Questions & Answers Part III Modular Firing Range

FA4600-20-Q-0036

The following questions were previously answered in Q&A Parts I and II, but have revised answers:

Q&A Part I, Question 14: Please confirm if heating and cooling are required for the range ventilation system, or heating only, (UFC 4-179-02 requires cooling only in climates with both sustained temperatures over 100 degrees F and humidity over 70% Evaporative cooling may be considered if reduced temperatures do not drive humidity over 65 percent. Offutt, NE would not qualify for cooling, depending on the definition of "sustained".)

Updated Answer: Only heating is required. See amended SOW 20 Aug 20, Section 6.2.2.

Q&A Part II, Question 19: What is the Period of Performance?

Updated Answer: The Government estimates that the period of performance could range from 180-270 days. It is up to the vendor to propose the appropriate period for their proposed design.

However, the period of performance shall not exceed 365 days, see amended SOW 20 Aug 20, Section 4.2.3.

Q&A Part II, Question 22: Will the range be permanent? Will it stay for at least 3-5 years? Is the intent to be temporary location to move around at a later time?

Updated Answer: According to SOW Section 6.1, this firing range will reside on Lot 30 within the proposed location outlined in Attachment 13. The Government will not move the range to any other location on Offutt AFB. See the amended SOW dated 20 Aug 20, Section 5.10.

1. Q: UFC 4-179-02, page 48, paragraph 4-22.1 provides dispensation from the main body of the UFC for relocatable range. Please can the Government confirm this is not a relocatable range?

a. The exceptions in 4-22.1 are applicable, see amended SOW dated 20 Aug 20 Section

5.1.2. According to SOW Section 6.1, this firing range will reside on Lot 30 within the proposed location outlined in Attachment 13. The Government will not move the range to any other location on Offutt AFB. See the amended SOW dated 20 Aug 20, Section 5.10.

2. Q: UFC 4-179-02, page 24, paragraph 4-2 cross references FC 4-179-03. FC 4-179-03, Page 20, Figure 3-9 requires 10-feet minimum clearance from the finished floor level to the steel baffles over the firing lanes. Please can the Government confirm this is required?

a. FC-179-03F is general guidance for ideal conditions, utilize UFC minimum standard of 8' found in Table 4-1.

3. Q: Please can the Government confirm if internal columns or supporting walls are acceptable between the firing line and the bullet trap?

a. See amended SOW 20 Aug 20, section 5.2, “Open-bay” is defined by the tower operators’ ability to see all (14) shooters and Combat Arms Instructors with view of both the yellow and red firing lines. A centered wall or columns is acceptable and must have the appropriate 2' spacing on either side before the nearest firing lane. See UFC 4-179-02 4-4 bullet point 10.

4. Q: Is it the intention of the Government that glass / transparent shooting stalls are required to comply with this paragraph?

a. No, glass/transparent shooting stalls are not required.

5. Q: UFC 4-179-02, page 27, figure 4-1 requires two (2) storage rooms and separate entry / exit vestibules located either side of the control booth. Please can the government confirm if these rooms / vestibules are required?

a. Figure 4-1 requirement for two (2) vestibules is applicable to this project. The storage rooms are an indirect support area (see 4-5.1 bullet 4) and are not required per 4-22.1 bullet 1. See amended SOW 20 Aug 20 Section 5.1.2.

6. Q: UFC 4-179-02, page 34, paragraph 4-13.2 has optional requirements for the overhead target rail system. Please can the Government confirm if this options are required?

a. Install an Overhead Target Retrieval System in accordance with UFC 4-179-02, Section 4-13.2, with self-driven target carriers, dimmable light illuminating target on target carrier, 360-degree target turning, and individual and multiple lane synchronized control is required. See SOW Section 5.6.

7. Q: UFC 4-179-02 page 35, paragraph 4-14 references individual service policies for regards to fold down or swing out shooting stall tables. Please can the Government confirm if these are required?

a. Fold down stall tables will be required. See amended SOW Section 5.7.

8. Q: Will the government reconsider providing natural gas to the site location, or alternatively, can the proposal include propane provisions to provide the heating energy required?

a. Natural gas connections are not readily available on site or within a reasonable distance. No local propane/LPG storage will be allowed. See SOW Section 6.2.4.

