The base period of performance is from July 3, 2014 to July 2, 2015, with four optional one-year periods. Offerors must submit proposals by the date contained in the solicitation, with evaluation using a performance price tradeoff methodology and award of up to nine contracts comprising five small businesses and at least four 8(a) contractors. The solicitation will include a sample $250,000-$500,000 seed project at Scott AFB.

1 In regards to the RFP for FA4407‐14‐R‐0001 MACC at Scott AFB, IL, the instructions say that there will be awards made to 8(a) offerors as well as Small Business offerors. Now, the 8a offerors must have a registered office in Illinois or Missouri. But does this also apply to the Small Business offerors? Or can the Small Business offerors be based anywhere in the United States?

That is correct; the geographic restriction applies to 8(a) offerors only. This geographic restriction does not apply to small businesses.

2 Our Team is starting on our submission for the MACC IDIQ at Scott AFB and want to ensure that we understand the set aside. We are a certified SDVOSB serviced by the Kentucky District office. We are NOT an 8(a). Would we still qualify to bid for a position as one of the five (5) small business general construction contractors?

25 March 14 Yes, certified small disadvantaged veteran owned small businesses (SDVOSB) are allowed to submit a proposal.

3 Solicitation, Offer and Award item 7 states the address and Bldg 50. Exhibit 1 RFP item #3 Proposal Due Date:

states the address and Bldg 52. Please clarify the correct building?

26 March 14 Please reference Exhibit 1, Item #3 for proposal submission procedures, which states, "Proposals are due by 2:00 P.M. CST, 24 April 2014 to the 375th Contracting Office, 201 E. Winters St., Bldg 52."

4 The SOW 2.0.B.1 states our proposal is to include a survey to identify asbestos and lead paint for the proposed work area. If we are to do this we will have cut into the roof and various other places to get samples.

Who is responsible for the repairs to the sample areas.

And this statement means that each contractor bidding this work has to conduct their own survey. Please clarify.

26 March 14 Please include in your proposal the total cost to conduct an environmental survey of the proposed work area. The environmental survey (including obtaining any samples) will be conducted "after award".

6 Solicitation, SF 1442, Block 13, item B states that an offer guarantee is required; Sample Project RFP page 2 of 11, item #5 states an offer guarantee is not required.

Can you please clarify if a bid bond is required for the Sample Project?

27 March 14 Please reference Section L: Instructions to Offerors; Para L‐1.10, "Note to Offerors: Funds are NOT currently available for the sample project. No award of a task order will be made until funds are available. In the event the sample project is funded, Performance and Payment bonds are required no later than 10 calendar days after award of a task order. Offerors providing less than 120 calendar days for Government acceptance after the date offers are due may not be considered and may be rejected.

7 SF 1442 states Original and 2 copies to be submitted.

Page 53 of 129 states one original and one copy. Please clarify.

27 March 14 Please reference SF 1442, Section 13 (A), "Sealed offers in original and 1 [sic] copies to perform the work required are due at the place specified...". To clarify, submit one original and one copy of the proposal.

8 Section L‐2.1 States the response shall consist of two (2) separate parts: Part I – Contract Documents; Part II – Technical Narrative; and Part III – Past Performance Information. Should this read three(3) separate parts or are we to not submit one of the three?

27 March 14 There are actually three parts: : Part I – Contract Documents; Part II

– Technical Narrative; and Part III – Past Performance Information.

Please submit three parts.

9 Requirement: A cover sheet indicating section number, section title, copy number, RFP identification and the offeror’s name shall be prepared for each section and the sections are to be paper clipped etc. Since these sections are also included in specific Parts (such as Section G and Annual Reps & Certs are included in Part 1 Contract Documents) are we to clip the Parts together to include these paper clipped sections?

Given that the site visit is 09 April 2014, please clarify which of the dates is correct as the deadline for submittal of questions.

