DESCRIPTION OF SERVICES

1.1 Mission: USSTRATCOM conducts global operations in coordination with other Combatant Commands, Services, and appropriate U.S. Government agencies to deter and detect strategic attacks against the U.S. and its allies, and is prepared to defend the nation as directed. USSTRATCOM provides a broad range of strategic capabilities and options for the President and Secretary of Defense, and specialized expertise to the joint warfighter. It is the command and control center for U.S. strategic forces and controls military space operations, cyberspace operations, strategic warning and intelligence assessments as well as global strategic planning.

1.2 Mission Areas: Strategic Deterrence; Space Operations; Cyberspace Operations; Joint Electronic Warfare; Global Strike; Missile Defense; Intelligence, Surveillance and Reconnaissance; Combating Weapons of Mass Destruction; and Analysis and Targeting. These mission areas are not exclusive. The dynamic nature of the Command's responsibilities may require the addition of areas not currently identified.

1.3 Scope: The USSTRATCOM Systems and Missions Support (USAMS) contract supports all missions and requirements of USSTRATCOM. The USAMS contract is primarily an advisory and assistance services (A&AS) contract with a secondary function of acquiring limited non-advisory and assistance services (non-A&AS). A&AS support primarily comprises three major categories of services: Management, Operational and Professional Support Services; Studies, Analyses, and Evaluations; and Engineering and Technical Services. Non-A&AS support primarily covers operations and maintenance services for Information Technology and Telecom Services. In addition to supporting Headquarters USSTRATCOM at Offutt AFB, NE, support is also required for subordinate and supporting agencies, the sub-unified Command, component commands, and supported agencies worldwide. These efforts include the mission areas listed in Para 1.2, above, as well as the following Joint Functional Component Commands (JFCCs): Global Strike (GS); Integrated Missile Defense (IMD); Intelligence, Surveillance and Reconnaissance (ISR); and Space Operations (SPACE). Also included are the following Functional Components: the USSTRATCOM Center for Combating Weapons of Mass Destruction (SCC-WMD), Standing Joint Force Headquarters - Elimination (SJFHQ-E), Joint Warfare Analysis Center (JWAC), and the Nuclear Task Forces. The Nuclear Task Forces consist of: Intercontinental Ballistic Missiles (ICBMs), Strategic Bombers, Air Refueling Tankers, TACAMO (Airborne Communications), Pacific Submarines, and Atlantic Submarines. The evolving responsibilities of USSTRATCOM may require additional missions/requirements not currently identified.
