Question 1: For this solicitation, can the SBA office servicing the 8(a) firm be located anywhere in the US or does the SBA office servicing the 8(a) need to be located in Florida?

Government Answer: The SBA Office servicing the 8(a) firm may be located anywhere in the US.

Question 2: 1. Page 3 > 2.1.4 Organization/Number of Copies/Page Limits > 2.1.4.1 states:

“A complete proposal shall consist of three (3) volumes: Volume I, Technical Proposal, Subfactor 1 and Subfactor 2; Volume II (a), Past Performance; Volume II (b), Signed Teaming Agreement (if applicable); and Volume III, Cost/Price Proposal (Executed RFP Documents)/Contractor Responsibility”

Further, section 2.1.4.2.1 states:

Volume I – Technical Proposal: 75 Page Limit

Subfactor 1 – SAMPLE PROJECT

Subfactor 2 – Management Plan and Qualifications

Volume II (a) – Past Performance: 20 Page Limit

Volume II (b) – Signed Teaming Agreement (required if proposing a teaming agreement): No Page limit

Volume III – Cost/Price: 30 Page Limit

Volume IV – SEED PROJECT Proposal: 30 Page Limit

Question – Since Volume I includes a subfactor for a proposal for the sample project, is that separate from the Volume IV seed project – or are these proposals referencing the same thing?

And does a complete proposal, therefore, consist of all 4 volumes, not 3?

Government Answer: Reference amendment 0001 for corrections to the solicitation.

Question 3: Is there a current or recent contract for these services at Hurlburt?

Government Answer: Yes, there is currently a contract in place and has been for several years prior. The current contract number is FA441714D0001.

Question 4: The previous Hurlburt Field SABER solicitation (FA4417-14-R-0011) was restricted to 8(a) companies with a bona fide place of business in the region – firms serviced by SBA Region 4 and other 8(a) construction firms with a bona fide place of business within SBA Region 4. This solicitation does not appear to include any geographical restriction for eligible 8(a) offerors. Is this solicitation meant to be restricted to 8(a) firms with a bona fide place of business in the region that are registered in NAICS 236220?

Government Answer: This acquisition is not restricted to 8(a) firms with a bona fide place of business in the region that are registered in NAICS 236220.

Question 5: Attachment 23, Section L, Section 5.0 states: “VOLUME III – PRICE/COST PROPOSAL. Submit the Standard Form 1442 and all pages originally included in the RFP.

Submit one (1) copy.” Please clarify which RFP pages should be included. Are we to include pages 1-39 of 39?

Government Answer: Contractors are required to submit all pages, 1-39 for volume III.

There is no page limit for volume III, Reference Amendment 0003

Question 6: Attachment 23, Section L, Section 4.1 and its following subsections provide instructions for how offerors are to present information on previous relevant contracts. For offerors with relevant IDIQ contract experience, are “previous contracts” defined as individual task orders or as whole IDIQ contracts? Can both contract types be used in this section?

Government Answer: “Previous Contract” would mean an IDIQ type contract which manages multiple simultaneous task order type projects with similar work elements, identified in paragraph 4.1.2 in section L, while having at least twenty (20) active task order projects with a cumulative value of all task orders totaling over $3.5 million annually.

Question 7: Will a PMP designation suffice in lieu of a Bachelor's degree? Is there an experience level you would accept in place of the degree? (i.e. 20 years Federal PM experience, etc.)

Government Answer: No. Section L paragraph 3.1.2.2 and it’s subparagraphs state that the bachelor’s degree is what the Program/project manager will have at a minimum.

Question 8: In regards to the PPQ documents, the contract states that the PPQs will be submitted to yourself and Richard Beaty, but on the PPQ document itself, it requests they be sent to yourself and Charles Carnley. Please clarify which individuals need to receive PPQ documents.

Government Answer: The PPQ documents shall be sent to SSgt Lukas M. Anderson at lukas.anderson@us.af.mil and Mr. Richard (Rick) Beaty at richard.beaty.3@us.af.mil

Question 9: Good morning! We are looking at the job on Hurlburt in reference to the metal stairs found in Specifications Division 5, Section 05 51 00 (Page 18), and railings in Section 05 52 00 (Page 22). Unfortunately, we are not able to locate drawings for the stairs and railings that are expected. Could you direct us to where we can find drawings or where we should go from here?

Government Answer: There are no associated drawings with the referenced specification section. The master base specifications you are referencing are the overarching specifications. They will apply to all projects executed under this contract. Not all sections of the specs will be applicable to all projects. When a project calls for stairs and railings then those sections in the specifications will apply. Same for other disciplines like electrical, mechanical etc.

