About this file
This Statement of Work (SOW) details a roof replacement project for six temporary lodging facilities (TLFs) at Whiteman Air Force Base. The project involves comprehensive roof repairs for buildings B3001, B3003, B3201, B3203, B3205, and B3206, totaling approximately 27,882 square feet. The scope includes full removal and replacement of existing roofing systems, with more extensive work required for the older B3001 and B3003 buildings, which were constructed in 1959 and have significant roof deterioration.
Key project requirements include installing new rafters, sheathing, fascia, soffit, underlayment, ice and water shields, and impact-resistant shingles conforming to specific military standards. The contractor must provide a 25-year manufacturer's warranty and a 5-year workmanship warranty. The project will follow Unified Facilities Criteria (UFC) and Whiteman Air Force Base Installation Facilities Standards, with specific installation sequencing and material specifications. The project is managed by the 509th Civil Engineer Squadron (509 CES/CENMP) and is scheduled for completion in 2025.

1.0 Introduction
1.1 Description
Whiteman Air Force Base (WAFB) has six temporary lodging facilities (TLF)s. Buildings
B3001 and B3003 offer three attached carports and buildings B3201, B3203, B3205 and
B3206 do not offer carports but have a common parking area. The TLFs are predominately used to house military members and families during permanent change of station (PCS) moves. They offer extended stay hotel accommodations for military members and families who may not have housing during the in-processing or out-processing timeframes. The roofing on the TLFs is no longer functional and needs to be replaced. To continue to offer
TLFs to guests the current roofing will be removed and replaced with like-style roofing.
1.2 Location
The TLFs are located on the northwest side of Whiteman AFB, on Gray Street. Buildings
B3001 and B3003 are adjacent and B3201, B3203, B3205 and B3206 are adjacent.
1.3 Background
Buildings B3001 and B3003 were constructed in 1959 and have had multiple sections of shingles replaced over the years. Buildings B3201, B3203, B3205 and B3206 were built in the mid-1990’s and have undergone multiple shingle repairs as well. None of the six buildings have had their roofs replaced in full and have surpassed their life expectancy. Due to shingle failures over the years, the roof sheathing for B3001 and B3003 is deteriorated and no longer in usable condition. The sheathing and rafters on the three attached carports are also deteriorated and require replacement. The sheathing on buildings B3201, B3203, B3205, and B3206 will be replaced on an as needed basis, as these roofs have not sustained as much water damage as B3001 and B3003. The roofs on the TLFs are in critical condition and need to be replaced to allow for FSS to carry out their mission requirements.
1.4 Objective
The contractor shall provide all services, materials, supplies, labor, studies, management, travel, and other resources to provide a roof replacement of roughly 27,882 square feet on buildings B3001, B3003, B3201, B3203, B3205 and B3206.
2.0 Scope of Work
The roof replacement on the TLFs will include the removal and replacement of the existing roofing system down to and including the rafters, sheathing, fascia, soffit panels, and soffit of the three carports attached to buildings B3001 and B3003. In addition to the carports, the main roofing components on buildings B3001 and B3003 shall be removed and replaced down to and including the sheathing. The fascia and soffit on B3001 and B3003 and their corresponding carports shall be replaced to support the installation of new rain and ice shields. The existing roofing system on buildings B3201, B3203, B3205, and B3206 shall be removed and replaced down to but not including the sheathing. Up to 10% of the cumulative sheathing on these four facilities shall be replaced if the deterioration is extensive. All roof vents, piping boots, and flashings shall be removed and replaced with
2 | P a g e like-style products for buildings B3001, B3003, B3201, B3203, B3205, and B3206. All buildings and carports shall have ice and water shields installed at all gutter lines and valleys.
