SECTION 01010
GENERAL REQUIREMENTS
April 2009
DESCRIPTION OF WORK The work consists of furnishing all labor, materials, equipment, services and supervision for:
The principal items of work shall include, but are not limited to, the following: All work required by the Bid/Build plans and specifications shall be accomplished by the contractor even though minor items required may not be specifically mentioned in the above listing.
LOCATION The work is located at Scott Air Force Base, Illinois. The Base is located approximately 20 miles east of St. Louis, Missouri, south of Interstate Highway 64.
DRAWINGS ACCOMPANYING SPECIFICATIONS The following drawings accompany this specification and are part thereof.

STANDARD WORKDAY/WEEK Work shall normally be accomplished during the standard 8-hour day, 5-day week, Monday through Friday, between the hours of 7:30 A.M. and 4:30 P.M.
local time, excluding Federal Legal holidays and non-work days resulting from holidays occurring on weekends. When the contractor desires to work at other than the aforementioned times, he shall submit a written request to the Contracting Officer for approval, and written approval thereof shall be received prior to proceeding with work. The request shall be submitted at least three work days prior to the proposed performance of work, and shall indicate the day/days, time/amount of work, and reason why permission should be granted to perform work during nonstandard hours. Approval for work to be performed during nonstandard time will be given only in cases of extreme necessity.
SPECIFIC REQUIREMENTS FOR ACCOMPLISHMENT OF WORK
Work is to be accomplished to create minimal electrical downtime. All requested power outages would require a minimum 2-week notification. All power outages will be scheduled during weekend off normal duty hour schedule. Work is to be accomplished completed as mutually agreed with government.
BASE AND SAFETY REGULATIONS The contractor shall comply with all applicable provisions of the Corps of Engineers Manual, EM 385-1-1, entitled "General Safety Requirements," and Air Force regulations and directives pertaining to security, safety, occupational health, fire, traffic, and personnel clearances insofar as they pertain to the contractor's activities on Scott Air Force Base. The contractor shall be responsible for providing, placing, and removing all barricades and safety devices during his construction activities.
SAFETY BRIEFING Primary contractors will brief subcontractors on safety, occupational health, and fire prevention regulations, emphasizing the requirement to obtain a welding permit, when welding, cutting and brazing operations are required, and obtain authorization from the
Base Fire Chief when open burning is intended. Maintain documentation that all subcontractors have been briefed.
SUBMITTAL REQUIREMENTS
Schedule of Material Submittals The Contractor shall complete and submit the Schedule of Material Submittals provided by the contract. The Contractor may add items deemed necessary to the schedule. The Contractor shall identify all planned submittals dates on the schedule. The Contractor shall submit the schedule to the Contracting Officer within 30 calendar days or government agreed calendar days per project requirement after contract award.
Submittals The Contractor shall submit for approval all items as required by other parts of these specifications. The Contracting Officer may request submittals in addition to those required by the other parts of these specifications when deemed necessary to adequately describe the work.
Submittals shall be made to the Contracting Officer. Each submittal shall include an original AF Form 3000, Material Approval Submittal, and five (5) copies of supporting documentation. In general, submittals shall be provided a minimum of 14 calendar days in advance of scheduled purchase to allow satisfactory time for government review. Additionally, unless stated otherwise, submissions on test results and other submissions of that nature shall be made within two weeks, 14 days, after the work or test is performed. Each submittal shall be complete and in sufficient detail for ready determination of compliance with the Contract requirements.
Submittals shall include such items as Contractor’s or manufacturer’s shop drawings, descriptive literature, catalog cuts, diagrams, operation charts or curves, samples, certifications, test reports, test cylinders, operating manuals, installation procedures and recommendations, templates, and other descriptive literature. Catalog cuts and other descriptive data, which may have more than one model or type, shall be clearly marked to show the model, type, size, and all optional accessory equipment the Contractor proposes to install. Submittals on component items forming a system or interrelated items shall be submitted at one time as a single submittal in order to demonstrate that the items have been properly coordinated and will function as a unit. Approval of submittals will not relieve the Contractor of compliance with the project drawings and specifications. Submittal items that are disapproved will be promptly corrected and resubmitted within 10 calendar days by the Contractor. No materials shall be installed until the Contracting Officer approves submittals. The approved submittals shall be available at the job site for inspection by the Contracting Officer at all times. All submittals involving color selections, patterns and other decorative architectural features shall be submitted at the same time for both interior and exterior materials.