9. Q: Ceiling Clear Height: Table 4-1 of UFC-4-179-02 specifies a clear ceiling-height requirement of 8’-0”, however, Figure 3-9 of FC-179-03F, which is referenced in Section 4- 2, bullet 2 of the UFC for Air Force range planning purposes, requires a 9’-0” ceiling clear height. Please clarify the minimum finished clear ceiling height required in this range.

10. Q: Get-Ready Area Depth: Para 2-4.1 of UFC-4-179-02 specifies a get-ready area depth of at least 14’-0’. Table 4-1 of UFC-4-179-02 specifies a get-ready area distance of 16’-0” from the back wall to the firing line for a 25m range. However, para 4-22.1 allows for a reduced get-ready area distance of 12’-0” if the range is a relocatable-type range. Please clarify the minimum get-ready area depth required between the back wall and firing line.

a. See amended SOW 20 Aug 20, Section 5.1.2., 12 feet is acceptable.

11. Q: Firing Lane Width: Section 4-4, bullet 9 and Figure 4-1 in UFC-4-179-02 indicate a 4’ (1.2m) minimum requirement, however, Para 2-4.1 of the UFC specifies a minimum lane-width requirement of 5’-0” center-to-center for Air Force ranges. Please clarify that that proposal designs must clearly show a minimum lane width of 5’-0” center-to-center.

A. Utilize the 5 feet USAF specific criteria, see amended SOW 20 Aug 20 Section 5.12.

12. Q: Firing Line: Para 2-4.4 of UFC-4-179-02 specifies firing line requirements for stationary and move-and-shoot courses. Will move-and-shoot courses take place on this range? If yes, please confirm the extent of splatter protection required on walls and ceilings/baffles?

a. Firing will take place only at the firing line, stationary firing only.

13. Q: Visibility: Para 4-3.1.2 of UFC-4-179-02 specifies to raise the floor in the control booth a minimum 2 ft. (0.6 m) minimum above the range floor to promote visibility downrange and to all range entry points for Air Force ranges. Section 4-2, bullet 2 of the UFC mentions referencing USAF FC-04-179-03F for planning and layout purposes of Air Force Ranges.

Table of the FC specifies a minimum ceiling height in the control room of 9’-0”. Please clarify that the control booth clear ceiling height must be 9’-0” and that the floor in the control booth floor must be raised 2’-0” in this MFR.

14. Q: Vacuum Storage: Para 4-4.3 of UFC-4-179-02 requires a storage area with access to the training area for portable HEPA vacuum and equipment storage.

Please clarify whether or not the required Vacuum Storage Area is required.

a. Presumed to be section 4-3.3. The storage room is an indirect support area (see 4-

5.1 bullet 4) and is not required per 4-22.1 bullet 1, see amended SOW 20 Aug 20 Section 5.1.2.

15. Q: Maintenance Area: Section 4-4 of UFC-4-179-02, bullet 5 requires a minimum of 6 ft of space behind the bullet trap. Please confirm that proposal designs shall show the minimum 6’ of space specified.

a. Yes, in accordance with UFC 4-179.02.

16. Q: Interior Columns: Section 4-4, bullet 10 of UFC-4-179-02 states, “Avoid Interior Columns when possible. If provided, include a 2 ft. (0.6 m) buffer between column and lanes.”

a. A centered wall or columns is acceptable and must have the appropriate 2' spacing on either side before the nearest firing lane. See UFC 4-179-02 4-4 bullet point 10.

17. Q: Please confirm that proposal designs incorporating interior columns shall include the required 2’ buffer between any column and any adjacent firing lane.

a. A centered wall or columns is acceptable and must have the appropriate 2' spacing on either side before the nearest firing lane. See UFC 4-179-02 4-4 bullet point 10.

18. Q: Please clarify if an Administrative Area separate from the Control Area is required, and whether a General Storage Area and Maintenance and Storage Area are required. Please also clarify that the government meant to convey that a “Weapons Simulator Room” and not a “Fire simulator Room” is not required.

a. No simulator room needed, see section 4-22.1 bullet 1 and SOW Section 5.3

19. Q: Section 4-7 of UFC-4-179-02 indicates the training area and trap area do not require sprinkler protection. Is the government aware of any fire sprinkler requirements in the control room or storage areas of the MFR?

a. No fire sprinkler system will be required as part of this project.

