutes for the FY27 Airfield Pavement IDIQ contract for Mill & Overlay work on Taxiway Golf, dated August 10, 2026 at 1000 hours.
The meeting minutes establish key contractor requirements and clarifications for the seed project, estimated for completion in summer 2027 pending funds availability. Asphalt trucks may access the flightline through Gate 9 or the gate between buildings B1720 and B1721; however, for IDIQ bid schedule purposes, offerors must include pricing assuming trucks will use standard Entry Control Points (ECPs). A separate credit line item may be submitted for the seed project considering streamlined access. The contractor is not required to perform saw cutting along the western edge where asphalt abuts existing concrete. Any damage to on-base paint caused by truck access must be repainted by the contractor. Cleanup of tac coat and asphalt marks on adjacent concrete is restricted—sanding is prohibited due to Foreign Object Damage (FOD) hazard concerns. Paint markings must be restored to match pre-work conditions exactly, except the black paint border will not be repainted; yellow stripes must be Airfield stripes with reflective type III beads (Line Item 019).

Initial Site Visit Meeting Minutes FY27 Airfield Pavement IDIQ – Mill & Overlay Taxiway Golf
Date: 10 Aug 2026 Time: 1000
The following are the meeting minutes for the above Site Visit:
• Asphalt trucks for the seed project may enter the flightline through gate 9 and the gate in between B1720 and B1721, directly Southwest and west respectively of the site. For bid schedule purposes, offerors are directed to include pricing in the IDIQ assuming trucks will go through the ECPs for flightline access. For the seed project, offerors may include a separate credit line item considering the streamlined access for the site.
• The contractor is not required to perform saw cutting along the western edge of the seed project where asphalt abuts the existing concrete.
• The seed project is estimated to be completed in the summer of 2027. Pending funds availability.
• If trucks damage or obscure paint on-base when accessing the seed project site, the contractor will be required to re-paint affected areas.
• For cleanup of tac coat and asphalt marks, if it occurs, on the concrete west of the project site, sanding will not be allowed to be used as it will create a FOD hazard.
• Paint markings on the mill & overlay area are required to match exactly as they were prior to work; however, the black paint boarder will not be repainted. The yellow stripes will be Airfield stripes, reflective with type III beads (Line Item 019).
