Modular Firing Range
FA4600-20-Q-0036
1. Q: Range Control Booth Noise: In accordance with UFC 4-179-02 the maximum ambient noise levels in the Range Control Booth must be 60 dBA and the maximum live-fire noise levels (dBA) is at 85 dBA. Given the fact that this modular range is located approximately 0.4 mile south of Offutt’s runway, we need to understand what the existing ambient levels are when the base is fully operational.
a. The sound level requirements in the UFC are intended to apply to the internal operations of the range itself, specifically including weapons firing and machinery noise. External factors, such as aircraft operations, are not included or mentioned in the UFC.
2. Q: Are there any sound studies available to establish a baseline that states it is understood that the level is not above 60 dBA at that location?
a. Section 4-20.2 defines ambient noise as: “Ambient noise does not include the impulse noise generated by gunfire but does include other noise sources such as air handling and dust collection systems.” There are no sound studies available .
3. Q: Are we obligated to meet the levels as shown inside the Range Control Booth?
a. Yes, in accordance with UFC 4-179-02 and SOW Section 9.3.5.
4. Q: Will the government provide us with the necessary sound levels at the site since jet noises typically exceed the levels as shown? Additional design elements may need to be considered to meet this requirement.
a. Should aircraft operations happen to interfere with UFC required noise level testing, that test will be invalidated without penalty or negative action. The final range product must be compliant with UFC section 4-20 “Noise” and table 4-3., in accordance with SOW Section 9.3.5.
5. Q: Can the government assure the contractor that additional electrical capacity will be made available if required should the existing capacity be insufficient to meet the overall range operating requirements, including the minimum heating requirements of the solicitation and UFC-4-179-02?
a. There is sufficient power capacity in the vicinity of the site for up to 1000
KVA. This should be adequate, based upon initial market research, for a range and HVAC systems compliant with the SOW. SOW Section 6.2.2 has a point of contact at OPPD for information on transmission lines in the area.
6. Is the contractor required to be a state licensed modular building/range manufacturer, to ensure all required standards are being met?
a. No, the manufacturer does not have to be a state licensed manufacturer.
However, the range design plans and specifications shall be stamped by a
Nebraska licensed engineer, see updated SOW 24 Aug 20, Section 4.3.1.
