Question and Answers
-Looking at the “The Schedule” Section B (page 3 of 96), at the bottom of the form are three lines for proposal development fees should a task order go through the process but then not be funded for whatever reason. Am I correct in assuming that the total of the extension of the number of projects for a certain type times the proposal development fees is added into the grand total for that page ? Or should the Estimated total be only for the first four budget cost line items?
Answer: All seven lines are included for the total.
-In attachment 1, paragraph 3.6 on page 9, the last sentence says “All design work shall be included in the contractor’s coefficient. See para. 1.2.7.”
Paragraph 1.2.7 lists items of work that are to be included in the contractor’s coefficient. Design fees are not included as an item to be included in the coefficient (engineering fees are specifically excluded).
Likewise in paragraph 34.1.6 on page 68 of attachment 1 design fees are listed as a “Totaling Component” in addition to the contractor coefficient.
Please provide clarification for this conflicting situation.
Answer: In attachment 1 paragraph 3.6 on page 9 has been changed from “All design work shall be included in the contractor’s coefficient” to “Design work shall not be included in the contractor’s coefficient.” Also, design fee is deducted from the contractor’s proposal at the time of contract award.
- Paragraph 1.2.7 on page 2 of attachment 1 lists “Field and home office overhead for prime and subcontractors” and “Profit for prime and subcontractors” but does not include prime and subcontractors in the items “Taxes and workman’s compensation”, “Insurance”, and “Employee payroll taxes, insurance and fringe benefits” . Are the last three items , as well as all other items to apply to prime and subcontractors also? If all items listed in paragraph 1.2.7 are subject to the “prime and subcontractors” clause then the coefficient factor is going to be very large. Are we misinterpreting the intent of paragraph 1.2.7?
Answer: The verbage in 1.2.7 has been changed to “The coefficient is the price multiplier representing the Contractor’s markup on the bare cost of (RS Means) items included in task order.”
- Does the maximum contract value of $45 million represent the maximum per year of the contract or the maximum for the base year plus option years 1,2,3 &4 ?
Answer: The $45 Million represents the maximum for the base year plus option years 1, 2, 3, and 4.
-We assume that the Option to Extend year would be beyond the maximum contract amount.
Answer: The option to extend is not beyond the maximum contract amount.
-How do we relate the designated numbers of small, medium and large projects listed for the base year and each option year with the Estimated Price for each project type (example the base year estimated price for small projects is $3,500,000. The number of small projects is listed at 54; if I multiply the number of small projects (54) by an average cost of $100,000 I get $5,400,000 which certainly exceeds the estimated price of $3,500,000.
Or am I looking at a face value of $8,635,000 total per year regardless of the number of projects? I really want to understand the desires to be able to address the pricing coefficient correctly.
-Answer: This seed project is for evaluation purposes only. There is no exact relationship between the designated number of small, medium, and large projects and each option year.
-In Section 11.1.4.1 page 33 of the SOW states that the contractor will “furnish the CE SABER staff with cell telephone”. Please provide the number of cell phones that will be required.
Answer: Two cell phones will be required. This has been annotated in the SOW Attachment 1 Section 11.1.4.1 on page 33.
