Sequestration:
Q: Do you anticipate delays and reductions to USAMS III based on possible sequestration impacts?
A: The USAMS III prime contract acquisition may experience delays if the Government employee’s experience a furlough as the team is primarily staffed by Government civilians. The biggest impact will be at the task order level and not at the IDIQ level. The loss of future budget was considered when establishing a new program value of $500M.
Q: Around sequestration is there any talk about how that will influence USAMS III.
Q: The sequestration piece, we don’t know how that will shake out correct? So they will order their mission from most important and that will decide what exists and what gets dropped off or decreased. Some might increase as well.
A: We have been dealing with this issue for a number of years.
The major factors driving the smaller program ceiling are:
1) Impact from previous contractor to government in-sourcing.
a. USAMS II historical FTE count: FY10 656, FY11, 526, FY12 505
2) Reduction in budget
a. USAMS II obligated $90Million per year, USAMS III is projected to obligate
$60Million per year
Q: Do you anticipate delays/reductions to USAMS III based on possible sequestration impacts?
Q: M1.0 – BASIS FOR AWARD – “The Government reserves the right not to award a contract depending on…the availability of funds.” Is the award of USAMS III contingent on resolution of Sequestration?
A: Upon award of the USAMS III IDIQ minimum requirement task orders must also be awarded to the successful offerors. Award of the USAMS III IDIQ will be contingent upon the environment at the time of award. The USAMS III prime contract acquisition may experience delays if the Government employee’s experience a furlough as the team is primarily staffed by
Government civilians. The biggest impact will be at the task order level and not at the IDIQ level. The loss of future budget was considered when establishing a new program value of
$500M.
Q: Will budget cuts affect any of the current work and any of the future work?
A: Yes to both. Affected at the task order level.
