STATEMENT OF WORK

REPAIR GOVERNMENT SERVICE STATION / BLDG 565

SCOTT AIR FORCE BASE, ILLINOIS

2 June 2010

1. SERVICES: The requirements described in this task order are for a bid-build project to repair the Government fleet-vehicle fuel station.

The goals and objectives of this project are to:

A. Replace existing fuel dispensers as indicated on the plans.

B. Replace existing emergency stop switches and correct deficiencies in code compliance by replacing fuel dispenser electrical circuit breakers.

2. PROJECT SCOPE: Project Number VDYD 08-0176, Repair Government Service Station consists of the following:

Provide construction schedule.

A. The contractor shall comply with the most current building codes and standards in this project. In cases where two different standards (codes, or AFI) are in conflict, the more stringent requirement shall be adopted.

The contractor shall use and comply with the design/architectural guides for Scott AFB.

One is the SAFB “Architectural Compatibility Guide.”

B. Government furnished materials (GFM) – The successful offeror will be permitted to obtain any and all drawings, documents, files or specifications for this building from the 375th CES Technical Support section. The Technical Support section vault is located at:

701 Hangar Road (Bldg 528), Scott AFB, IL 62225.

C. The contractor should use discretion when determining the extent of demolition. The design should consider using presently installed infrastructure and materials to include the fire alarms, electrical, main utility connections, etc. The offeror has the freedom with their design team to determine the extent of demolition needed to achieve the objectives.

D. Implement the technical requirements provided in this contract. This includes RD, Specs, drawings, attachments, etc.

3. BID-BUILD DOCUMENT SUBMITTALS

Deliverables:

1. Material Submittal Register

2. Construction Schedule

3. Progress schedule

4. As-built Drawings

5. Warranty and Close-out documents

GIS is not required on this project, since GIS is only needed for major exterior work. GIS is needed for work outside of and in between buildings, and across the base. The GIS data portion of the spec is not required for this project. GIS would only be required if this project involved installing new utility lines outside. Replacing utility mains is not expected on this project. The equipment at Bldg 565 will continue to use utility mains already in place.

4. SCHEDULE AND PERFORMANCE PERIOD: All construction work shall be completed no later than 165 calendar days from award, with design and construction milestones proposed by the offerors. Demolition/Renovation 90 calendar days.

. Construction may be authorized by the Contracting Officer upon acceptance and approval of the 95% submittal. In lieu of submitting a 100% design submittal prior to construction, the Government may authorize construction upon acceptance of the 95% design submittal. This will happen at the Contracting Officer’s discretion.

“As-built” plans and specifications shall be submitted at the completion of construction in accordance with Scott AFB CADD/GIS Deliverable Specification. If no changes have been made to the plans and specs, the 100% design documents will stand. In this case, a final submittal of “as-built” documents may be waived, if no changes have occurred during the construction phase.

5. PROJECT MANAGER: The 375th Civil Engineer Squadron (CES) Project Manager (PM) and construction inspector for this project is Mr. John Hopkins, at Telephone Number 256-4853.

The Project Manager is the point of contact for all technical matters, and shall interact with the site foreman as needed to answer day to day questions on routine matters.
