SCOTT AFB MATOC TASK ORDER
REQUEST FOR PROPOSAL INSTRUCTIONS, TERMS, AND CONDITIONS

I. GENERAL PROPOSAL INFORMATION
1. This Request for Proposal (RFP) will result in award of a Multiple Award Task Order Contract (MATOC) task order. The successful offeror will deliver a project to repair the service station, building 565 at Scott AFB, IL, using the specifications and drawings, dated 2 June 2010.
The specifications and drawings provide the necessary design documentation to complete the project.
2. Contract Clauses: All contract provisions and clauses contained in the respective MATOC Indefinite Delivery Indefinite Quantity (IDIQ) solicitation, FA4407-10-R-0009, are hereby incorporated into this solicitation and the resultant task order. If there are any conflicts between the contract clauses and the information outlined in the resultant task order, the contract language takes precedence over the information in the task order.
3. Offer Acceptance Period: Offers providing less than 90 calendar days for Government acceptance after the date offers are due may not be considered and may be rejected.
4. Proposal Due Date: Sealed original offers to perform the work described herein are due at the office location identified above by 3:00 PM Central Daylight Time (CDT), 6 Aug 2010.
Offerors may send requests for information (RFIs) up to the proposal due date; however, the Government may or may not respond to inquiries submitted after 3:00 PM CDT, 28 July 2010.
Offers should be mailed or hand delivered with the other MATOC solicitation documents to the point of contact named above. Offerors are advised to use certified mail and or obtain a signed hand receipt as evidence of timely submission of proposals.
5. Site Visit: An organized site visit/walk-through is scheduled for 1:00 PM CDT on Friday, 20 July 2010. This will be the ONLY organized site visit, therefore offerors are instructed to bring

Participants are to meet in the 375 Contracting Squadron Bldg 52 Conference Room, Scott AFB, IL. Requests for subsequent site visits will only be honored if the Government determines a secondary site visit is necessary and is advantageous to the Government.
6. Base Access: Scott AFB is not an open base. You must have a valid ID and vehicle pass to access the base. Anyone who does not have the necessary identification to enter the base must make arrangements with the contracting office to be vouched onto the base.
7. Construction Magnitude: Pursuant to FAR 36.204 the following is provided:
The magnitude of construction is between $25,000 and $100,000.
8. Representations and Certifications: The On-line Representation and Certification Application (ORCA) were recently launched as part of the Business Partner Network. ORCA is an on-line paperless collection point for offerors to provide the reps and certs required by government solicitations, including task order solicitations. MATOC offerors are directed to submit their reps and certs via ORCA at http://orca.bpn.gov. A manual is available on-line to assist in completing the information required. MATOC offerors must complete ORCA certification at least annually.
9. This project will be awarded based on the performance price trade-off (PPT) source selection strategy. The PPT decision will reflect the Government’s evaluation of price and past performance as described in Section M of the MATOC solicitation. For this solicitation, past performance is approximately equal to cost or price.
II. PROPOSAL PREPARATION AND EVALUATION INFORMATION
1. Proposal Preparation Instructions: To assure timely and equitable evaluation of proposals, offerors must follow the below instructions. Proposals must include the following:
a. Signed offer (last page of these instructions)
b. Proposal Guarantee (Bid Bond)
c. Completed Price Schedule (Attachment 1)
d. Past Performance Requirements per Section M of the solicitation
2. MATOC offerors are to submit proposals for this task order according to these instructions.
While there is no restriction on number of pages, extraneous advertising, marketing, detailed specifications, and/or other material not relating to proposal evaluation, are highly discouraged.
Task order preparation costs are sole responsibility of the MATOC offeror.
3. Evaluation: The government will convene an evaluation team to rate each proposal. The seed project will be awarded to the MATOC offeror whose proposal demonstrates a combination of the highest performance confidence rating and the most favorable total lump sum price.

III. TASK ORDER SPECIFIC INFORMATION
1. Commencement, Prosecution and Completion of Work (Apr 1984): The contractor shall be required to: (a) commence work under this contract within ten (10) calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently. The contractor shall propose a performance period for construction. The time stated for completion shall include final cleanup of the premises.
2. Notice to Proceed: The Notice to Proceed (NTP) shall be issued within 30 calendar days of the Task Order award date.
3. Wage Determination: The applicable Davis Bacon Wage Determination for this task order is: IL20080007 06/04/2010 IL7, in accordance with the contract terms and conditions.
4. Payment for Stored Materials: Payment requests for stored materials or equipment will be evaluated on a case-by-case basis. As a general rule, payments are based on percentage of completion to include materials and equipment used and/or installed in the project.
5. Performance and Payment Bonds: Performance and payment bonds are required no later than 10 calendar days after award of a task order.
6. Type Task Order: Firm Fixed Price.
7. Schedule of Material Submittals: Contractor shall submit material submittals IAW material submittal schedule (Exhibit 1, MATOC Seed Project, Attachment 4).
8. Progress Schedule: The progress schedule contemplated by FAR 52.236-15, Schedules for Construction Contracts, shall be provided within 10 days after the NTP for Construction.
9. Pre-Construction Conference: The Government will schedule a pre-construction conference within ten (10) days of award.
10. Final Date for RFI acceptance: Friday, 28 July 2010 at 3:00 PM CDT.