Question 10: Is there a requirement for the awarded contractor to hold a Florida Contractors License?

Government Answer: Only certifications identified in the base master specifications will be required.

Question 11: Addendum Section L (Rev 11 Feb 19)

Page 4, Section 3.1 Volume I – Technical Proposal

This volume consists of Subfactor 1 and Subfactor 2. Are these Subfactors to be submitted as separate PDF files, or are they intended to be submitted together in one (1) PDF document? The confusion comes with the sample naming convention provided for the sanitized copy: “Subfactor 1 Sanitized Tech Proposal CAGE#”. Shouldn’t this read “Vol I Sanitized Tech Proposal

CAGE#”?

Government Answer: Subfactor 1 and subfactor 2 are intended to be submitted as one PDF document NTE 75 Pages. You are also required to submit another “sanitized” copy of subfactor 1 and subfactor 2, which does ot include identifiable company information.

Should read “Vol I - Sanitized Tech Proposal CAGE#”, and “Vol I - Technical Proposal”.

Question 12: 4.1 Volume II (a) Past Performance

4.1.1

Question Part 1 - Offerors are to submit 1 page of past performance per reference. The maximum total of pages is 10. Are offerors to assume they can submit up to 10 references? Is there a minimum number of references required?

Question Part 2 – If there is a 20 page limit to this volume, and the references are capped at 10 pages, with the Teaming Agreement section not counting towards the page limit, what information makes up the additional 10 pages? Would this be the 1st page of the PPQ that offerors are to complete themselves?

Government Answer:

Part 1: Offerors may submit up to 10 references. There is not a total number of references required.

Part 2: Additional pages beyond project summary can be any documentation the offeror deems necessary to support its assertions of recent and relevant performance. Complete volume II is not to exceed 20 pages.

Question 13: 5.0 Volume III Price Cost Proposal

The instructions state: Submit the Standard Form 1442 and all pages originally included in the

RFP.

Please confirm that the Government’s intent of “all pages originally included” refers to the two

(2) pages of the SF 1442, not the entire 40 pages of the original solicitation document.

Government Answer: Reference the answer to question #5.

Question 14: 5.0 Volume III Price Cost Proposal

Will it be sufficient for Offerors to just acknowledge any amendments on Page 2 of the SF 1442 in Block 19, or would the Government prefer the amendments acknowledged on Page 2 in Block 19 and the SF 30 of each amendment also included behind the SF 1442?

Government Answer: Reference section 8.0 of Section L, where it states that Offerors MUST Acknowledge all amendments in their proposal, either by completing SF 1442 Block 19, providing signed copies of the amendments with their proposal (Section III), or by separate letter which includes a reference to the solicitation and amendment numbers.

Question 15: Attachment 23; Section 2.0 Specific Instructions; Paragraph 2.1.4.3 (p. 2 of 19) states: “Cost or Pricing Related Data. All cost and/or pricing data shall ONLY be addressed in the Cost/Price Proposal Volume,” which is Volume III.

Attachment 23; Section 3.1 Volume I, Technical Proposal; 3.1.1 Subfactor 1 – Sample Project;

Paragraph 3.1.1.5 Proposal (p. 5 of 19) states: “…The cost estimate should show detailed listing of RS Means line item numbers, description of items, unit of measure, quantity of units required, cost per unit and total costs for all units per line item…”

Question: Please advise if we should include the cost proposal for the sample project as part of Volume I, Technical Proposal or as part of Volume III, Cost/Price Proposal.

Government Answer: Volume I as outlined in Section L, paragraph 3.1.1.5.

Question 16: If submitting as a Joint Venture, is a copy of our JVA required in our proposal, in place of the Teaming Agreement?

Government Answer: Yes.

Question 17: Is the Bid Bond amount to be based off of the estimate for the SAMPLE project or SEED project?

Government Answer: See clause 52.228-1, paragraph (c)

Question 18: Section 5.0 of the RFP states there is a 30-page limit for the Price/Cost Proposal;

does this include the SF 1442 and all 40 pages originally included in the RFP?

Government Answer: Reference the answer to Question #5.

Question 19: Section 5.0 has a 30-page limitation. Are Offerors required to submit all original attachments, or just those requiring fill in, in Sections A-K?

Government Answer: Reference the answer to Question #5.

Question 20: Can all volumes be placed on one CD, in separate files?

Government Answer:Yes all files can be placed on one CD, in separate files.

Question 21: Will the Government accept a blanket bond vs. individually bonding each task order?

