Questions & Answers Part II Modular Firing Range
FA4600-20-Q-0036
1. Q: UFC 4-179-02, page 1, paragraph 1-3.1 cross references other DoD specifications.
Please can the Government confirm that these are all applicable including UFC 1-200-01, DoD Building Code?
a. Confirmed, all cross-referenced UFCs are applicable
2. Q: Please can the Government confirm that only 2 pages are required for the narrative?
a. According to FAR 52.212-1 Addendum, section 5, the narrative will be no more than 2 pages.
3. Q: The paragraph states that natural gas is not available at the site, please can the Government confirm if it is acceptable for vendor's to propose and supply liquid propane tanks as an energy source for the HVAC system?
a. No local liquid propane tanks will be allowed, all HVAC systems must be electric per SOW 6.2.2
4. Q: Please can the Government confirm if it is acceptable to provide radiant heat at the firing line to comply with the paragraph?
a. If electrically powered, yes radiant heating will be acceptable at the firing line.
5. Q: Will the government reconsider providing natural gas to the site location, or alternatively, can the proposal include propane provisions to provide the heating energy required?
a. Natural gas connections are not readily available on site or within a reasonable distance. No local propane/LPG storage will be allowed.
6. Can the government please provide a justification for providing an Acceptable past performance rating to a vendor with no known past performance? Surely the complete inability to evaluate a vendor’s prior performance on government contracts cannot satisfy “a reasonable expectation that the vendor will successfully perform the required effort”.
This language appears to significantly deviate from the standard past performance evaluation criteria. Generally, such deviations only occur when preference is being provided to a party that would otherwise be disqualified from bidding, such preferences are, if not mistaken, contrary to the FAR/DFAR.
a. See the amended FAR 52.212-2, (2)(c)(iv) in Attachment 11. According to DFARS 213.106-2(b)(i)(c), in the case of a supplier without a record of relevant past performance history in SPRS for the FSC or PSC of the supplies being purchased, the supplier may not be evaluated favorably or unfavorably for its past performance history. Therefore, the vendor shall be determined to have unknown
(or “neutral”) past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered “acceptable.”
7. How far from the MFR is the nearby power 13.8KV and What Voltage?
a. There is approximately 850 feet of existing empty conduit/duct bank from the manhole marked during the site visit to existing OPPD infrastructure. Voltage is presumed to be 13.8KV, please confirm with OPPD.
8. Will the contractor be responsible for a Step-down Transformer and Switch Gear at the
MFR?
a. Affirmative
9. Is the 6' Excavation limit something the contractor will have to engineer around or if required by engineering will that be approved by the Contracting Officer.
a. Excavation beyond 6 feet will require soil testing for volatile organic compounds (VOCs) and may require remediation.
10. Will the government/Offutt AFB, NE be supplying the most recent geotechnical and existing underground utility documentation for the range site?
a. Known geotechnical information is included in the Attachment 13, Lot 30 Historical Drawings set boreholes. Existing underground is limited to a storm drain on the north-westernmost corner, see Attachment 14 Modular Firing Range Orientation Graphic.
11. Is past performance defined as the range provider doing their own manufacturing?
a. See the amended FAR 52.212-2, (2)(c)(i) in Attachment 11, the vendor will be assessed on their past performance for PSC 5410.
12. Will the Government be providing the elevation details on the range site location?
a. Design contours are available on the Attachment 13, Lot 30 Historical Drawings.
13. What is existing paving construction / thickness of Asphalt / other sub base materials and thickness?
a. See Attachment 13, Lot 30 Historical Drawings / 5" total / 12’’ compacted subgrade, no engineered fill shown on drawings
14. Is there a location on base to either import soil from or export soil to?
a. No, Offutt does not have a borrow pit. All materials excavated (beyond cut/fill) must be disposed of off base, and all additional material needed must be brought in.
15. Is termite treatment required?
a. Assuming this applies to the soil/site in general, no.
16. Will an FFA determination be required for this project?
a. The government is assuming that this question is referencing Federal Aviation Agency (FAA) notification instead of FFA. Yes, an FAA determination letter will be required for the temporary construction/structure. That can be started and completed before work starts. The Government of is unaware of an “FFA waiver requirement”.
17. What are the construction limits? The area marked off for the site visit, for the MFR location, is not sufficient for contractor equipment staging, material laydown area, dumpster, port-a- John, etc.
a. An area of a similar size as the cones during walkthrough (100 feet x 150 feet) can be provided at that same parking lot for staging.
18. What is the Rough Order of Magnitude for this project?
a. See the amended FAR 52.212-1, in Attachment 11, Magnitude of Construction
(CLIN 0002): Pursuant to FAR 36.204 the magnitude of this project is: (f) Between $1,000,000 and $5,000,000.
19. What is the Period of Performance?
a. The Government estimates that the period of performance could range from 180-
270 days. However, it is up to the vendor to propose the appropriate range for their proposed design.
20. Is there a winter exclusionary period for this project?
a. No.
21. Which way with the range be oriented?
a. See Attachment 13 for a graphic depicting the location for the range. The
Government does not have a requirement for the orientation of the range, so long as it fits into the pre-determined location and is completely within the dimensions provided within SOW Section 6.2.1.
22. Will the range be permanent? Will it stay for at least 3-5 years? Is the intent to be temporary location to move around at a later time?
a. According to SOW Section 6.1, this firing range will reside on Lot 30 within the proposed location outlined in Attachment 13. The Government will not move the range to any other location on Offutt AFB.
