USAMS III Solicitation Questions and Answers
Round 6
6a. Question: Section B - Is it your intention that the offerors complete the Section B tables?
Answer: Section B instructions are included in the pricing model worksheet, Section J Attachment 03. Individual CLIN prices are not required.
6b. Question: Section B - If so, will a mapping be provided from the SECTION B CLINs to the Pricing Table? The CLIN structure doesn’t directly map to the excel J3-USAMSIII Price Table. There are A&AS Off-Site and On-Site FFP CLINs, and NON A&AS Off-Site and On-Site FFP CLINs. Additionally, there are A&AS Off-Site and On-Site Cost Plus CLINs. Again the Pricing Tables do not support this break down.
Answer: See Answer to 6a.
6c. Question: Section B - If we are to complete Section B, and a mapping is provided, the J3-USAMSIII Price Table allows for only 1 FTE per labor category. How is this going to establish a valid MAX AMOUNT per CLIN.
Answer: See Answer to 6a.
6d. Question: J3-USAMSIII Price Table - PRICING TABLE – “Benefit Summary Tab”, “Employee Compensation Plan” Table. The Instructions state “Complete this chart and the Salary Data chart.” Q. The Pricing Model does not have a Salary Data Chart. Can you please clarify what it is you are seeking and where you would like to see the information reflected?
Answer: If an Offeror does not need to attach further supplemental data to explain their Salaries and Salary Supporting Data for their employee compensation plan, then use cells C6 and C7 to explain. If you need to attach a salary data sheet or other supplement data, please attach as a tab within the J3-USAMS III Price Table.
6e. Question: J3-USAMSIII Price Table – “Benefit Summary Tab” - The first row of the table is titled as “Salaries”. Q. Are you asking to see the salaries for the 102 labor categories listed in this cell?
Answer: Please reference FAR 52.222-46. The “Benefit Summary Tab” Employee Compensation Plan Guide (Cells C25-28) offers additional guidance.
6f. Question: J3-USAMSIII Price Table – “Benefit Summary Tab” - Row 22 of this table is titled as “% of Salary”. Q. Are you looking for the companies FRINGE percent of director labor?
FA4600-13-R-0001
Answer: Yes.
6g. Question: J3-USAMSIII Price Table – “Esc Rate Calculation” - The instructions state:
PLACE YOUR ESC. SPREADSHEETS HERE and THEN LINK FULLY BURDENED RATE TO "Client (Gov't) Site" and "Contractor Site" columns for each performance year TAB (Base Year, Op Yrs 1 - 4, and PoP A-C). Q. The escalation is already required on the “ Loading Factors” tab, and is the same rate per year, not per Gov’t Site or Contractor Site. There is already a link from the “Base Yr” tab and the “Loading Factors” (escalation) tab for Op Yr 1 labor categories, do you want us to break the links based on the directions above?
Answer: The purpose of the “Esc Rate Calculation” Tab is for the Offeror to show how they calculated their escalation rates. Offerors may link the escalation rates calculated in the “Esc Rate Calculation” Tab to the appropriate Annual Labor Escalation Rate cell in the “Loading Factors” Tab; or, the offeror may manually type them in as long as the Rate is supported in the “Esc Rate Calculation” tab. The Escalation Rates in the “Loading Factors” tab are already linked to the appropriate PoP and calculate for that PoP’s Gov’t and Contractor Site. Do not break the links.
We will edit the “Esc Rate Calculation” tab by removing the reference “then link fully burdened rates to…” It will read as follows: “Place your esc. Spreadsheet here.” This change will be reflected in Amendment 6.
6f. Question: Attachment 11: EEOC Clearance. What is the purpose of providing the EEOC Clearance Request Information if we are already on the registry?
Answer: The Contracting Officer has a requirement to obtain EEO clearance from OFCCP.
Having all interested parties fill out the form expedites search or the registration of companies.
6g. Question: Attachment 11: EEOC Clearance. Under “Contract Performance”, should we list only places related to this solicitation? If not, what should be listed?
Answer: List places related to this solicitation.
6h. Question: Attachment 11: EEOC Clearance. What should be recorded under “Proposed Award Amounts”?
Answer: Use the budget amount.
6i. Question: Attachment 11: EEOC Clearance. Please clarify “Corporate Affiliates”.
Answer: Proposed Team Partners.