Government Answer: Yes, this is permissible, but not required.

Question 22: Section L, Paragraph 3.1.2.2 states to provide resumes for two superintendents.

This contradicts with the SABER SOW, Section 3.2, paragraph 3.2.2, which lists one superintendent. Please clarify the number of superintendents to include in our proposal.

Government Answer: The SOW requires that each project have a dedicated superintendent with no more than 5 projects at any given time. Historical data suggests that a minimum of two project superintendents will be required to execute this contract and associated task orders. Submit resumes IAW Section L.

Question 23: There are no personnel requirements listed in Section L or M for an On-Site Safety & Health Officer (SSHO). Can the Superintendent also perform the duties of an SSHO?

Government Answer: An On-Site Safety & Health Officer is not required for this contract. Your SSHO can work out of the Corporate/Home office and schedule visits as your company deems appropriate (regularly scheduled/random/specific task order). Your on-site staff are expected to enforce the requirements of your company’s Safety Plan.

Government personnel will only intervene when there is an immediate danger to personnel or property. OSHA inspectors conduct random visits to Hurlburt, so any findings are the sole responsibility of your company.

Question 24: IAW with Section 16.1 of the SABER SOW, we are to provide the Government with 6 total seats/licenses of the latest web version of RS Means-based project estimating program. Given that 4clicks is not available in a web version, does the Government want us to use another RS Means-based project estimating software, i.e. eGordian?

Government Answer: The government requirement is for a web version of an RS Means based project estimating program. We are open to any company that can provide this requirement.

Question 25: 1. Will the government consider extending this proposal 7-14 days since the site walk was not performed until 19 days after the solicitation was released?

Government Answer: Based on the number of questions received, the government will extend the proposal due date from 14 March 2019 to 21 March 2019 as identified in Amendment #4.

Question 26: Please clarify the closing date for RFP questions to the government. The RFP Attachment 23 states 5 business dates which is 5 March 2019. The RFP and MFR document provided by the government at the site walk shows 5 calendar days which is 3 March 2019 and is a Sunday.

Government Answer: Please reference amendment 0003.

Question 27: Will the government consider submission of the SABER proposal through

ARMDEC?

Government Answer: AMERDEC has been down and is not scheduled to come back up.

Reference the two methods of acceptable submissions in section L.

Question 28: Does each volume need to be on its own CD, or can we save all 4 volumes on to one (1) CD?

Government Answer: All four volumes may be on 1 CD

Question 29: Please clarify what additional information is needed if any for the Sample and Seed proposal other than the price breakout.

Government Answer: Reference Section L, Paragraph 3.1 through paragraph 3.1.1.5.

Question 30: Are we required to submit a 3064/3065 and WTA for the seed project?

Government Answer: See section L, paragraph 6.0.

Question 31: Is there a project dollar limit for identified projects that will be used as relevant and recent past performance?

Government Answer: Recency and relevancy will be determined as defined in Section M.

Question 32: If we have a recent PPQ from a client used for another proposal – can that completed and signed PPQ be sent to the contracting office?

Government Answer: PPQ must come from the customer. See section L, paragraph 4.1.2.

Question 33: Can we use an active IDIQ with multiple task orders issued as a relevant project if it meets the criteria listed under Section 4.1.1.1?

Government Answer: Yes. See section M.

Question 34: Is it the intent to run the liquid and suction lines underground in a PVC sleeve?

The original lines look like they run into the HVAC closet wall and overhead thru the attic.

Government Answer: The routing of the liquid and suction lines were verified on 28 Feb.

The existing lines run from the Air Handler unit into and up inside the wall separating the mechanical closet and storage closet. They enter the attic space and travel to the exterior wall where they go down inside the wall to below grade, then over to the condensing unit. The new line sets and control wiring will be ran from the Air Handler unit to the wall separating the mechanical closet and storage closet up to the attic space (surface mounted) then over to the exterior wall where they will penetrate the exterior wall above the soffit and surface mounted down to grade and over to the condensing unit.

The liquid and suction lines are not required to be in PVC on the interior of the facility, but only for the exterior portions.

Question 35: Is a letter of consent required for each identified teaming partner authorizing the government to discuss their past performance with the prime if their past performance is being utilized for this proposal?

Government Answer: See section L, paragraph 4.2.1.2.

Question 36: Reference: Attachment 23; 4.1 Volume II (a) - Past Performance; Paragraph 4.1.1 Question: Based on a 10-page total/1-page per reference limit, are contractors allowed to submit less than 10 contracts and use the remaining pages as they see fit to discuss past performance?

