STATEMENT OF WORK (SOW)
MODULAR FIRING RANGE for Offutt AFB, NE
28 AUG 2020
NOTE: This SOW is to be used in conjunction with Unified Facilities Criteria (UFC) 4- 179-02 – Small Arms Ranges
1. SCOPE
This Statement of Work (SOW) sets forth the requirements for the design, fabrication, and placement of a fourteen (14) lane Modular Firing Range (MFR) to equal a 25-meter shooting distance. The MFR shall be a fully contained, ballistic protection-rated range, capable of supporting live fire with weapons up to (and including) M855 rifle ammunition and M882 pistol ammunition. The MFR will be used for M9 pistol and M4 rifle qualification, live-fire sustainment training, and test firing. The MFR shall be delivered and installed to Offutt AFB, NE.
2. BACKGROUND
The MFR shall provide the primary means for personnel to meet their periodic weapons qualification and sustainment requirements.
3. CONTRACT MANAGEMENT
The Contracting Officer’s Representative (COR) at Offutt Air Force Base shall function as the Contracting Officer’s (CO) primary point of contact. This person will be identified after contract award.
4. DESIGN AND SUBMITTALS
4.1. Preliminary Design. Contractor shall provide an initial design (preliminary shop drawing) for evaluation purposes with their quote.
4.1.1. This initial design shall include enough details for the Government approve the design and make a technical capability assessment of the Contractor’s capability to provide the MFR in the provided location. Quonset hut, panelized, tension fabric and any structures other than containerized, modular structure or pre-manufactured metal building design is not acceptable.
4.2. Gantt Chart. Contractor shall provide a Gantt chart to demonstrate the contract execution timeline, including site preparation and manufacturing.
4.2.1. The Gantt chart shall cover the site preparation IAW applicable UFCs and local specifications (see Attachments 1a, 1b, and 1c).
4.2.2. The Gantt chart shall include a full timeline of events with dates, and shall be updated to include revisions, as necessary. The Government reserves the right to do a first article inspection. Milestones include but are not necessarily limited to:
1. Design completion.
2. Manufacture completion.
3. Delivery to customer location.
4. Completion of installation and turn-key handover.
4.2.3. Then Gantt chart shall demonstrate a completion of all contract requirements within a period of performance not to exceed 365 days after receipt of contract award.
4.3. Final Design. Final design will be approved after contract award.
4.3.1. The Contractor shall provide full design plans and specifications for the facility to the Government for approval. The Contractor shall not commence manufacture/construction of the facility until Government approval of the design is received. The design plans and specifications shall be stamped by a Nebraska licensed engineer. Any deviation from the approved design plans and specifications that arise during install shall receive prior approval from the Government before implementation of the change.
4.3.2. Upon installation, the Contractor shall provide full “as-built” drawings and diagrams for the facility, documenting any deviations from the originally approved plans.
4.3.3. The Contractor shall provide full details on the warranty(ies) associated with the range.
5. REQUIREMENTS/SYSTEM FUNCTIONALITY
5.1. Specifications. Contractor shall provide a 14 lane MFR with a range control booth that meets all requirements in this Statement of Work (SOW) and Unified Facilities Criteria (UFC) 4-179-02 – Small Arms Ranges. This MFR shall fit within the Government-provided site location (see Section 6.0).
5.1.1. Specific Specifications. The Contractor shall pay specific attention to UFC 4-179-02, Chapter 2, Section 2-4 AF RANGES and Chapter 4, INDOOR
RANGES.
5.1.2. Specific exemptions. The exceptions listed in UFC 4-179-02, Chapter 4, Section 4-22.1 are applicable to the design of this MFR. The Government will not move this range from the site noted in Section 6.1 of the Statement of Work.