GEOBASE REQUIREMENTS All contract deliverables that involve maps or other geospatial data must meet the following requirements:
All maps and associated data must comply with the latest version of Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE) available from the CADD/GIS Technology Center at http://tsc.wes.army.mil/products/TSSDS-TSFMS/tssds/html/. These data will be organized using SDSFIE 2.20 specifications (latest available as of October 2002) for file, class and attribute nomenclature. Information must be collected at no less than 1:1200 scale for base cantonment areas and 1:4800 for large undeveloped base areas. This data will meet or exceed National Map Accuracy Standards at those scales and metadata using Federal Geographic Data Committee (FGDC) Content Standards for Digital Geospatial Metadata (CSDGM) for organization. Content will accompany all submissions.

Geospatial data must be delivered in a georeferenced GIS (Geographic Information System) format (feature-based file structures including one-to-one cardinality between spatial records and attribute records) including attribute data and as specifically outlined in the specific task order contract. All geospatial data must be delivered in the North American Datum 1983 (NAD83) projection, State Plane Coordinate System, using metric coordinate units.
Survey Grade Global Position Systems (GPS) or comparable traditional survey methods will be used to collect geospatial data (e.g., northing, easting, and elevation above or below the Earth’s surface) for all contract activities where geospatial data is involved. This data will be obtained at the time of construction and prior to burial in the case of underground utilities. This data must be delivered to the installation in an open Relational Database Management System (RDBMS) with the associated attribute data. Examples include but are not limited to obtaining precise GPS data for new waterline endpoints, connections, and connected valves prior to burial.
WORK COORDINATION.
NOTIFICATION The contractor shall coordinate all work with the Contracting Officer and the designated Construction Management Inspector. The contractor shall notify the Contracting Officer or the Construction Management Inspector five days prior to moving onto the work-site to commence work. He shall again provide notification the day he moves back to the work-site after an interruption of work of two or more work days' duration. No work shall be performed without the presence of a full-time superintendent on the job site in accordance with the General Provisions of the contract. All work installed without the contractor's superintendent on the project may be subject to removal at the direction of the Contracting Officer.
INSPECTION The contractor shall obtain the Construction Management Inspector's approval prior to closing walls or performing tests. The request for such approval shall be given with sufficient advance notice to permit an inspection of the area before the work or test is accomplished. The contractor shall be permitted to continue the work or test, in strict conformance with the project drawings and specifications, in the event the Construction Management Inspector fails to arrive at the project site at the designated time. The Construction Management Inspector's approval or inspection does not relieve the contractor of compliance with the project drawings and specifications.
CONSTRUCTION PERMIT The Contractor shall obtain an AF Form 103 - Base Civil Engineer Work Clearance Request (hereafter referred to as a “digging permit”), from the CEOEP (Civil Engineering, Operations - Planning), Building 530. The purpose of the permit is to locate, prior to excavation, all known underground utilities.
The Contractor shall initiate the request for a digging permit a minimum of five (5) working days prior to performing any excavation or ground penetration. The Contractor shall clearly mark the location of the excavation or ground penetration with white, water-soluble, spray paint, or white utility marking flags. The Contractor shall insure the markings are maintained until the area is cleared by all utilities. The Contractor shall also show the identified area on a site plan. The site plan shall clearly delineate the proposed work area, nearest building, the nearest cross street to the location of digging. The Contractor shall provide this site plan to CEOEP when requesting the digging permit. In the event that a representative for the designated utility does not respond to the locating request, the Contractor shall immediately notify the Contracting Officer. After identified utilities have been cleared through each affected agency or office, the Contractor will receive a copy of the digging permit. The Contractor must have the digging permit on the job site during the excavation process. The Contractor shall exercise every precaution during excavation to prevent damage to the existing utilities. The Contractor shall immediately notify CEOEP if any utilities are damaged during the location or excavation process.
PERMITS
Contractor is required to investigate, submit for any permits necessary for the design and construction of this project. All permit applications shall be submitted to the Contracting Officer Representative. Contractor shall pay all permit fees. The following section contains information on some of the various permits the contractor may be required to obtain for this project. This is not meant to be a complete list of all required permits. It is still the responsibility of the contractor to obtain all required permits for this construction, whether included in this RFP or not.