Government Answer: Additional pages beyond project summary can be any documentation the offeror deems necessary to support its assertions of recent and relevant performance. Complete volume II is not to exceed 20 pages.

Question 37: Reference: Solicitation Amendments, Standard Form 30 Question: SF 30, Block 11 indicates offerors should complete and return 1 copy of the amendment. In which Volume and Section of the proposal does the Government wish to receive this information?

Government Answer: Reference section 8.0 of Section L, where it states that Offerors MUST Acknowledge all amendments in their proposal, either by completing SF 1442 Block 19, providing signed copies of the amendments with their proposal (Section III), or by separate letter which includes a reference to the solicitation and amendment numbers.

Question 38: Reference: Site Visit Question: Have environmental tests (e.g., lead, mold, asbestos) been performed on the Temporary Lodging Facility buildings for the Seed Project and are those test reports available?

Government Answer: No environmental testing has been conducted on these units. The Government does not expect to encounter any environmental issues during the performance of this project.

Question 39: Reference: Site Visit Question: Do the refrigerant lines at the Temporary Lodging Facility buildings for the Seed Project run under the slab or through the attic as shown on the as-built drawings?

The liquid and suction lines are not required to be in PVC on the interior of the facility, but only for the exterior portions

Question 40: Reference: General Question: In order to properly plan staffing and mobilization, does the Government have a project forecast available? Contractor understands that this would be a forecast and in no way obligates the government to the issuance of the listed task orders.

Government Answer: No forecast is available.

Question 41: Reference: General Question: Please clarify whether electronic O&M manuals will be acceptable or are printed copies required on all task orders?

Government Answer: Please see base master specifications regarding the submission of O&M manuals and submittals.

Question 42: Reference: General Question: Can the Government provide a map of Hurlburt AFB and surround areas for reference?

Government Answer: Detailed maps will be provided to awardee as required.

Question 43: Reference: General Question: Does the Government foresee a requirement for a facility clearance for this SABER? If not, will the Government provide cleared escorts when required?

Government Answer: No, see SABER Statement of Work, paragraph 2.11.

Question 44: Attachment 23, Section L, Section 2.1.4.2 indicates that Volume III (Cost/Price) has a 30 page limit. Attachment 23, Section L, Section 5.0 states “Submit the Standard Form 1442 and all pages originally included in the RFP. Submit one (1) copy.” If all pages in the solicitation section (Sections A-K) are included plus the SF 1442 (2 pages) plus the financial reference (1 page) plus the bid bond (3 pages) plus a few amendment SF30 forms, this volume will come to approximately 42 pages. Please consider increasing the Volume III page limit to 50 pages or clarify which 30 pages are required.

Government Answer: See the answer to question #5.

Question 45: The sample project SOW (Attachment 3) appears to specify new straight cooling split system air conditioners, but the master specifications (commercial and residential) only contain specifications sections for split system heat pumps. Further, a check of the model number of one of the existing outdoor units revealed that it is not a heat pump. Please advise how to proceed.

Government Answer: The outdoor units will be installed as a cooling unit only. The 4kw heat strip (Para 4.1.7) will be installed in the Air Handler unit.

Question 46: Per the site visit held 2/26/19, please confirm the new line sets for the HVAC will be run in existing underground chases in lieu of above ceiling per the SOW.

Question 47: Per the site visit held 2/26/19, it was noted that there is mold in the HVAC closets around the duct work penetrations. Will there be any requirement to remove/remediate any of this?

Government Answer: Mold removal/remediation will not be a requirement of this project.

Question 48: Per the site visit held 2/26/19, it was noted the existing HVAC units are connected to the building’s fire alarm system, but there is no mention of any fire alarm scope in the SOW.

Please advise if the Hurlburt Field Alarm Shop will be disconnecting and reconnecting the HVAC shutdowns or if it will be the responsibility of the contractor.

Government Answer: The contractor will be responsible for notifying the Fire Department, disconnecting and reconnecting the HVAC shutdowns and informing the Fire Department once work is completed on each unit.

Question 49: The sample project SOW (Attachment 3) states to recover the old refrigerant when removing old units. Please advise if the contractor is responsible for disposal or if the government wishes to retain the old product.

Government Answer: The contractor will be responsible for disposing of the refrigerant at a state approved recycling location.