5.2. Open Bay. The MFR shall be an “open-bay” concept, with all 14 lanes visible from one range control booth. “Open-bay” is defined by the tower operators’ ability to see all
(14) shooters and Combat Arms Instructors with view of both the yellow and red firing lines. Open bay does not prohibit the use of stalls or barricades. The Contractor shall not provide a design with Multiple Bays in accordance with UFC 4-179-02 Section 4-9; one large single bay only. A centered wall or columns is acceptable and must have the appropriate 2' spacing on either side before the nearest firing lane. See UFC 4-179-02 4- 4 bullet point 10.
5.3. Areas not to be included. This MFR will not include restrooms, shower, locker rooms, or laundry areas. This MFR will not include classrooms, Weapons Cleaning Area, Arms and Ammunition Storage, Break Room, or Fire Simulator Room.
5.4. Barricade Installation. Barricades shall be required and will be in compliance with UFC 4-179-02, Section 2-4.3.
5.5. Spent Round Collection System. Spent Round Collection System will be in compliance with UFC 4-179-02, Section 4-17.3 and be mechanical/auger.
5.6. Target System. Contractor shall install an Overhead Target Retrieval System in accordance with UFC 4-179-02, Section 4-13.2, with self-driven target carriers, dimmable light illuminating target on target carrier, 360-degree target turning, and individual and multiple lane synchronized control.
5.7. Shooting Stalls. Shooting stalls shall be required and will be in compliance with UFC 4-179-02, Section 4-14. Fold down stall tables will be required.
5.8. Security Training Lights. Optional Security training lights (UFC 4-179-02, Section 4-19.2) will not be included.
5.9. Public Address System. Contractor shall install a Public Address (PA) system in the control booth, capable of communicating within the facility and being heard at all firing lanes, in accordance with UFC 4-179-02, Section 4-18.
5.10. Structural Requirements. Quonset hut, panelized, tension fabric and any structures other than containerized, modular structure or pre-manufactured metal building design is not acceptable. The Contractor shall not install a tension fabric structure as a part of the MFR.
5.11. Bullet Trap. MFR shall include a bullet trap. It may have replaceable knife edge sides aligned with the lanes for rated ammunition in accordance with UFC 4-179-02 item 4-22.1 bullet point 6.
5.12. Lane width. Firing lanes shall be 5 feet wide in accordance with UFC 4-179-02, Section 2-4.1.
5.13. Downrange Doors. The MFR shall not have downrange doors.
5.14. Climate Control. Heating and cooling are both required for this range.
6. SITE LOCATION AND LIMITING FACTORS
6.1. Site Location. This MFR will be located on the North West corner of Parking Lot 30, Offutt AFB (see Attachment 1d). If the Government chooses to exercise the option for site preparation, the Contractor shall be responsible for conducting all work necessary to prepare the site for the MFR. Site preparation will depend on the Contractor’s design.
All site preparation shall be included in the Gantt chart.
6.2. Limiting Factors.
6.2.1. Dimensions. The MFR dimensions shall be no larger than 150 feet L x 100 feet W. This is the required footprint of the entire range to include all supporting equipment, pads, dust filtration units and lead collection units.
6.2.2. Electrical Power. This MFR (Modular Firing Range) will be supplied power by OPPD extending the existing overhead power lines (located on the south east corner of Lot 30 - see Attachment 30) to a new Cable Terminal Pole.
The contractor shall install the conduit, pull box, and transformer pad per OPPD Meter Specification. OPPD to install primary cable and a new 500 kVA padmount transformer for MFR service. The Contractor shall work with OPPD (David Ortiz, dtortiz@oppd.com). Contractor shall be responsible for providing power from the line to MFR. Heating is required, using electricity Heating for the range can only use electricity.
6.2.3. Excavation. If excavation is required, the contractor shall not excavate more than 6 feet below ground level without Contracting Officer approval. If groundwater is encountered during excavation, the Contractor shall make efforts to contain the water, and immediately notify the Contracting Officer. Parking lot is asphalt and there are no known soil studies. Conditions are unknown below the surface.
6.2.4. Natural Gas and Water. Natural Gas and water are not available at the site, and will not be made available. There will not be access to propane. All cooling and heating should be designed for electric hookups.
