STATEMENT OF WORK

VDYD 12-1211, REPAIR (SUS), HVAC, CPO; B50

SCOTT AIR FORCE BASE, ILLINOIS

375th Civil Engineer Squadron

9 August 2017 Revision Five: 03 May 2018

1. REQUIREMENT:

BACKGROUND: Building 50 is comprised of approximately 9,900 SF and has been most recently occupied by the 375th Contracting Squadron (CONS) and SAFB’s Civilian Personnel Office (CPO). In order to reduce energy consumption, increase efficiency and space utilization of the facility, architectural, HVAC, and various additional works are required. Project will require a partial design effort to incorporate HVAC specifications and drawings into renovated space requirements. Building 50 is being re-purposed to relocate the 375 Contracting Squadron, currently in the North end of the building, to the South end of the building with the North end designated as temporary (swing) administrative space for occupants during future renovation of other office areas. CPO, currently in the South side of the building, will not return to Bldg. 50.

OBJECTIVES: This is a design-build project to renovate B50 to include; HVAC repair (100% design provided, shall be revised to meet renovated conditions) reconfigured conference room, offices, systems furniture space, coordinating interior architectural, mechanical, electrical, and communication systems for the reconfiguration of renovated space, as well as the addition of selective floor to ceiling partition walls. It will also include the refresh of bathroom and kitchen fixtures, removal and replacement of interior finishes, ceiling tiles, and interior and exterior doors. The completed project must result in the facility’s ability to meet all applicable codes and standards which includes fire protection and suppression work. Contractor shall provide all labor, materials, and equipment to accomplish all identified work to include the purchase of all new materials and equipment for installation.

SPECIFICATIONS: National Fire Codes and Standards, specifically NFPA 13, NFPA 72, NFPA 101, UFC 3-600-01, and UFC 4-021-01. All other applicable codes apply.

2. PROJECT SCOPE: South end of the facility is defined as approximately the existing North Wall of Room 109 and beyond to the south. The following work shall be required:

a. DESIGN - Develop and submit 35%, 65%, 95%, and 100% (as-built drawings) submittals as detailed within the BASE PROPOSAL. Contractor shall provide FPE certification letter and stamp upon the completion of the 95% design submittal. The certification letter must state that the proposed design is in compliance with UFC 3-600- 01 and all applicable criteria. The 100% completed design for the HVAC component of the renovation project shall be incorporated into the 95% design. Any deviations from the original design will require the appropriate certification letters and stamps.

b. CONSTRUCTION: BASE PROPOSAL – Infrastructure

(1) COMMON AREAS

(a) South End Kitchenette (Room 107)

i. The contractor shall demolish countertops and existing sink.

ii. The contractor shall install solid surface countertops with drop-in stainless steel sink and fixtures.

iii. The contractor shall install new water supply and new drain lines to branch.

iv. The contractor shall remove existing floor tile and replace with 12 x 12 porcelain floor tile.

v. The contractor shall paint all wall surfaces, doors, and trim in the break area to match existing or similar.

(b) South End Break Room (Reconfigured Space, Room 104)

i. The contractor shall install a floor to above celling wall including a door

(glass/metal frame) in the East end of Room 104 (spanning from the North wall to the South wall) to create a break room.

ii. The contractor shall purchase and install a countertop in the north end of the break room.

iii. The contractor shall purchase and install cabinets that fit under the counter top.

iv. The contractor shall provide power and outlets for countertop appliances.

vi. The contractor shall remove existing carpet and replace with 12 x 12 porcelain floor tile. Carpet to be salvaged to patch other areas.

(2) NEW OFFICES

(a) Construct new 12’ X 14’ office for Flight Chief in 375 CONS reconfigured area in the south end of the building. New office shall have floor to above ceiling walls, power, and communication.

(b) Construct new 12’ X 14’ office for north end of building, swing space. New office shall have floor to above ceiling walls, power, and communication. Office shall be constructed to include an existing window.

(3) HVAC work to be accomplished shall include:

(a) General Building Requirements

i. Contractor shall complete work in accordance with plans and specifications, and account for any deviations that may alter the HVAC design (i.e. new walls, etc.).

ii. Contractor shall replace all ceiling tile.

iii. Contractor shall replace ceiling grid at offices to receive new walls.

iv. Contractor shall provide make up water for the hot water heating system.

v. Contractor shall remove existing HVAC equipment and systems. Removal work shall include existing air handling unites, fan coil units, ductwork, pumps, piping and temperature controls.

vi. The contractor shall install new HVAC systems including pumps, air handling units, shut-off variable air volume (VAV) terminal units with hot water reheat coils, ductwork, piping and temperature controls.

vii. The contractor shall install a high efficiency (90%) hot water heater boiler

GFP.