Question 50: The Solicitation states: Program/Project Manager (PM): The contractor’s Program/Project Manager shall have as a minimum, a bachelor’s degree from a regionally or nationally accredited university and at least five (5) years’ experience managing construction projects which shall include two (2) years of industrial construction. The PM is the primary POC for the CO for all contractual issues with regards to project/program execution and is responsible for the overall management of this contract. The PM is to ensure that quality work is accomplished on schedule and assuring qualified personnel and subcontractors are assigned to complete performance. It is the PM’s responsibility to ensure that contractor personnel and subcontractors possess the appropriate qualifications and experience to complete specified project tasks and that they comply with all statutes, regulations, as well as the contract requirements. The PM shall have and provide to CO, upon request, all required employee or subcontractor certifications and qualifications.

Our questions are as follows:

Is the Program/Project Manager (PM) required to be on-site at all times?

Will the government consider allowing the SABER position Program/Project Manager (PM) to show additional years of experience in construction to include industrial experience in lieu of the bachelor’s degree requirement? Example would be at least 10-15 years’ experience managing construction projects which shall include five (5-10) years of industrial construction.

Government Answer: See answer to Question #7. No, working hours are identified in section 10.0 of the SOW. No, the SOW section 3.2.1 states a bachelor’s degree is what the Program/project manager will have at a minimum.

Question 51: On page 15 of 42 under paragraph 6.2.2 there are several exclusions of general conditions costs that must be included in our coefficient. Paragraph 6.2.3.2 through 6.2.6.8 are clear but 6.2.2.1 seems to be a all encompassing statement that excludes line items for all general conditions. Does this mean for all 01 general conditions costs must be included in our coefficient?

Government Answer: Section 6.2.2 of the SOW has been revised to detail conditions that shall not be included in individual Task Order line items and should be included in coefficient.

Question 52: We are an 8(a) company that is forming a joint venture with a SDVOSB to submit on the referenced IDIQ. We asked our SBA BOS whether it was required that our joint venture be submitted to him before submitting our proposal or whether our notification to him of our intent to submit under a joint venture would be sufficient. He responded that each procurement is stand-alone and that we should contact the Contracting Officer for clarification. We have not found anything related to this issue in the RFP, only information related to teaming agreements.

In the past, the requirement we have found related to joint ventures is that the SBA BOS be notified prior to submittal of the proposal and that the joint venture be approved before an award is made. Would you please clarify what this procurement requires?

Government Answer: This procurement is set-aside for 8(a) companies. The successful offeror (or Joint Venture) must be certified and approved 8(a). Any SBA requirements pertainting to Joint Ventures must be followed.

Question 53: Please confirm the refrigeration lines are rin in conduit underground and that its expected from us to remove and install the new lines in the same existing conduit (SEED Project).

Government Answer: See answer to question 46 above.

Question 54: Is the contractor required to have an office on base?

Government Answer: No, SOW section 14.1.2 states that a contractor furnished trailer CAN be used. Although not required to be on base, the contractor’s on-site team (Program Manager & Superintendents) must be able to respond to any project site in a timely manner. The on-base office/storage yard is offered to the contractor to reduce response time and increase productivity.

Question 55: Is the contractor required to have at least one full time employee on base at all times? If yes, what are the requirements of this personnel?

Government Answer: Although not required to be on base, the contractor’s on-site team (Program Manager & Superintendents) must be able to respond to any project site in a timely manner. Superintendents are expected to be performing duties at each of their assigned task orders.

Question 56: How will the contractor be compensated for design efforts over 35%?

Government Answer: When required to provide a design effort over 35%, the design requirement will be included in the requirements (SOW) for that task order. This can be covered using engineering fees line item of Division 01 General Requirements.

Question 57: How will the contractor be compensated for requirement of Section 16.1 – Cost Estimating Software (Including Program Training 16.1.3) and requirements of section 16.4 – Unit Price Guide (including Section 16.4.1 and 16.4.2)?

Government Answer: This cost will be included in calculating your coefficient.

Question 58: Is there a recommended or approved Work Time Analysis form to be submitted by the contractor?

Government Answer: There is no specific or recommended form for the WTA.

Question 59: Are the latest AF IMT 3064 and AF IMT 3065 forms available in digital format (fill able)?

Government Answer: Yes. Added as attachments to the solicitation.

Question 60: Is there special requirement or approval procedure for subcontractor(s)?

Government Answer: The prime contractor is responsible for determining the qualifications and selection of any/all subcontractors. Selection of materials for specific task orders will be processed and approved by Material Submittal form 3000.

Question 61: Are payment and performance bonds based on Base Contract Value or per task order amount?

Government Answer: Payment and Performance bonds are required for all task orders.

However, the contractor may submit a blanket Payment and Performance bond instead of individual bonds for each task order (see question #21 above).

File details come from the government source that posted it. Updated .
