SCIF
Q: I didn’t see the requirement for a local office and SCIF space.
A: The requirement is that a prime contractor shall have access to a SCIF. Local Office is not a requirement.
Q: PWS 1.8.1 states that “The Contractor may be precluded from award of task order if unable to comply with DoD 5220.22M…and obtain access to SCIF at time of award” and that “The contractor must have readily available access to DSS certified work locations for performing classified work up to and including TS/SCI at time of contract award.” Please clarify if this requirement is for a SCIF in the greater Omaha area or at another location.
Also, please clarify how proof of this will be provided within the proposal as there is no requirement in Section L or M to provide.
A: There is no requirement to have a SCIF in the Omaha area, just to have access to a SCIF.
Proof of access can be a letter of agreement.
Q: Will there be requirements at the task order level for contractor provided meeting areas, safekeeping, SCIF, etc.
A: The requirement is that a prime contractor shall have access to a SCIF. That is a difference from USAMS II to III.
Q: Would you anticipate seeing SCIF requirements on a USAMS III vehicle?
A: Yes, we have current task orders at that level. The requirement is to at least have access to the
SCIF.
Q: Is there any requirement for a local office and/or local SCIF space, held by the prime bidder, for this solicitation?
A: The requirement is that a prime contractor shall have access to a SCIF. Local Office is not a requirement.
Q: PWS 1.5.1.2. Does offeror have to maintain a facility or a location for classified documents, or can one of our subs?
A: The requirement is that a prime contractor shall have access to a SCIF.
Q: Which task orders require contractors to have access to Sensitive Compartmented
Information (SCI) or DCID 6/4 eligibility, Nuclear Command and Control (NC2)? Are there any task orders that require TS/SI clearances (including polygraph)?
A: 95% of the task orders require TS/SCI. 5-10% of requirements include polygraph.
Q: Security…do not even have a TS facility clearance requirement. If you don’t already have TS facility cleared people, then getting that for this task order will be difficult.
A: There is no requirement for the contractor to maintain a TS facility clearance. At the task order level employees will have to have a TS clearance for award.
Q. Is top secret clearance a requirement?
A. Yes, it is a requirement. Need personnel with top secret and facilities that are cleared.
Q: In recruiting talent to the Omaha area, many will likely have interim clearances.
Although this question may apply to the Task Order response process, we would like to know in advance if those clearances will be accepted in responding.
A: At the task order level employees will have to have a TS clearance prior to award.
