Users and Location Questions
Q: What % of A&AS work at STRATCOM will be competed on USAMS 3?
A: Estimate around 95%; however, USAMS is not a requirements contract.
Q: Is there work on other vehicles that you expect to be transitioned to USAMS 3?
A: The Government does not expect work from other contract vehicles to transition to USAMS
III. If a requirement falls under the USAMS III scope it is possible that USAMS III would be a new contract vehicle. Requirements supporting USCYBERCOM may transition to USAMS, but in general the USAMS program anticipates the same customers supported by USAMS III as are currently supported by USAMS II.
Q: What are the locations of support?
A: Approximately 10% of the USAMS task order portfolio includes work at other geographic locations. The requiring office anticipates the majority of work at remote locations will be on a temporary basis where on-site presence will be short duration. Location and manning requirements will be task order specific. Locations may be anywhere worldwide. The primary place of performance for USAMS III is located at HQ USSTRATCOM, Offutt AFB, NE.
Common locations other than Offutt AFB, NE are Barksdale AFB, San Antonio, TX and
Washington D.C.
Q: With the statement made during industry day of 90% of the task orders being for
USSTRATCOM at Offutt location that leaves 10% to be split between Washington DC, San Antonio, and Barksdale. Will there be a reduction of resources at any of these locations or will there be potential spin-offs of agencies?
A: Any reduction in requirements at any location will be determined at the task order level. The percentage of work performed at Offutt AFB vs. the rest of the U.S. will remain relatively unchanged between USAMS II and USAMS III.
Q: 10% of USAMS III effort is anticipated to occur off station (i.e. Barksdale AFB). Does this correspond with 10% of USAMS II risk? How will Government evaluate SB ability to support that 10%?
A: The estimated 10% of task order performance locations other than Offutt AFB for under
USAMS III is based on the number of task orders and not based the dollars obligated or based on the specific task requirements at locations other than Offutt AFB. The USAMS III RFP allows an offeror to address working at multiple performance locations as defined in Section M, TABLE 2 – PAST PERFORMANCE RELEVANCY RATINGS. A contractors’ ability to recruit, hire and retain skills sets necessary to support the USAMS missions may also be addressed under the subfactor one, program management.
Q: Will the Gov’t set work aside outside of USAMS or will it always be folded up under the
PWS of USAMS?
A: USAMS III is not a requirements contract. There is not a mandatory policy forcing customers of USSTRATCOM to use the USAMS III IDIQ. USAMS III will always be an option however it is not a mandatory option.
Each requirement will have to go through a process that determines what contract vehicle is appropriate for the requirement and if set-aside procedures are appropriate. This is a critical step in the market research requirement outlined in FAR part 10.
Q: Compared to USAMS II there seems to be less agencies supported than USAMS III, i.e.
USAF Weather Support. Will these types of agencies be able to play in USAMS III?
A: The Air Force Weather Agency (AFWA) and other customers that are listed in the USAMS
III PWS were deliberately removed. The 55 th
Contracting Squadron is not a cost reimbursable unit and it does not receive additional funds nor can it charge a usage fee. Work done for AFWA and agencies other than USSTRATCOM may be included but each requirement will be reviewed by the Program Office and the Contracting Office to determine if staffing levels can accommodate the additional work.
Q: The AFWA pieces are absent in the PWS. Was that a deliberate decision?
th

Q: In the PWS listed are the JFCCs and their relationships within STRATCOM as far as where their work will be done. Will work be done at NORAD/USSNORTHCOM, etc.?
locations. The PWS was written to cover all the potential work USAMS may encounter during the effective ordering period. It is possible that some work will have a place of performance at
NORAD/USSNORTHCOM; however the primary place of performance for USAMS III is located at HQ USSTRATCOM, Offutt AFB, NE.
Q: PWS 1.2 – The Government may “require the addition of areas not currently identified.” How will the Government evaluate the offeror’s ability to provide this capability?
A: The government will not evaluate this capability in the source selection.
Q: PWS Para 1.3 implies that USAMs 3 could be used by STRATCOM and everybody down the line for contract support, is that true?
A: Organizations that may have similar mission requirements but fall outside of the
USSTRATCOM reporting structure are still allowed to utilize the USAMS III contract. Each requirement will go through a joint process with the Program Office and contracting office about allowing those outside of STRATCOM to use USAMS III contract scope.
The 55 th
Contracting Squadron is not a cost reimbursable organization. That means the USAMS contracting team and the USAMS contract does not charge a fee to the customer to use the contractor or perform the contracting services. Any additional requirements that are accepted are taken on without additional resources.
Q: PWS paragraphs 1.5.4.3 and 1.5.4.5 references work at remote locations. Can the
Government identify these work locations, and whether they are temporary or permanent work locations?
A: The requiring office anticipates the majority of work at remote locations will be on a temporary basis where on-site presence will be short duration. Location and manning requirements will be task order specific. Locations may be anywhere worldwide. The primary place of performance for USAMS III is located at HQ USSTRATCOM, Offutt AFB, NE.
Q: Para 1.5.4.5 - Can you please advise of where the remote sites referred to may be and if this will require an on-site presence?
temporary basis where on-site presence will be short duration. Location and manning requirements will be task order specific. Locations may be anywhere worldwide. The primary place of performance for USAMS III is located at HQ USSTRATCOM, Offutt AFB, NE.
Q: PWS paragraph 1.5.6 indicates there are CONUS and OCONUS work locations. Can the Government identify these work locations, and whether they are temporary or permanent work locations?

Q: Can you tell us what specific A&AS requirements need to be supported for CONUS, OCONUS, Alaska and Hawaii (per section 1.5.6)?

Common locations are Barksdale, San Antonio, and Washington D.C. The primary place of performance for USAMS III is located at HQ USSTRATCOM, Offutt AFB, NE.
Q: PWS Para 1.5.8 - Are customers restricted to USSTRATCOM and Geographically
Separated Units or can other DoD organizations/Units use USAMS, to include AFGSC, NSA, AFCO, MDA, AFWA, AFSPC, etc.?
A: The USSTRATCOM Systems and Missions Support (USAMS) contract supports all missions and requirements of USSTRATCOM. USAMS will support other agency requirements on a case by case basis. Each requirement will go through a joint process with the Program Office and contracting office about allowing those outside of STRATCOM to use USAMS III contract scope.

Q: What about Cybercom? Are they going to continue to work under the USAMS III?
A: USCYBERCOM is supported by USAMS II and USAMS III anticipates continuing support to USSCYBERCOM. USAMS III is not a requirements contract. There is not a mandatory policy forcing customers of USSTRATCOM to use the USAMS III IDIQ. USAMS III will always be an option however it is not a mandatory option.

Q: Compared to USAMS II the customer base has changed, such as AFWA and some other agencies. It seemed like you were going to narrow the scope on USAMS III as to who can use the vehicle.