20. Q: Double Door: Section 4-8, bullets 5 and 6 require double doors behind the firing line and behind the bullet trap. Please clarify whether or not these double door requirements apply.

a. Yes, in accordance with UFC 4-179.02.

21. Q: Downrange Doors: Para 4-10.4 of UFC-4-179-02 states, “Avoid doors between the firing line and bullet trap, but they may be necessary on large ranges to meet Fire and Safety codes.” Is the government aware of any downrange doors required by Fire and/or Safety Codes?

a. No down range doors. See amended SOW 20 Aug 20, Section 5.13

22. Q: Is a Maintenance and Vehicle Entrance required, and if so, will there be vehicles used in training? Also if this double-door is required, please clarify if it can be the same door required by 4-8, bullet 5 if that door is required. [Para 4-10.5 of UFC-4-179-02]

a. No vehicle entrance required.

23. Q: Bullet Trap: Section 4.16, bullet 3 requires a continuous throat across the width of the trap with no vertical connector sections such that a rod placed inside the slot can move unimpeded across the width of the trap. Please confirm all proposed bullet traps must meet this requirement.

a. See UFC 4-179-02, Section 4-22.1, bullet 6, and SOW 5.11 which has language allowing knife edged sides aligned with shooting lanes.

24. Q: Please confirm that the required dust collection system may not utilize or be routed through the filters of the training area’s main ventilating system.[Section 4-17.2 of UFC-4- 179-02 vs. para 4-22.1, bullet 6]

a. See UFC 4-179-02, Section 4-22.1, bullet 6. Filtered exhaust may be routed through the trap to function as dust collection.

25. Q: Please confirm whether any angled shooting will occur in this range—especially move-and-shoot style training which would make this special exception trap ineligible for use (and potentially dangerous). Bullet Trap Type: Para 4-17.2 allows for a different type of steel bullet trap from that required by 4-17 of the UFC only in ranges where angled shooting will not occur.

a. Firing will take place only at the firing line.

26. Q: Define module sections as it will relate to the Offutt AFB, NE Range. (Ceiling, Walls and roof per completed standalone shippable structural module section?)

a. See amended SOW 20 Aug 20, Section 5.10.

27. Q: Does SOW section 5.5 state a Bucket is unacceptable for lead collection? Our Air handling system collects the dust from the trap and traps it in the HEPA filtration system, lead solids are contained in the bucket for recycling.

a. SOW Section 5.5 is applicable only to the expended round collection, where an auger system is required. The auger system will output to a drum or bucket for collection. AHUs or other filtration equipment that collects large solids in a bucket are acceptable.

28. Q: Please provide location and design of preexisting laid concrete foundation referenced in item No. 6 of the SOW dated 26 July 2020.

a. See amended SOW dated 20 Aug 20, Section 6.1, "preexisting concrete foundation" language has been removed.

29. Q: Section 4.2.2 of the SOW lists four contract milestones. Does the government intend to make payments to the contractor based upon these or other negotiated milestones?

a. No, in accordance with the combined synopsis/Request for Quote, FAR Clause 52.232-1 is for payment for CLIN 0001 and FAR Clause 52.232-5 is for payment for

CLIN 0002.

30. Q: Section 5.11 of the SOW as revised clarifies that the bullet trap, “…may have replaceable knife edge sides aligned with the lanes for rated ammunition in accordance with UFC 4-179- 02 item 4-22.1 bullet point 6”. Confirm that the shooting lane centers are to be 5’-0”

a. Confirmed, utilize the 5 feet USAF specific criteria, see amended SOW 20 Aug 20 Section 5.12.

31. Q: Section 6 of the SOW states in part, “Site preparation will depend on the Contractor’s design, and could include modification of preexisting laid concrete foundation…” Confirm there is no preexisting laid concrete foundation, and that the government is referring to the asphalt, a.k.a. ‘blacktop’ parking lot.

a. See amended SOW dated 20 Aug 20, Section 6.1, "preexisting concrete foundation" language has been removed.