Burn Permits: The Base requires the contractor to obtain a USAF Welding, Cutting, and Brazing Permit from the Base Fire Department prior to conducting any operation that will create a spark or flame. Contact: Scott AFB Fire Department, Point-of-Contact is Chief Carl Hodges (618)256- 7212.
Notice of Proposed Construction or Alteration to Federal Aviation Administration(FAA):
Construction activities will require advance notification to the FAA prior to commencing activities when exceeding certain height restrictions as described in 14 Code of Federal Regulations, part 77 pursuant to 49 U.S.C., Section 44718. When required by regulation FAA Form 7460-1 must be completed and provided to the Regional FAA Office 30 days prior to commencing construction activities. NPDES Permit: As part of the NPDES permitting process for the state of Illinois, the contractor will be required to submit a Storm Water Construction Permit to the Illinois Environmental Protection Agency (IEPA) prior to any construction activities. General information can be found at http://www.epa.state.il.us/water/forms.html.
Notice of Intent: Contractor is required to submit to the Illinois EPA a Notice of Intent (NOI) General Permit to Discharge Storm Water Construction Site Activities. General information and forms can be found at http://www.epa.state.il.us/water/forms.html. A fee of $500 is associated with this permit application.
Water Permit: An application for construction/operation must be submitted to the Division of Public Water for water main installation and connection. Permit applications from the State of Illinois are available on their web site at http://www.epa.state.il.us/water/forms.html#permits-drinking-water. The water permit fees are based upon linear feet of water line. The fees noted on the Application for Construct Permit are; $0 for 200 feet and less; $240 for greater than 200 feet, but not more than 1,000 feet; $720 for greater than 1,000 feet, but not more than 5,000 feet;
and $1,200 for pipe lengths greater than 5,000 feet. The contractor may contact the Illinois EPA in Collinsville, IL at (618) 346-5120 with any questions.

Sewer Permit: The extension of the existing sanitary sewer will require a permit. An application for construction/operation must be submitted to the Illinois Environmental Protection Agency Division of Water Pollution Control for the sewer installation and connection. Permit applications from the State of Illinois are available on their web site at http://www.epa.state.il.us/water/forms.html#permits-wastewater. The sewer permit fees are based upon the population equivalent (P.E.) going into the new sewer line.
The fees noted on the WPC-PS-1 Application for Construct/Operation Permit Schedule A/B are;
$100 for 1 P.E.; $400 for 2-20 P.E.; $800 for 21-100 P.E.; $1,200 for 101-499 P.E; and $2,400 for 500 P.E. and greater.
Excavation: Contractor shall apply for and obtain a Government Excavation Permit (AF Form 103, Base Civil Engineer Work Clearance Request) prior to any excavation. There is no charge for the permit. The following are the procedures for initiating and obtaining an AF Form 103 clearance by the Contractor:
Five days before scheduled work, the Contractor must submit dig permit, government furnished AF Form 103, and the working site plan to the Communications Squadron building 176, Plans Flight Office. The area of construction must be marked using white paint, flags or stakes.
The Communications Plans Flight will perform their own clearance review of the construction area and will comment on the AF Form 103 as to when the Government communications lines will be marked. A maximum of three (3) duty days will be allowed for the marking.
The Communications Squadron notifies the Contractor to pick up the coordinated AF Form 103, and bring it to building 343, Civil Engineer Customer Service desk. At this point the person behind the desk will either direct you to the person in charge of the digging permit program or they will take your permit and put it in their IN box. Add an estimated time of 10 working days for the Civil Engineering Shops to complete this process.
The Contractor shall notify Blue Staking for Commercial Communications lines. Blue Staking will issue a control number that will be annotated on the AF Form 103. The Contractor shall refer to this number for any further communications with Blue Staking.
Once the dig permit is issued, the Contractor will be authorized to dig up to the Dig Expiration Date, typically 30 days from issue. It is the Contractor's responsibility to maintain the markings on the construction site, i.e., only approved markings, such as "rooster tails" in landscaped areas will be allowed for Contractor marking of construction.
The Contractor can obtain AF Form 103 from the CEOEP (Civil Engineering Operations- Planning) located in Building 350 at Scott AFB.
24-HOUR POINT OF CONTACT The Contractor shall provide the Contracting Officer with a 24-hour number or numbers where his authorized representative can be contacted at anytime day or night. This number should be provided at the pre-construction conference, but not later than the first day of contract work at the site or ten (10) days after the Notice to Proceed date.
