I. ARCHITECTURAL

A. GENERAL PARAMETERS

1. The objective of the project is to reduce energy consumption and increase efficiency of the HVAC in Building 50 at Scott Air Force Base.

Architectural work is to include replacement of ceiling tile with new to facilitate new HVAC throughout building and extending partial height walls at selected offices to above ceiling for acoustical privacy.

B. FUNCTIONAL AND TECHNICAL DATA

1. Design Criteria

a. Unified Facilities Criteria-UFC 1-200-1 General Building

C. DESIGN OBJECTIVES

3. Interior Renovation

a. Replace all ceiling tile. (Proposed product: Armstrong, “Fine Fissured Open Plan," #1754)

b. Replace ceiling grid at offices to receive new walls.

c. Extend walls to above ceiling in rooms 109, 111 and 112.

II. PLUMBING

A. SCOPE

1. Make up water will be provided for the hot water heating system.

B. TECHNICAL REQUIREMENTS

1. Design Criteria.

a. The following technical manuals will be used:

- Military Handbook MIL-HDBK, “Facility Planning and Design

Guide”.

- National Plumbing Code

A. Domestic cold water service will connect to the exiting water service and extend to hot water heating system fill valve assembly.

B. Fire protection heads will be added to provide coverage in the revised office areas (walls to deck areas).

C. Fire protection heads will be removed and reinstalled as required for ceiling pads change out.

III. HEATING, VENTILATION AND AIR CONDITIONING

A. SCOPE

1. The existing HVAC equipment and systems will be removed due to age and condition. Removal work will include existing air handling units, fan coil units, ductwork, hot water heating boiler, pumps, piping and temperature controls.

2. The new HVAC systems will include pumps, air handling units, shut-off variable air volume (VAV) terminal units with hot water reheat coils, ductwork, piping and temperature controls.

3. High efficiency (90%) hot water heater boiler.

B. FUNCTIONAL AND TECHNICAL REQUIREMENTS

1. Design Criteria.

a. The following technical manuals will be used:

- Military Handbook MIL-HDBK-1190, “Facility Planning and Design Guide”.

- ASHRAE Handbook “1993 Fundamentals” and “1992

HVAC Systems and Equipment”.

b. Design Conditions

Outside Design: Winter 6oF

Outside Air Per ASHRAE 62.1

1. Remove pumps, air handling unit, fan coil units, ductwork, diffusers, grilles, piping and temperature controls. Install replacement HVAC systems connected to the existing cooling source and replacement hot water heating boiler.

2. Provide new piping and accessories for supplying hot water to heating coils and chilled water to the cooling coils in the air handling unit and hot water for reheat to the VAV unit heating coils.

3. Provide new pumps. The chilled water will be supplied to the cooling coils in the new air handling units for the cooling coils and hot water will

be supplied to the new air handling units for the pre-heat coils and to the terminal unit reheat coils.

4. New hot water heating boiler and integral controls will be installed.

5. Provide new central station air handling unit with pre-heat coil and chilled water coil. Unit will have economizer system for using up to 100% outside air for cooling when outside air conditions permit. Provision for economizer cycle relief air to the exterior will be included.

6. The temperature and air flow to the rooms will be controlled by shut-off variable air volume terminal units. The terminal units will have hot water heating coils.

7. The temperature controls will be DDC with electric valve and damper actuator motors and will tie to existing Base JCI DDC system via BACnet

MSTP.

8. Provide new ductless split system in Computer Room 110 which houses

IT equipment and computers.

D. DESIGN DATA

1. Refer to Appendix B for HVAC equipment data and load estimate calculations.

IV. ELECTRICAL

A. SCOPE

1. Remove and replace building lighting with high efficient LED lighting.

2. Remove electric to HVAC equipment to be replaced and provide electrical to new HVAC equipment.

B. FUNCTIONAL AND TECHNICAL DATA

C. EXISTING CONDITIONS

1. Existing Power Distribution

a. Building 50 is served from the base primary electrical distribution system. Electrical service enters the building at 208Y/120 volts, 3-phase, 4-wire solidly grounded wye configuration to a main disconnect switch.

b. Electrical is then routed to a main distribution panels and then to a series of branch circuit breaker panelboards for distribution throughout the building.

c. The lighting source within the building is fluorescent.

D. DESIGN OBJECTIVES

1. Replace the existing lighting fixtures with high efficient LED lighting fixtures.

a. High efficient LED 2x4 lighting fixtures will be provided throughout the majority of the building. 2x2 LED and Led downlights will be provided in selected areas where 2x4 style fixtures are not appropriate.

b. Wall mounted passive infrared (PIR) occupancy sensors will be provided in small individual offices as lighting control.

c. Lighting control in multi-person offices and, restrooms, and other locations where wall sensors would not be appropriate will be provided with ceiling mounted occupancy sensors. PIR ceiling

sensors and dual technology (PIR and ultrasonic) ceiling sensors will be provided.

d. Lighting control will be set to be a manual ON and automatic OFF control.

e. Lighting control in the open office area and the large multi-person office will be accomplished through a lighting control panel with a programmed time-of-day schedule where occupancy sensors would not be and effective control.

2. Provide electric to HVAC equipment.

a. Branch circuits will be provided to provide power to the HVAC equipment.

b. Motors will be provided with an appropriate motor controller.

INTENDED USE — The FS Series recessed LED luminaire combines modern aesthetics and performance in a general lighting product that enables the transformation from fluorescent to

LED. The high efficacy light engine delivers long life and excellent color to ensure a quality lighting installation. Integrated controls options provide for design flexibility and optimum energy savings.

Multiple lumen packages and driver options provide solutions for all your lighting applications.

CONSTRUCTION — Rugged, one-piece cold-rolled steel coated polyester, painted after fabrication. The satin white lens provides excellent shielding and wide distribution. End plates include integral T-bar clips.

Fixture may be mounted and wired in continuous rows. Total fixture height is only 4-3/8".

ELECTRICAL — Long-life LEDs, coupled with high-efficiency drivers, provide superior illumination for extended service life. 90% LED lumen maintenance at 60,000 hours (L90/60,000). The LEDs have a CRI of 82.

eldoLED driver options deliver choice of dimming range, and choices for control, while assuring flicker-free, low-current inrush, 89% efficiency and low EMI.

Optional integrated nLight® controls make each luminaire addressable - allowing it to digitally communicate with other nLight enabled controls such as dimmers, switches, occupancy sensors and photocontrols. Simply connect all the nLight enabled control devices and the FSL luminaires using standard

CAT-5 cabling. Unique plug-and-play convenience allows devices and luminaires to automatically discover each other and self-commission.

Lumen Management: Unique lumen management system (option N80) provides onboard intelligence that actively manages the LED light source so that constant lumen output is maintained over the system life, preventing the energy waste created by the traditional practice of over-lighting.

Step-level dimming option allows system to be switched to 50% power for compliance with common energy codes while maintaining fixture appearance.

Driver disconnect provided where required to comply with US and Canadian codes.

INSTALLATION — Unique grid interfacing arrangement provides mounting into standard 1" and 9/16" tee bar or screw slot grids. 9/16" allows fixture trim to hang level with architectural ceiling tiles. Drywall ceiling adaptors available. Suitable for damp location.
