About this file
This document is an Amendment (Amendment 05) to solicitation FA461325R0009 for Topside Cleaning at 15 Missile Alert Field (MAF) locations. The amendment introduces a new Federal Acquisition Regulation clause (52.223-2) requiring reporting of biobased product purchasing and addresses several contractor questions. Key clarifications include: verified square footage in Attachment 6 Cost Breakdown Rev2, confirmation that all work areas require escorts, strict facility access rules, and specific guidance on travel cost accounting and waste disposal.
The amendment provides critical operational details for potential contractors, such as: all 15 MAF locations have identical floor plans, cleaning crews must be escorted at all times, work is limited to strict facility hours, no trash disposal is permitted inside facilities, and any potential damage concerns during cleaning should be immediately reported to the facility manager. Travel costs must be integrated into unit pricing, and contractors have flexibility in scheduling and grouping location work, subject to escort and facility constraints.

FA461325R0009 Amendment 05
Topside Cleaning at 15 Missile Alert Field
Due to recent changes in the Federal Acquisition Regulation Part 23, two clauses are now required to inform service and construction contractors of the statutory requirement to give a purchasing preference to biobased products. Added clause below:
Clause 52.223-2 – Reporting of Biobased Products Under Service and Construction Contracts ((MAY 2024) (DEVIATION FEB 2025) (which requires reporting of biobased product purchasing in the System for Award Management)
Additional Questions Noted During Extension:
1. Review Attachment 6 Cost Breakdown 1 for accuracy of square footage.
- In this Amendment 05, a revised Attachment 6 Cost Breakdown Rev2 has been provided to provide verified square footage.
2. While the Map and floor plans were provided, there is NO square footage listed for each building.
- Each MAF is configured the same, therefore, the floor plans are the same. Attachment 6 Cost Breakdown Rev2 has unit pricing per performance elements multiplied by the square footage. The product of that pricing per MAF is then multiplied by 15 for the MAF locations.
3. Will ALL facets of the work require ESCORT ?
- Yes, MAFs are controlled areas. Escorts will be with the cleaning crew the entire time. Contractor will set the schedule/MAF location sequence (however many you think you want at each location, per day or could be multiple locations, multiple groups per day). It is all up to the contractor how to divide work and to economically bid to grouping locations (if needed/if possible). We will accommodate escorts for those days. MAFs have strict hours and contractor may not stay past those hours.
4. How to account of travel costs?
- Unit pricing should account for travel to the locations.
5. If we are not able to dispose of HAZARDOUS items onsite, will we be able to dispose of the general trash that may be generated?
- No trash may be disposed inside the MAFs. It has to be disposed of by the Contractor outside of the facility.
6. There is a clause regarding DAMAGES. Due to the age of the buildings and noted areas of tile in poor condition, it is not reasonable to state that a CONTRACTOR would be liable is old or missing grout is affected by aggressive and necessary cleaning methods.
- If the Contractor has concerns during cleaning, please address with the Facility Manager (will be provided at time of award) or the escort who can send the information up to 90th Contracting Squadron.
Each MAF has its own facility manager.
