Modular Firing Range
FA460-20-Q-0036
1. Q: RFP states no gas on site. Are we to bid assuming propane is available or full electric heating?
a. No gas will be available for the range to be connected to. Only electricity will be available. See updated section SOW section 6.2.2.
2. Q: Section 5.2 states open bay concept. Do you require the firing line to open and visible from the control room or all lanes the length of the Range to be completely open and visible from the control room?
a. The tower operator needs to be able to see all (14) shooters and Combat Arms
Instructors at the firing line. See updated section SOW section 5.2.
3. Q: Section 5.6 states that you would like overhead target system that are self-propelled.
Do you also require dimmable programmable lights and 360 degree turning targets per the UFC 4-13.2 option?
a. Yes, we would require dimmable/programmable lights and 360 degree turning targets. See the updated SOW section 5.6
4. Q: Section 5.7 states that you require shooting stalls. This requirement conflicts with section 5.2. Are shooting stall required or are you requesting a two piece swing type barricade per the AFACE Indoor Range design for small arms indoor ranges? Below is a picture for clarification.
a. The Government’s definition of open bay would be one tower operator with the ability to see all shooters in the loading area, yellow ready line, and at the red firing line. This definition of open bay concept does not prohibit the use/requirement of shooting stalls/barricades. The shooting stalls will ensure each shooter has their firing point and have a barricade system provided at each firing point. See updated section SOW section 5.2.
5. Q: UFC 4-179-02, page 48, paragraph 4-22.1 provides dispensation from the main body of the UFC for relocatable range. Please confirm this is not a relocatable range?
a. The range is modular, meaning that it is a temporary facility. It is not the
Government’s intent to move this range at any time after installation. This range does not need to be relocatable.
6. Please confirm the 14 lanes must be 5ft width, plus space between the outside lanes and range walls (per UFC 4-179-02 – Small Arms Ranges para 2.4.1) for a required interior width of 70+ ft.
a. Confirmed, 5’ per lane plus space on outside IAW UFC 4-179-02 item 2-4.1
7. Please confirm that the limitation of 150ft (L) x 100ft (W) applies to the entire MFR, including any supporting structures or concrete pads/slabs.
a. Confirmed, 150x100 is the desired maximum site footprint including all supporting equipment, pads, dust filtration units, and lead collection units. See the updated SOW section 6.2.1.
8. Please confirm that; ‘The MFR shall be an “open-bay” concept, with all 14 lanes visible from one range control booth. The Contractor shall not provide a design with Multiple
Bays (UFC 4-179-02 Section 4-9)’ means that there can be no walls or posts separating firing lanes located anywhere between the control room (behind the firing line) and the bullet trap
a. Confirmed, control booth must have uninterrupted line of sight from firing line to bullet trap UFC 4-179-02 item 4-3.1.2. See updated section SOW section 5.2.
9. Please confirm that the “open-bay” concept also includes the bullet trap must be a continuous open design from the toe of trap to the throat (mouth of deceleration chamber) with no bulkheads, partitions, or joint plates separating shooting lanes.
a. Clarification: bullet trap may have replaceable knife edged sides aligned with lanes and rated for ammunition. UFC 4-179-02 item 4-22.1 bullet point 6. See updated section SOW section 5.11.
10. Please confirm if the barricades referenced in SOW paragraph 5.4 are required to comply with UFC 4-179-02, Section 2-4.2 (‘Position Numbering’) and UFC 4-179-02 Section
4-14 (‘SHOOTING STALLS’). Or if the referenced barricades must comply with UFC 4-
179-02 Section 2.4.3 for cross shaped ‘Position Barricades’ wooden firing line barricades .
a. Firing Range would need to comply with UFC 4-179-02, paragraph 2 - 4.3
“Position Barricades”. See updated section SOW section 5.4.
11. Please confirm that bullet trap DOES NOT require any conveyor or dust collection units
(per SOW 5.5. Spent Round Collection System. Spent Round Collection System will be a simple bucket system.)
a. Dust collection is still required regardless of using a “bucket” or
“mechanical/auger” spent round collection system per UFC 4-17.3. We are requesting that the spent round collection system be mechanical - auger would be preferred for ease of servicing/maintenance. See updated section SOW section
5.5.
12. Please confirm that the existing site is currently a parking lot, and if there is a soils report available for the site, and/or when that will be available (in regard to footings/foundations). Please also confirm if there are any known obstructions or limitations to location of foundations.
a. Site is currently an asphalt parking lot. No known soil studies/condition or obstructions below surface. See updated section SOW section 6.2.3.
13. Please confirm if there are any requirements for allowances for flood-plain (i.e. floor elevation), and/or if the MFR site is subject to flooding historically.
a. No FEMA floodplain exists, and flood risks will be accepted by the Government
14. Please confirm if heating and cooling are required for the range ventilation system, or heating only, (UFC 4-179-02 requires cooling only in climates with both sustained temperatures over 100 degrees F and humidity over 70% Evaporative cooling may be considered if reduced temperatures do not drive humidity over 65 percent. Offutt, NE would not qualify for cooling, depending on the definition of "sustained".)
a. Both heating and cooling are required. See updated section SOW section 6.2.2.
15. Will a recirculation system be acceptable? Or will a 100% outside air system be required
(as recommenced in UFC 4-179-02)?
a. No, a recirculation system is not acceptable, UFC 4-179-02 item 4-21.1 bullet 2 requires 100% outside air.
16. SOW Section 6.2.4 states natural gas is not available at the site, should contractors assume propane for heat or electric heat in design?
a. Only electricity is available. The contractor should assume electric heat in design.
