Job Description:
Bldg 565 Replace fuel dispensers.
Request clarification on the following:
1) There’s no spec on what type of fuel dispensers that are to be replaced with?
The Government specifies a Dresser Wayne Reliance G6202D Mechanical Fleet Dispenser or equal with two hoses and mast kits, nozzles, and break-a-way’s for each dispenser. Two dispensers are for Unleaded gas and the other two for Diesel.
2) There are specs for asbestos removal, chain link, wood, metal & composite fences & gates in which I do not find any for this project?
That is correct. We are not installing any additional items. That is the MATOC contract specifications and not the seed project specifications. Only what is specified in the seed project statement of work (SOW) is all that is required for the initial contract.
3) Other than replacing the 4 dispensers and associated electrical work, I do not see any other repairs to the service station … is that correct?
That is correct. Only the work specified in the Seed project.
4) Need specifications on type of fueling dispensers to be installed.
See Question #1 above.
5) Need specification of existing fuel card reader make and model.
Fuel Master Model # FMU2550 Serial # 2858.
6) Specifications on existing fuel master system, and specs on interface with fuel dispensers.
Integrated control system Smart Pulsar SP1-110-50B.
7) Specifications on Fuel dispenser electrical circuit breakers.
Fuel Dispenser circuit breakers are General Electric 2 pole 20amp breaker for each pair of dispensers.
8) Type and model of existing panel board for new circuit breakers It is a General Electric Series A.
9) Section 01300 Page 4, Paragraph 8.4.e.b requires providing three hard copy pricing guides of the Master Composite Cost Data to the government. RS Means does not have this guide in hard copy. Would 3 CD copies of “Costworks” be acceptable Yes. One from each contractor after award.
10) Section L-1.2 Joint Venture Offerors states “…all required solicitation information for all parties”, please clarify what constitutes all required information? Is the requirement to submit price proposal sections for each firm?
All required solicitation information can be found in Section L and M of the RFP.
11) Is there a specification for the new replacement dispensers?
Yes, See the response to question #1.
12) Should the new dispensing units be mechanical or electronic displays?
Mechanical display.
13) Do the new dispensers require gallon-only displays?
Yes Gallon only with tenths.
14) What is the pulse output ratio requirement for the Fuel Master. (1:10, 1:100)?
10:1 or 100:1 pulse output ratio. It can be set to either.
15) Is all of the existing dispenser labeling and signage to be duplicated on the new dispensers?
Yes. Match existing signage.
16) Are new hoses, nozzles and breakaways required with the replacement dispensers?
Yes, See answer to question #1.
17) Exactly what interface modules are required for the Fuel Masters?
See the response to question #6.
18) Section 01010, Page 7, Para 4: Is the 20,000’ requirement correct? Additionally, would this requirement only apply to new facility construction and not renovation or repair work?
Yes the distance is correct but it only applies if the 1:100’ glide slope from the centerline of the runway is going to be broken. As an example if a crane will be used at building 433 and its height will exceed 100’.Yes it would only apply to new exterior work when the 100’ plane is going to be broken.
19) Section 01010, Page 8, Para. 11 & Exhibit 1, Attachment 2, Section 01010, Page 5 of 10, Excavation Para. Give different procedures and timelines for obtaining a Digging Permit. a. It appears that it could take as long as 15 working days, three weeks, to obtain this permit. b. There is a reference that the contractor is to notify Blue Staking for commercial communication lines. Is this correct? If so, could you provide a contact and what commercial communication lines would require this notification?
Section J attachment 1 MATOC SOW Section 01010 Page 8, Para. 11, is the correct reference for utility clearance requests. Exhibit 1 attachment 2 section 01010 page 5 of 10 is incorrect for the reference of utility clearances AF form 103. The reference to blue staking is also incorrect. All coordination will be accomplished through the 375 CES office Project Manager’s office Building 528. The actual time for utility clearance request processing is 5 working days.
20) Does the user have a preference as to digital read out vs mechanical read out on the fuel pumps?
Refer to response from question #12 above.
21) Is there any particular Brand and style of pump that is desirable? I.e. Electronic, high hose, single or double hose, finish color scheme, etc. What is the brand and amperage of the existing breakers that will be replaced?
Yes, see the response to question #1. Yes, see the response to question #7.
22) Section H, Para. 1.18: Can we get a copy of the “Base Green Procurement Plan”?
Yes, A copy of the Green Procurement plan will be provided and posted on fedbizops on 2 Aug.
23) Section H, Para. 1.23: Schedules. Will we need schedules and progress reports for all tasks orders under this MATOC? Or will task orders under a certain dollar amount or a performance period less than 30 days be excluded?
Yes, schedules and progress reports will be used for task orders under the MATOC.
24) Section H, Para. 1.24: Is the Government Purchase Card a different method of payment than the Wide Area Work Flow?
Government Purchase Card is a different method to pay contractors, HOWEVER payment over the life of the MATOC will be through WAWF.
25) Exhibit 1, Attachment 2, Section 01010, Page 10 of 10, Photographs:
Can these be submitted via digital format instead of paper copies?
Yes, digital format of any photographs can be submitted via CD.
26) Exhibit 1 MACC Seed Project RFP, page 2 of 4, II. 1. d. states “Past Performance Requirements per Section M of the solicitation.” Section M provides the evaluation factors. Is there additional past performance information to be submitted other than per Section L of the solicitation?
No, the past performance submittal information found in Section L is the only information we require to include with your proposal.
27) Exhibit 1 MACC Seed Project RFP, page 2 of 4, II. 1. c. states “Completed Price Schedule (Attachment 1).” This is required in both in the solicitation under Section L and Exhibit 1. Are we to submit the bid schedule in each locations?
Submission of your bid schedule once is sufficient.
28) I was wondering if you wanted Part 1 and Part 2 in separate binders or bound together with tabs separating them?
Parts can be submitted separate or together as long as they are clearly labeled.
ADDITIONAL REQUIREMENT FOR SEED PROJECT
After talking with MSgt. Smith from the liquid fuels shop Bldg 744, he informed me that the contractor who gets the award can’t disconnect the old fuel dispenser from the fuel master or reconnect the new dispenser to the fuel master. They will have to put in a trouble ticket and have 2 layers of coordination above them actually contact the local repair office to make the disconnect/reconnect. The response time from trouble ticket call to arrival for repairs is 7-10 working days. We need to make sure all parties involved add that time to their performance period and the fact that they will have to contact the 375 LRS/LGRF Fuels management flight at 618-256-3108 at least 2-3 weeks before they need the dispenser disconnected.