11 In Part III, Past Performance Information, c. Performance Surveys, it states “The government will contact references from those provided and request answers/feedback to questions listed on the past performance questionnaire (Reference Section J, Attachment 3, Past Performance Questionnaire).” It then further states, “This questionnaire is provided to the offeror for informational purposes only.” Please clarify if the Offeror is to fill out the top portion of the Past Performance Questionnaire and include with the proposal.

27 March 14 No, the past performance questionnaire is for your informational purposes only. The offeror is not required to fill out the form.

12 We are an 8(a)/Small Business with multiple company names under the same ownership. The company names differentiate the 8(a) entities from the Small Business entities. We are intending to propose on the MACC solicitation as a Small Business; however much of our past performance is for work performed under our 8(a) entity. How will our past performance be rated?

27 March 14 Since all entities maintain the same ownership, your past performance will be evaluated as one company.

15 We have teamed with a design firm for this IDIQ MACC.

Are we allowed to submit six (6) projects for the prime contractor and six (6) projects for the design team member? Or must we submit a total of six (6) projects to include those of the design member?

16 Of the six contracts performed requirement, can previous IDIQ Task Orders be submitted as one Contract which would equal one (1) of the six examples or will each task order be considered equal to one (1) project example?

17 For Part III, Past Performance Information, b. Quality and Satisfaction, can we submit previously completed PPQs as information to demonstrate customer satisfaction and quality of the completed product?

28 March 14 You may provide any information currently available (letters, metrics, customer surveys, independent surveys, etc.) which demonstrates customer satisfaction with overall job performance and quality of the completed product for relevant past efforts/contracts (similar in scope and magnitude of effort and complexities to this solicitation). Please ensure the name of the reference and his/her contact information is clearly stated on the submission.

Updated on 4 April 2014@1330 18 Will the 8(a) pool of MACC contractors be permitted to bid on the small business projects as well, or only on the 1 April 14 It is the government's intent to allow 8(a)'s to propose on all contracts; however, this decision is at the Contracting Officer's projects set aside for the 8(a) pool? discretion and will be based on the complexity of each task order.

19 Reference Section G ‐ Contract Administration Data, paragraph 1.2: Can you please clarify that the first block (Name & Title) is not the company name. If it is not the company name, whose name and title would be listed here? Are you looking for just a company POC, or would this be the president/CEO of the firm, or someone else in particular?

20 Reference paragraph L‐1.2: This paragraph says, in part, that if we are a joint venture, we must "provide all required solicitation information for all parties including a copy of the joint venture agreement with proposal."

First, what information is encompassed in "all required solicitation information"? Second, where in our proposal do we place the JV agreement?

1 April 14 Please reference the RFP cover sheet, as well as section L for solicitation requirements. The joint venture agreement should be placed in Sec K.

21 Reference the cover letter and paragraph L‐2.2, Part I ‐ Contract Documents: The cover letter to the solicitation indicates we are to provide a "Sample Project Schedule."

However, the paragraph L requirements do not list a schedule. Is a project schedule required and, if so, where in our proposal do we place it? Also, the cover letter provides, as an example, the AF Form 3064. If a project schedule is required, are we required to use this form or may we provide a CPM (critical path method) schedule?

1 April 14 Yes, a sample schedule is required; however, offerors are not required to use the AF Form 3064 and may provide an equivalent form that thoroughly reflects the sample project schedule. Submit this information with Part 1: Contract Documents.

22 Reference paragraph L‐2.2.a: This paragraph says, in part, we are to "Complete the necessary fill‐ins and certifications in Sections I through K." The only fill‐in information (other than Section K) that we can locate is for a post‐award requirement (FAR 52.219‐28) and FAR 252.204‐7007, which is included in Section K, Representations, Certifications and Other Statements of Offerors. We believe the only required information is contained in Section K. Can you confirm? If you cannot

23 Reference paragraph L‐2.2, Part III ‐ Past Performance Information: Must projects be fully complete, or can they be substantially complete? If the latter, what is considered "substantially complete"?

24 Reference paragraph L‐2.2, Part III ‐ Past Performance Information: Are horizontal construction projects (e.g., pavements, utilities, roads, parking lots) considered relevant for this contract?