CONTRACTOR’S OFFICE SPACE. Office space required for the Contractor’s operation shall be the responsibility of the Contractor. Any office space to be located on Scott AFB must be approved by the Contracting Officer.

CONTRACTOR’S STORAGE AREA. The Contractor will be allowed to have one storage trailer at the construction site. The Contracting Officer must approve the location. Contractors must submit a request to CE for storage of other trailers, and equipment. The new contractor storage area (old trailer park), is west of New Mexico Street, not the entire old trailer park area.
Indiana, Nebraska, Iowa and New Mexico Streets surround new area. The government shall not be responsible for damages or losses.
FIRE HYDRANT CONNECTION Temporary connections to fire hydrants require prior coordination and approval from the water distribution system owner, American Water Operations & Maintenance, to ensure the proper operation of the hydrant and installation of an appropriate backflow prevention device. The contractor shall be responsible for obtaining all devices and bearing all costs associated with providing, installing, and testing the backflow device as required by the Illinois Plumbing Code.
UTILITY SERVICE INTERRUPTIONS The contractor shall submit written notification not less than 14 work days in advance for each planned interruption of a utility service. No single interruption shall exceed eight hours. Utility service interruptions shall not be permitted unless approved by the Contracting Officer. Service interruptions shall be accomplished at other than normal work hours if feasible. As a rule, water distribution service will not be interrupted. All water connections will be made via “hot” tap on the main and shall be observed by American water personnel. American Water shall be the responsible party to determine what shall constitute sufficient reason to interrupt water service. The contractor performing work requiring the interruption of water service shall be responsible for all material, labor, and costs associated with public notifications, any and all sampling and testing requirements, and restoration of service in the most efficient and complete manner in accordance with accepted industry standards and practices. The contractor shall comply with all base and state environmental requirements.
ENABLING/DISABLING FIRE ALARMS PANELS: The contractor shall bear all costs associated with enabling/disabling fire alarm panels. All fire alarm panels shall be properly operating prior to the contractor securing at the end of each workday. To have a fire alarm panel enabled/disabled the contractor may contact Scott AFB fire alarm maintenance contractor (contact Maintenance Engineering 256-4710) or the contractor may have a fire alarm contractor of their choice providing the following Scott AFB requirements are met 1) fire alarm contractor must maintain current NICET2 (National Institute of Certified Engineering Technology) license /or current NBFAA (National Burglar/Fire Alarm Assoc. (Practical Fire) license. Any contractor/sub-contractor working on Scott AFB fire alarm transmitters must have current General Radio Operator License Element 1 & 3 issued by Federal Communications Commission.
COMMERCIAL UTILITIES The Contractor shall be responsible for any relocation of existing and/or new construction of commercial utilities to include but not limited to cable, gas, telephone, electrical, etc. The Contractor shall contact said utilities and shall pay for all relocation and/or new utility construction and project costs. All exterior equipment provided under the contract shall be painted Sherwin Williams product #SW4009 (“Walnut Brown”).
WATER DISTRIBUTION SYSTEM. American Water is the owner of the water distribution system at Scott Air Force Base. As such, they shall be contacted for information and requirements related to any work involving the water system, to include hydrant pressure and flow testing, permitting, submittals, as-built submissions, water connections and disconnections, water line rerouting and/or abandonment, and new water line installation. The contactor shall obtain and bear all costs for all required approvals and permits and shall bear all costs associated with work requirements related to the water utility. The contractor shall obtain and conform to American Water’s Standard Specifications for Construction of Water Facilities. American Water is located on Scott Air Force Base at 34004 New Mexico Street and can be contacted at 618-744- 9631.
DUST CONTROL The contractor shall maintain all excavations, embankments, stockpiles, access roads, and all other work areas free from excess dust to such reasonable degree as to avoid causing a hazard or nuisance to base personnel or surrounding facilities. Approved temporary methods consisting of sprinkling, chemical treatment, light bituminous treatment or similar methods will be permitted to control dust. Dust control shall be performed as the work proceeds and whenever a dust nuisance or hazard occurs.
PATCHING AND REPAIRING After the work has been completed, any contractor caused damages to Government-owned structures, facilities, streets, curbs, walks, lawns, etc., shall be properly patched, repaired, or replaced to the complete satisfaction of the Contracting Officer.
Any holes, cuts, breakages, and damages made in finished surfaces of the area in which work has been accomplished, shall be properly repaired and the disfigured areas then painted over or otherwise repaired and resurfaced in kind to match the existing finishes to the complete satisfaction of the Contracting Officer.