32. Q: Please can the Government provide a topographical survey for lot 30?

a. Known geotechnical information is included in the Attachment 13, Lot 30

33. Q: Please can the Government provide an existing underground services and utility drawings for lot 30?

a. Known geotechnical information is included in the Attachment 13, Lot 30 Historical Drawings set boreholes. Existing underground is limited to a storm drain on the north-westernmost corner, see Attachment 14 Modular Firing Range

34. Q: Please can the Government provide a soil report for lot 30?

a. Known geotechnical information is included in the Attachment 13, Lot 30 Historical Drawings set boreholes. Existing underground is limited to a storm drain on the north-westernmost corner, see Attachment 14 Modular Firing Range

35. Q: There is a significant ground level change for the proposed site of the range which will require extensive site preparation work. Will the Gov consider an alternative (flatter) location within lot 30 to reduce the cost of site preparation?

a. The site location for this requirement is Lot 30, IAW the SOW, Section 6.1 and remains unchanged.

36. Q: The response to question (4) states that 'bay open' is defined as "one tower operator with the ability to see all shooters in the loading area, yellow ready line, and at the red firing line". Whereas the response to question (8) states that there "can be no walls or posts separating firing lanes located anywhere between the control room (behind the firing line) and the bullet trap". Please can the Government confirm if:

(1) columns, or other supporting structures (walls) are acceptable between the firing line and the bullet trap? (2) If they are, can the Government confirm that per UFC 4-179-02 paragraph 4-4, bullet point 10, a 2-ft buffer either side of any interior walls or columns is required?

a. a. See amended SOW 20 Aug 20, section 5.2, “Open-bay” is defined by the tower operators’ ability to see all (14) shooters and Combat Arms Instructors with view of both the yellow and red firing lines. A centered wall or columns is acceptable and must have the appropriate 2' spacing on either side before the nearest firing lane.

37. Q: The response to question (14) deviates from the UFC by requiring cooling. Providing cooling with a purge ventilation will significantly increase the capital and operating cost of the range. Please can the Government confirm this is required?

a. The answer to Q&A Part 1, question 14 has been amended above. Cooling is not required.

38. Q: Bonding is required based upon the value of the site preparation CLIN proposal price. Is any bid bond, payment bond or performance bond required on CLIN 0001 or only on CLIN 0002?

a. See Amended FAR 52.212-1, 4. Bonds (Attachment 19), bonds are only required for

CLIN 0002.

39. Q: In Paragraph 5, covering the Technical Proposal, the Narrative specifically has a limit of 2 pages. Are there page limits on the Preliminary Design documents or the Gantt Chart?

a. No, there are no page limits on the Gantt Chart or the Designs

40. Q: Is the government requesting a separate past performance be submitted with the proposal or will the government rely on SPRS only for the required evaluation?

a. No, the Government does not require additional past performance outside of the SPRS system. The Government will use SPRS to evaluate past performance.

41. Q: Does the modular range required to have fire suppression, if so, is it to be a wet or chemical system?

a. No fire sprinkler system is required.

42. Q: Are final stamped drawings required for the project?

a. Yes, design work and structural calculations for the foundation structure must be accomplished by a licensed engineer. See SOW Section 4.3.1.

43. Q: Does the exterior of the building need to be fenced off once it has been installed? Is fencing required around the exterior doors for added security?

a. Negative, no fencing required.

44. Q: Do the doors need to have alarms to notify of entry into the facility, especially doors located down range?

a. Alarms are required in accordance with UFC 4-179-02, section 4-21.5(3)

45. Q: Which way does the government intend for the range to be orientated on site?

a. See Attachment 13 for a graphic depicting the location for the range. The

Government does not have a requirement for the orientation of the range, so long as it fits into the pre-determined location and is completely within the dimensions provided within SOW Section 6.2.1.

46. Q: The response to question (5) states that the range does not need to be relocatable. Can the Government confirm that the range is not being defined as relocatable per the UFC? I.e., design variations listed on page 48, paragraph 4-22.1 must not be used.

a. The exceptions in 4-22.1 are applicable, see amended SOW dated 20 Aug 20 Section

5.1.2. According to SOW Section 6.1, this firing range will reside on Lot 30 within the proposed location outlined in Attachment 13. The Government will not move the range to any other location on Offutt AFB. See the amended SOW dated 20 Aug 20, Section 5.10.

47. Q: Due to the unexpected topography of the site there is significantly more involved in the site preparation. Will the Government provide an extension until 11th September 2020?

a. No, the Government is not extending the due date past 3 September 2020 at this time.
