The option to do design/build can be bid as a betterment to the original RFP.
But you must provide a bid for the original design.

Attachment 11 I. Specify, by name, any key individual(s) who participated in this program and are proposed to support the instant acquisition. Also, indicate their contractual roles for both acquisitions. Could you clarify what the “Instant Acquisition” would be? Is that the seed project? By “both acquisitions” do you mean the seed project and the MACC Program? You are asking for their name, but not any resume’s, is that correct?
Paragraph I of Attachment 11 is requiring offerors to state which individuals from the offeror's company performed on the project referenced on Attachment 11 and will also perform under the FY18 MACC and the sample project (the "instant acquisition" in this case). Only personnel names are requested, no resumes.

Attachment 11 H. For each of the applicable sub-factors under the Technical factor in Section M, illustrate how your experience on this program applies to that sub-factor.
Please clarify which subfactors you are referring to because I cannot find any “sub-factors” listed on pages 48 and 49 of 50.
There are no technical subfactors, Attachment 11 has been revised as part of Amendment 01 to the solicitation.

The Pre-Solicitation Notice states that these services would be performed “The FY18 MACC will encompass a wide variety of construction tasks, including design-build;
facility repair, renovation, additions, upgrades, and new construction integrating multiple construction trades and disciplines; utility work; airfield paving and repair; road repair; and other similar types of work…” Are these items highly relevant, if so will they be added to the Scope of
Services listed in the solicitation issued on 09-Apr-2018?
If the "Scope of Work" in question is paragraph M-4.2.2 of Section M, the answer is no. The relevancy determination will remain as written. If this is not what is being asked, please clarify the portion of the solicitation.

Attachment 11, PAST PERFORMANCE INFORMATION, lists a question “I.” and then an “L.”
Are the questions for letters J through K missing? Also these two questions seem to refer to the current sample project and not a past completed project, please clarify.
The paragraph numbering has been corrected in the version of Attachment 11 included in Amendment 01 to the solicitation.

Because the structural renovations are directly related to supporting the new HVAC system (100% drawings provided), can we assume no other structural design services will be required in our scope? We are only to provide As-Builts?
Yes, no other structural design will be necessary. As-builts are to be provided at the conclusion of any project.

The drawings are detailing height extensions to the existing stud walls in the areas we’re renovating, but the notes provided indicate to demo these walls and build new walls to the new correct height. Please confirm which method is required.

Structural/Building Envelope, regarding the reconfiguration and construction of offices, conference room, etc. Because of the reconfiguration the walls shall be demolished.

Please clarify if the offeror’s projects with completed Past Performance Information (PPI) sheets must have a project award value of $250,000 to $5,000,000 to be deemed relevant.
The first sentence in Section M, paragraph M-4.2.2 applies to each project submitted for past performance evaluation.

Amendment 1 indicates that “no less than three (3) PPIs” should be submitted – suggesting that more than three (3) can be submitted. The PPI form, first paragraph, directs offerors to submit in accordance with the limitations outlined in L-2.2.3.1. L-2.2.3.1 directs to “Submit three
(3) completed copies of Attachment 11, Past Performance Information (PPI) Sheet.