DISPOSITION OF REMOVED GOVERNMENT PROPERTY All materials and equipment to be removed by the contractor and not reinstalled or recycled under this contract, including debris generated by this project, shall be removed at regular intervals from the site and disposed of off-base by the contractor. Off-base disposal of materials shall be in conformance with applicable Federal, state, and local pollution regulations at the contractor’s expense.
MATERIAL AVAILABILITY All materials for the phase being worked shall be on hand prior to beginning construction, unless otherwise permitted by the Contracting Officer.
AS-BUILT DRAWINGS
The contractor shall, during the course of construction, keep an accurate record of as-built conditions by computer-upgraded disks. Contract drawings and specifications disks will be provided by the Government for the Contractor’s use. Required computer and software material is the Contractor’s responsibility. Drawings software is AutoCAD 2008. Specifications software is minimum Microsoft Word 2003.
All variations from the contract drawings, for whatever reason including those made because of the selection of optional materials, shall be clearly indicated. These variations shall be shown in the same general detail utilized in the initial contract drawings. The as-built drawings shall be maintained in a current condition during the course of construction, readily available for review by the Contracting Officer or the Construction Management Inspector at all times. The as-built drawings shall be furnished to the Contracting Officer not later than ten workdays after the final inspection date.
As part of the as-built drawings, a separate set of plans shall be marked-up showing areas containing existing/remaining asbestos containing materials and lead based paint and methods of encapsulation, if appropriate.
The contractor shall provide REAL PROPERTY RECORDS at the completion of construction and before final payment, the following information to the Contracting Officer by building number for record purposes. Submit six copies of each.
Prepare an accounting of installed property by building number (if multiple buildings are involved). List Government-furnished/contractor-installed items and contractor-furnished/contractor-installed items. List complete nomenclature of each item:
Manufacturer.
Model number.
Serial number.
Electrical rating, full nameplate data.
Capacity (MBTU, KVA, Tons, Etc.).
Other pertinent information (Warranty/guarantee information-start date, stop date).
Cost of each item (Equipment cost only).
List items including, but not necessarily limited to the following:
Electrical equipment (transformers, lighting fixtures, metering equipment, overhead door operators, exterior floodlights and poles, fire alarm and burglar alarm systems, etc., including the cost of each item).
Mechanical equipment (commercial refrigeration equipment, heating equipment, air-conditioning system equipment, pumps, boilers, sprinklers, meters, and other items of mechanical equipment, including the cost of each item).
Other items that are considered to be real property installed equipment, including the cost of each item.
MAINTENANCE INFORMATION
Operations and Maintenance Manuals Where required by the other parts of the specifications, the contractor shall provide the Contracting Officer the specified number of copies of operation and maintenance instruction manuals. Manuals shall contain complete instructions on operating and maintaining the equipment, including piping and wiring diagrams. The manual shall be assembled in book form having a cover indicating the contents by equipment or system name and project title. Manuals shall be submitted a minimum of ten workdays before the contractor conducts the on-site operation and maintenance instruction. If such instruction is not required by the other parts of the specifications, manuals shall be provided at the final inspection.
Spare Parts List Where required by the other parts of the specifications, the contractor shall provide the Contracting Officer the specified number of copies of spare parts lists. The lists shall provide the supply source, item description and price of all parts and shall be cross-referenced to equipment diagrams or pictures. Spare parts lists shall be assembled in book form and may be separate from or integral with the operation and maintenance instruction manuals. Spare parts lists shall be submitted with the related instruction manuals.
On-Site Instruction The contractor shall provide the services of a qualified person, where required by other parts of the specification, to instruct government personnel in the proper operation and maintenance of the system. The instruction shall be in accordance with the procedures and methods recommended by the equipment manufacturer. The contractor shall schedule the on-site instruction with the Contracting Officer, but such instruction shall not occur until ten days after the receipt of operation and maintenance instruction manuals.
WARRANTY ITEMS
Response Time: There shall be a maximum 24-hour response time by the contractor on all mechanical and electrical warranty items installed under this contract and identified as either malfunctioning or inoperative after acceptance of the item. The contractor shall notify both the Contracting Officer or his designated representative and the Inspector of the date, place, and time that the contractor will be on location to determine the cause of the problem. Response time shall be defined as the time from when the Contracting Officer contacts the contractor until the time the contractor is present at the location of the equipment with the appropriate personnel to determine what the problem is and what is necessary to correct the problem or malfunction.