(4) ELECTRICAL/COMMUNICATION work to be accomplished shall include:

(a) General Requirements - Standards.

i. NFPA 70 (2014) National Electric Code and all other applicable codes.

ii. NESC (2012) National Electrical Safety Code and all other applicable codes.

(b) Electrical Work

i. The contractor shall remove and replace building lighting with high efficient

LED lighting.

ii. The contractor shall remove electric to HVAC equipment and replace/provide electrical to new HVAC equipment.

(c) Furniture

i. Contractor shall install all data/voice communications to provide proper communications capability for all reconfigured 375 CONS space.

ii. Contractor shall remove existing communication cable.

iii. Include two data and one voice port at each workstation.

iv. Label comm room/rack/patch panel/port on each drop

v. Provide test results from patch panel to wall jack.

vi. Install cabling on interior of furniture.

vii. All cabling shall be CAT6 or better.

viii. All cabling installed to standard EIA/TIA 568C.

ix. Contractor shall test communication connections and correct any faulty connections.

x. Contractor shall provide power to all reconfigured furniture.

xi. Contractor shall test all power connections and correct any deficiencies.

(5) STRUCTURAL/BUILDING ENVELOPE work to be accomplished shall include:

(a) Walls

i. Contractor shall remove existing walls and replace with above ceiling walls in

Rooms 110 and 112, as well as in select areas in the south end of the building.

Contractor shall account for HVAC supply/return air when creating new walls. New partitions shall use 5/8” gypsum board with metal studs.

ii. Contractor shall remove Room 109 (demolish all non-exterior walls).

iii. Contractor shall remove all wallpaper on all walls.

(b) Doors

i. Contractor shall replace all exterior “man-doors”, door frames, and hardware to match existing, or equivalent, with the exception of the existing glass doorway at the main entrance to the building.

ii. Contractor shall replace interior doors, frames, and hardware in rooms 110, 112, both bathrooms, and the bathroom janitor closets to match existing, or equivalent.

iii. Install double glass doors with metal frame in new conference room on south end of building.

(6) FIRE SUPPRESSION work shall include:

(a) All areas shall meet National Fire Protection Association (NFPA) 72 standards.

(b) Contractor shall submit credentials of Fire Protection Engineer(s) with proposal.

(c) Contractor shall install new sprinkler heads as depicted in the plans and specifications.

(7) PAINT/CARPET/FURNITURE work shall include:

(a) Contractor shall remove all existing wallpaper, repair minor damage to interior walls and paint entire surface.

(b) Contractor shall paint all walls, door jams, window trims, chair railings, and wood base moldings in accordance with government paint colors and manufacturers recommendations, TBD.

(c) Contractor shall professionally clean all other existing carpet throughout the facility.

(d) Contractor shall remove and dispose of existing furniture and partition walls in the South end of the building (CPO furniture, see Attachment 23). Contractor shall remove/protect/store existing 375 CONS furniture (see Attachment 22) as required while work is conducted. Contractor shall provide a furniture design package for the reconfigured 375 CONS office space with the existing 375 CONS furniture in the South end of the building, to include new power and communication to, and through the desk from the zone boxes. The north end of the building will not be furnished under the base proposal.

(e) Design package personnel/space requirements for the reconfigured 375th Contracting Squadron space, South end of building, utilize existing furniture:

One (1) Flight Chief Office – 12’X14’, floor to above ceiling walls Four (4) Team Lead Offices – Existing systems furniture, 8’X9’ One (1) Conference Room (Minimum Capacity: 40 personnel, see suggested location on Attachment 9) Team One – Eight (8) personnel, Existing Workstations, 6’X8’ Team Two – Eight (8) personnel, Existing Workstations, 6’X8’ Team Three – Eight (8) personnel, Existing Workstations, 6’X8’ Team Four – Three (3) personnel, Existing Workstations, 6’X8’

(8) BATHROOM REFRESH - Men’s & Women’s Restrooms (south end of building).

Contractor shall provide a complete demolition and construction of new restrooms;

to include, but not limited to:

(a) Demolition work shall include:

i. The contractor shall demolish ceramic floor and base tile in both the men’s and women’s restrooms.

ii. The contractor shall demolish all toilet and urinal partitions.

iii. The contractor shall demolish all restroom accessories, mirrors, soap dispensers, waste receptacles, toilet paper dispensers, paper towel dispensers, grab bars and tampon dispensers.

iv. The contractor shall demolish all lavatories, urinals and water closets.

v. The contractor shall demolish existing water supply and drain lines from sinks, toilets and urinals.

vi. Contractor shall remove existing water fountain, water supply, and drain line in the break area and replace with new 12 x 12 porcelain tile.

