USAMS III Solicitation Questions and Answers
Round 4
4a. Question: Pg 215 of the RFP Sec L4.5 para 2, states “Past performance on ID/IQ type contracts should be submitted at the delivery/task order level, unless performance is only assessed for the ID/IQ contract as a whole.” Questions 2c and 2f state: “IDIQ/BPA contracts cited to support USSTRATCOM mission areas will not be accepted. Services supporting the mission areas are only performed at the task order level and must be cited individually.” Q: This is not reflected in the Amendment, so is this a requirement change or clarification as it relates to the evaluation criteria of the Program Management subfactor for Primes?
Answer: This is a clarification. ID/IQ contracts cited to support Subfactors 2 – 10 will not be accepted as Subfactors 2 – 10 are only performed at the task order level and must be cited individually. Past performance for Subfactor 1 – Program Management may be submitted at the ID/IQ level.
4b. Question: In the RFP it states in section L1.4 PROPOSAL ACCEPTANCE PERIOD AND DUE DATE to refer to the table 2.0 for the proposal due date. We have not been able to locate a ‘time’ for delivery.
Answer: The bottom of Table 2 (Section L) states “All documents are due by 2:00 PM Central Standard Time on the date specified.”
4c. Question: Although Section L (Instructions to Offerors) does specify that a prime offeror can "...including a reference addressing the Program Management subfactor either as a standalone reference or in combination with a reference addressing a USSTRATCOM mission area,." Section M relevancy criteria still does not address how a standalone reference that only addresses the Program Management subfactor could be evaluated as anything but Not Relevant. We assume this was just an oversight, but, regardless, we request that the Section M definitions for relevancy be changed so that, at least for the ID/IQ contract-level past performance references submitted to show only experience under the Program Mangagement subfactor (and not for any of the other nine mission areas), offerors can receive "very relevant," "relevant," or "somewhat relevant" ratings if their ID/IQ contract-level past performance reference is relevant to the Program Management subfactor. In the latest version of the RFP it still appears that such ID/IQ contract level past performance will still only be able to achieve a rating of "not relevant."
Answer: Para L4.5 refers to contracts performance rated at the ID/IQ level. Para M3.2.2.2 Amendment 03 changed Past Performance Relevancy from nine subfactors to ten subfactors to include Program Management for the Past Performance evaluation. Therefore, Program Management could be evaluated at the ID/IQ level if the ID/IQ contract is evaluated at the ID/IQ level vs the task order level.