Warranty items for mechanical and electrical equipment shall be defined as all equipment, components, appurtenances, and wiring to mechanical and electrical equipment and the labor and materials necessary to install the equipment, components, and appurtenances.
Corrective Action shall be completed within 5 workdays from the time the contractor visits the location of the malfunction or inoperative equipment. Where parts are required to correct a malfunction, corrective action shall be completed within 5 workdays from the time parts are received.
Failure to Respond: If the contractor fails to respond within the period indicated above, the government shall declare the contractor non-responsive and shall take all actions necessary to correct the problem with government resources. All costs incurred because of the government taking this action shall be properly accounted for and back charged to the contractor.
SHORING AND SAFETY The contractor shall provide all shoring as required in accordance with local, state, federal and OSHA requirements for excavations utilized for this project's scope of work. All workers shall be protected from danger. Additionally all excavations shall be secured as necessary to prevent unauthorized personnel from entering the work sites and/or excavations.
SUBSTITUTION OF MATERIALS AND EQUIPMENT The contractor shall submit plan and elevations drawings drawn to 1/4" equals 1' scale if the contractor proposes a piece of equipment and/or accessories on other than that specified. The drawings shall show all piping, electrical connections, sizes of equipment, location of piping, and electrical penetrations, and all other associated equipment and materials.
The Contracting Officer reserves the right to reject or accept any or all of the proposed changes based on completeness, clarity, and other requirements of the plans and specifications.
When the contractor requests approval of substitute materials and/or equipment, it shall be understood and agreed that such substitution, if approved, will be made without cost to the government, regardless of changes in connections, spacing, electrical service, and all other appurtenances.
BRAND NAMES References in specifications to any brand name equipment or materials shall be regarded as establishing a standard of quality and shall not be construed as limiting competition. The Contractor may submit proposed equal equipment and/or materials for Government consideration during the submittal process of the contract after award.
ENVIRONMENTAL WORK If contract requires specific environmental work be performed, no non-environmental work shall be accomplished which will alter the environmental work specifications or cause contamination of non-contaminated materials and areas.
PRODUCTS NOT ALLOWED Materials containing asbestos, transformers containing PCB fluid, and the use of lead based paints or paints containing chromates are prohibited from use in the completion of this project.
OZONE DEPLETING CHEMICALS Ozone Depleting Chemicals, Class I and II listed in Attachment 2 of AFI 32-7080 are to be recovered by the Contractor and returned to the Government. The Ozone Depleting Chemicals may not be sold or given away to private industry unless otherwise specified by the government.
RECYCLE In support of national environmental efforts, the Contractor shall recycle all ferrous and non- ferrous metals from the project. The Contractor shall also recycle general administrative refuse associated with this project. This refuse includes cardboard, one-gallon mark 1 and 2 plastic bottles, type 1 and 2 plastic soda bottles, aluminum and steel soda cans, and mixed paper. All recyclable material shall be turned into the recycling center. The Base Recycling Center, Building 3286, on South Drive will accept these items Monday through Friday between the hours of 7:30 a.m. and 3:00 p.m. and Saturday between 7:30 and 11:00 a.m. The telephone number for the Recycling Center is (618) 256-6431.
PHOTOGRAPHS The contractor shall provide twelve 4" x 6" color photographs prior to beginning actual construction and at two-week intervals thereafter for the duration of the project construction. Photographs shall be taken at different angles/locations so that the existing conditions, along with the construction progress, are fully represented. Photographs shall be taken inside and outside for all projects involving interior and exterior work. Photos shall be labeled on the back with a typewritten dated label describing the photo. Photos shall be submitted in accordance with the submittal schedule.
NATURAL GAS CONNECTION It shall be the Contractor's responsibility to arrange with AMEREN/IP for the extension of natural gas service to a location adjacent to the mechanical room. The Contractor shall bear all costs associated with this extension and the installation of a meter. Illinois Power Company owns existing natural gas lines. The Contractor shall complete all hookups to natural gas at completion of job.
PESTICIDE APPLICATIONS the Contracting Officer through the Environmental Management Flight (EMF) must approve all pesticide applications. A label and MSDS of the insecticide must be available for review. After treatment (if approved), the amount (meaning insecticide + water), percentage used (.05%, 1.0%, etc.) of the insecticide and total square feet of treatment must be submitted to the EMF.
