STATEMENT OF WORK
FOR
REPAIR, ROOF, BALCONY ESSEX HOUSE
BUILDING 150
AT
SCOTT AIR FORCE BASE, ILLINOIS

1.0 STATEMENT OF WORK
This Statement of Work (SOW) defines the scope and overall objectives for this task order to include: hazardous material abatement and construction actions at Building 150 in accordance with technical and regulatory requirements. The following is a brief summary of the project and is provided solely for the purpose of revealing the general nature of the work involved. The place of performance shall be Scott Air Force Base, Illinois.
2.0 SCOPE OF WORK:
A. The contractor’s proposals shall provide an adequate amount of information for the
Government to evaluate the offeror’s understanding of the requirements listed below.
Specifically, to replace the balcony roof of bldg. 150, and repairing the concrete edge (wrought iron railing and support).
B. Scope of this project shall include:
1. Contractor shall conduct an environmental survey of the proposed work area in the facility to identify any asbestos or lead-based paint abatement that may be required to perform the work. The contractor shall provide the government with the results of this survey, an abatement plan (if applicable) and a proposal (if applicable) for the abatement services.
a. Contractor shall comply with all federal, state and local regulations for the abatement and disposal of hazardous materials.
b. Contractor shall submit an abatement plan for review and approval, which will subsequently be submitted to the Illinois Environmental Protection Agency for notification purposes. A 10-day notification period is required prior to starting any abatement work.
c. All documents related to the disposal of hazardous material must be supplied to this office and to the 375th Civil Engineer Squadron, Asset Management Flight, Hazardous Waste Management Element (375 CES/CEAN), ext: 256-2092. The Contractor must obtain the proper documents from 375 CES/CEAN to ensure all materials leaving Scott AFB can be tracked and accounted for, in accordance with all governing laws. The contractor shall supply 375 CES/CEAN with weights of materials disposed of at landfill and a list of materials with weights recycled, including those taken to the base’s recycling center.
2. Demolition work shall include:
a. The contractor shall remove all precast pavers on roof of balcony and dispose of properly.
b. The contractor shall remove EPDM roof membrane and slip sheet on balcony and dispose of properly.

c. The contractor shall remove 1 ½ inch insulation down to concrete roof slab. (Perform test cut to verify thickness).
d. The contractor shall remove any loose concrete, mortar or grout from slab before installation of new insulation.
e. The contractor shall remove all carpeting from the office area and dispose of properly.
f. The contractor shall remove all wall coverings in the office and storage areas and paneling and dispose of properly.
g. The contractor shall remove the entire ceiling grid and tiles in the office and storage areas and dispose of properly.
h. The contractor shall seal roof drains from above and below roof deck for both drains.
The contractor shall clean out all piping from roof drains and verify free flowing drainage. Seal any leaks discovered during flow test.
i. The contractor shall remove the 3 ceiling fans from the office area and save for re-installation.
j. The contractor shall save existing light fixtures for re-installation.
k. The contractor shall cut-back existing tree on Southeast side of building to gain access to roof corner cornice.
l. The contractor shall remove all brick pavers, clean the joints and install new brick pavers. Match as closely as possible to existing.
m. The contractor shall hand grade existing grassy areas along the patio borders and within the patio area that are thinning.
3. Installation Work shall include:
a. The contractor shall install one layer of 1-1/2 inch Polyisocyanurate, loose laid insulation. Provide tapered insulation sloped toward roof drains. Replace roof drain domes.
b. The contractor shall install 60 MIL EPDM (loose laid) over insulation
c. The contractor shall install one layer of 60 MIL EPDM over membrane as a slip sheet
d. The contractor shall terminate EPDM membrane up brick facility wall and install termination bar along entire length of brick wall.
e. The contractor shall install new light weight drainage pavers over entire balcony roof, trim pavers as needed to fit around roof drains (provide cut sheet submittal for approval of pavers to be used).
f. The contractor shall repair railing curb at all areas where the curb and cornice are spalled using cementitious materials that will adhere and match existing in color, texture and shape after curing. Curb repairs and cornice edges are to match existing configuration ( Refer to attached photographs).
g. The contractor shall paint entire edge to match existing in color (Sherwin Williams
SW7005).
h. The contractor shall seal railing verticals at point of entry into concrete roof curb along entire curb. Iron railing to remain.

i. The contractor shall patch all interior walls in the office and storage areas to a smooth finish. Seal roof deck along wall joints. Paint all walls. Color to match existing.
j. The contractor shall install new ceiling grid and ceiling tiles. Match existing as close as possible.
k. The contractor shall install existing light fixtures back into new ceiling grid.
l. The contractor shall install new 24 x 24 carpet squares in office area only. Type and color TBD. Base line should be The Mohawk Group KARASTAN Lees or equal.
m. The contractor shall re-install the three (3) ceiling fans that were removed during the demolition.
n. The contractor shall install new brick pavers where they were removed from the joints..
o. The contractor shall power wash the entire rear patio.
p. The contractor shall seal all cracks along existing sidewalk/patio concrete areas.
q. The contractor shall install sod over all bare areas along the patio and borders.
C. Contractor shall provide an Electronic As-built drawings of (PDF and AutoCAD) following the completion of all work.
