Timing of Award and Gap in USAMS IDIQs
Q: Do you have an estimate on when you will post the draft RFP?
A: The draft RFP is posted on FBO.
Q: Why the year between May to May?
A: The year between proposal submission and contract award exists because the government built in time for discussions if needed.
Q: Ordering period starts in March 2014. This will leave a 7.5 month gap between the end of USAMS II and the beginning of USAMS III. Is that the intention?
A: Any gap between USAMS II and III is not intentional, but based on requirements of the acquisition process.
Q: Why is there a year delay between proposal and award? Is there any chance for an earlier award?
built in time for discussions if needed. Yes, award could be made earlier if it is in the best interest of the government to award without discussions.
Q: There appears to be a gap in coverage between the end of the USAMS II ordering period and the start of USAMS III. What strategy is the 55CONS considering in that case
(i.e., use of GSA Schedules)?
A: If there is a gap between USAMS II and III the decision on what contract vehicle to use would be made on a case by case basis.
Q: Why the lead time between award…1 year?
Q: USAMS II ends in July, correct?
A: Yes, the “Option to Extend Services” clause provides for an additional six month ordering period. All task order performance will still terminate on or prior to 30 Sep 2015.
Q: At industry day you mentioned it would take up to a year to award. Why so long?
Q: Wondering if we can expect the USAMS II performance to be extended past the current ordering period?
A: The task ordering period may extend with the exercise of the “Option to Extend Services” clause providing for an additional six month ordering period. All task order performance will still terminate on or prior to 30 Sep 2015.
Q: Is there nothing in place for the ordering gap between January and the award of
USAMS III?
Q: Would it be helpful from an industry stand point if we gave you a list of vehicles that would allow you to carry the work in to the award of USAMS III?
Q: It is still the Sep 15 cut off for performance, correct?
A: All task order performance will terminate on or prior to 30 Sep 2015.
Q: USAMS II: There is a tremendous work load with competing the new task orders on
USAMS II and the RFP for USAMS III. Worried about juggling both at the same time.
Would you consider just extending the current task orders?
A: No, there is no justifiable reason not to re-compete the work to maximize taxpayer dollars.
Q: You are considering extending the USAMS II ordering period, correct?
A: Yes. the “Option to Extend Services” clause provides for an additional six month ordering period. That will not change the 30 Sep 2015 performance end date.
Q: How long will USAMS II extend out to?
A: All task order performance will terminate 30 Sep 2015.