(b) Installation work shall include:

i. The contractor shall install new 12 x 12 porcelain floor tile with border.

ii. The contractor shall install new phenolic toilet and urinal partitions

iii. The contractor shall install new solid surface countertops and aprons with built in sinks.

iv. Install new water supply lines and new drain lines.

v. The contractor shall install new sink fixtures.

vi. The contractor shall install new urinals to include water supply and drain lines.

vii. The contractor shall install new toilets to include water supply and drain lines.

viii. The contractor shall install new mirrors, grab bars, waste receptacles, paper towel dispensers, soap dispensers, tampon/sanitary napkin receptacles and toilet paper dispensers.

ix. Contractor shall install new efficient, low-profile water fountain with bottle filler, water supply, and drain line in between the men’s and women’s bathroom.

x. Scope main waste line for the existing facility. Bid shall include replacing 50 feet of main drain line.

(9) MISCELLANEOUS

(a) Ensure all items installed as part of this project integrate with any existing systems, such as but not limited to: communications, data, fire suppression, detection, mass notification, electrical, water, and HVAC.

(b) Install government furnished bar-code labels on newly installed systems, as required in the General Conditions.

c. OPTIONS

(1) REMOVE ‘SPACESAVER’ STORAGE CABINETS

(a) Contractor shall remove existing ‘SpaceSaver’ cabinet system, including its track and accessories, north of Room 112 and replace with carpet tiles removed from Room 112.

(b) Contractor shall repair and/or replace all finishes impacted by the removal of the ‘SpaceSaver’ to match existing.

(2) 375 CONS NEW FURNITURE PACKAGE: Design, furnish, and install new office/systems furniture for reconfigured 375 CONS administrative space, south side.

Reuse existing stored, 375 CONS furniture to construct workstations on the North side to maximize future administrative swing space. Contractor shall be responsible for the disposal of any remaining systems furniture that will not fit in the swing space.

Contractor shall adhere to all power and communication requirements in accordance with the MACC General Requirements. BELOW ARE THE REQUIRED, MANDATORY SOURCES FOR MODULAR FURNITURE. MODULAR

FURNITURE MUST BE COMPETED AMONGST ALL FOUR CONTRACTORS

IAW THE MANDATORY USE POLICY FOR AF SYSTEMS AND MODULAR

Typical: (0001AD) 18 Each Adds/Modifications: 9M6X8; 10M; B/B/F and F/F drawer cabinet shall have castors. Workstations wired with 3 data ports.

Typical: (0001AE) 2 Each Adds/Modifications: 9M6X8; 10M; B/B/F and F/F drawer cabinet shall have castors. Workstations wired with 3 data ports.

Typical: (0001AF) 4 Each Adds/Modifications: 9M6X8; 10M; B/B/F and F/F drawer cabinet shall have castors. Workstations wired with 3 data ports.

Typical: (0001AK) 4 Each Adds/Modifications: 4M; 9M6X10; 10M; B/B/F and F/F drawer cabinet shall have castors. Workstations wired with 3 data ports.

Typical: (0001AS) 2 Each Adds/Modifications: B/B/F drawer cabinet shall have castors. Workstations wired with 1 data port.

(3) SWING SPACE NEW FURNITURE PACKAGE: Design, furnish, and install new office/systems furniture for Swing Space, north side. If Option 2 is also exercised, Contractor shall be responsible for disposal of all existing 375 CONS systems furniture. Contractor shall adhere to all power and communication requirements in accordance with (4)(c). BELOW ARE THE REQUIRED, MANDATORY

SOURCES FOR MODULAR FURNITURE. MODULAR FURNITURE MUST BE

COMPETED AMONGST ALL FOUR CONTRACTORS IAW THE MANDATORY

3. SCHEDULE

a. Performance period: The period of performance (PoP) for this project is to be proposed by the contractor in calendar days after issuance of Notice to Proceed (NTP). All work must be scheduled to be complete within this timeframe. Any modifications or extensions must be requested through the 375th Civil Engineer Squadron (375 CES) and the Contracting Officer for review and discussion. Contractor must provide construction milestones to 375 CES and the Contracting Officer.

b. Design/Construction may be authorized by the Contracting Officer upon acceptance and approval of the schedule and equipment/material submittal approvals.

(1) Under the 1992 Clean Air Act, all products used in executing this project must not be related to the Class I Ozone Depleting Chemicals (ODCs) identified in Air Force Policy. The following products are considered Class I ODCs: CFC-11, CFC-12, CFC- 113, CFC-114, CFC-115, Halon 1211, Halon 1301, Halon 2402, CFC-13, CFC-111, CFC-112, CFC-211, CFC-212, CFC-213, CFC-214, CFC-215, CFC-216, CFC-217, Carbon tetrachloride, and Methyl Chloroform.