1 April 14 No, horizontal projects are not relevant to this contract.

25 Reference paragraph M‐4.0: This paragraph says, in part, that "Relevant performance includes efforts that involved similar or greater scope of magnitude of effort and complexities than this solicitation requires." Further in the paragraph it states: "relevant performance includes projects up to approximately $5M." If we comply with the first portion of this paragraph and provide projects that are in excess of $5M, will they be rated as highly as projects that are up to $5M?

1 April 14 No, projects in excess of $5M will not be considered as relevant as projects between $2K and $5M.

26 With regard to the subject proposal, is there a specific form that should be used for Part II – Technical Narrative and Part III – Past Performance Information, or should these be free‐form on our company letterhead?

1 April 14 No, there are no specific forms required.

27 In the cover letter of the RFP, Item 4, e, it states that a sample project schedule (Ex AF 3064 Progress Schedule) is required. However, this item is not listed within the main body of the RFP, Section L, Instructions to Offerors.

Is a project schedule for the sample project required to be submitted with the proposal?

2 April 14 Yes, a sample project schedule is required.

28 Section 1.5, Page 12, Competition‐ Are set‐aside task orders limited to the 8a contractors, or will the government set aside task order for the Small Business contractors also?

2 April 14 It is the intent of the government to allow 8(a) offerors to propose on all solicitations; however, the final decision will be based on the complexity of the project and is at the discretion of the Contracting Officer.

29 Section 1.6, Description of Subsequent Task Orders‐ Are there particular types of buildings or infrastructure projects that are known at this time, that will be issued as task orders under the MACC?

2 April 14 No, this information is not currently available.

30 L‐2.3, i. Page Size and Format‐ The RFP states that pages shall be spaced/typed with double line spacing. The technical narrative is limited to 3 pages. In order to provide a thorough narrative demonstrating an overall understanding of the sample project, can single line spacing be utilized for the technical narrative?

2 April 14 No, double spaced is required.

31 L‐2.3, i. BINDING AND LABELING: "Sections shall be bound with a paper clip, paper fastener, paper binder, or simply placed in envelope in section and page order, unbound, without hole punches. Proposals that do not meet these parameters may be considered nonresponsive and removed from further consideration." If placed in an envelope, does Part I ‐ Contract Documents that contain the Sample Project Price Proposal need to be in a separate and sealed envelope from Part II ‐ Technical Narrative and Part III‐ Past Performance Information?

2 April 14 The government must ensure the pricing is fair and reasonable;

therefore, any evidence of subcontractor competition is appropriate (EX: competitive quotes).

"Does the breakdown of all material costs refer to the subcontractors costs or is this the same information that is requested for the prime contractors labor, material, direct, and indirect information in the sentence previous to this?

2 April 14 The Prime costs must be broken down, as well as the subcontractor costs.

36 What is the period of performance for the sample project?

2 April 14 The offeror will determine the amount of time required to complete the project and will annotate the information on a project schedule (EX: AF Form 3064).

37 Under section B of the Supplies or Services and Prices(Page 3‐5 of 56) do we need to enter any amounts for the base or option years?

2 April 14 No, please do not enter any information in this section.

38 Regarding the 3 page limit on the technical proposal are we allowed to include drawings and a schedule as an attachment in addition to the 3 pages?

2 April 14 Yes, you may include drawings with your technical proposal;

however, the schedule will be submitted with Part 1: Contract Documents.

39 Are there any liquidated damages on the seed project or future task orders?

2 April 14 The sample project does not include liquidated damages because it is currently unfunded. Future task orders may include liquidated damages depending on the dollar amount.

40 What type of baseboard (wood, vinyl, or other) is to be installed in the office area?

2 April 14 All sample project questions and concerns will be addressed at the conference by our Civil Engineering personnel.

41 Section 3(i) states the contractor shall patch all interior walls in the office and storage areas to smooth finish.

Are the existing walls plaster or drywall?

42 Is there a specification for the ceiling tile and grid we are to install?