7. OPERATION AND MAINTENANCE TRAINING
The Contractor shall provide basic instruction at the time of installation, including complete system overview, maintenance, and operation instructions. This instruction shall take place at the MFR site upon completion of installation and acceptance.
8. TECHNICAL MANUALS
8.1. Technical Manuals. The Contractor shall provide two of each commercial technical manuals for all major components of the MFR, to include any technical data bulletins or cut sheets.
8.2. Commercial Manuals. The manufacturer’s commercial technical manuals and technical data bulletins or cut sheets shall be in a new or like new condition. The primary equipment manufacturer should also furnish that information that incorporates components from another manufacturer, if applicable.
9. TESTING, INSPECTION AND ACCEPTANCE
9.1. Inspection and Acceptance. Inspection and acceptance of the MFR shall be conducted at Offutt AFB, by the Government with the Contractor present.
9.2. Warranty. The Contractor shall provide a warranty commensurate with what is provided in the commercial market.
9.3. Acceptance Tests. Acceptance tests shall be scheduled to begin immediately after the Contractor notifies the COR and CO that installation is complete, and all systems are fully functional. If the MFR fails to meet acceptance after test firing, the Contractor is responsible for correcting the deficiencies at no cost to the Government. Acceptance tests shall consist of:
9.3.1. Functional Test. The MFR shall be functionally tested at Offutt AFB to show that the MFR meets the functional requirements of the SOW. Functional testing shall consist of functional tests and test firing to verify operation of the lighting system; HVAC system; electrical power, connections, switches and outlets; bullet traps and bullet trap containment areas. A configuration verification and physical inspection will be conducted for SOW compliance. The Contractor shall correct all discrepancies as soon as directed. Upon resolution of all discrepancies, a final inspection will be conducted by the Government for final acceptance.
9.3.2. Exit Criteria. Exit criteria for acceptance shall be no deficiencies during functional tests, completion of the configuration verification and physical inspection, delivery of the required documentation, and training. The tests in
9.3.3 and 9.3.4. shall be conducted to ensure effective operation of the ventilation.
9.3.3. Smoke Tests. The Contractor shall provide either a fog machine or other means of smoke development in sufficient supply to complete testing. Release smoke in each lane along the entire height (between 1' and 5' off the floor). All smoke must move from the MFR firing line to the bullet traps.
9.3.4. Air Flow Measurements. Measurements shall be taken with the system on and running, with the “Get Ready” area empty. Note the time of day and outdoor air temperature.
9.3.4.1. Measurement Locations. At the firing line in the center of each lane, take air measurement readings at 1', 3', and 5' off the floor.
Acceptable minimum readings are:
9.3.4.1.1. At the firing line, the air velocity must be 23 meters per minute (mpm) (75 feet per minute [fpm]), ±4.6 mpm (15 fpm).
9. 3.4.1.2. Airflow should be evenly distributed across the firing line ±4.6 mpm (15 fpm).
9.3.4.1.3. General Inspection will verify all conditions under System Controls above.
9.3.5. Noise Test. A noise test will be conducted in accordance with UFC 4-179- 02, Section 4-20 and Table 4-3.
10. SAFETY STANDARDS
The Contractor shall follow all US federal, state, and national standards. The Contractor shall prevent damage to property, materials, supplies and equipment in accordance with the latest revision of the USACE “Safety and Health Requirements Manuals” (EM 385-1-1) and “Occupational Safety and Health Standards” (29 CFR 1910).
11. SITE REGULATIONS
Contractors shall obey US federal, state, and national regulations including fire, safety, traffic and security regulations for the installation site. No employee of the Contractor shall be admitted to the work site without approval of the Offutt AFB Security Forces Squadron. A list of employees that are required to access the base must be furnished to the Government COR no later than 7 days before personnel arrival. The Contractor shall possess all certifications or licenses required for this work. The CO may request proof of certifications or licenses at any time.
